ASPRI X AISP CAAP AWARENESS WORKSHOP: MANAGING CYBER RISKS IN A DIGITAL WORKSPACE

EVENT HIGHLIGHTS | Digitalisation, Innovation & Technology Adoption (DITA)“To promote member’s adoption of Digitalisation, Innovation and Technology so as to enhance their productivity and competitiveness”

W ith more companies adopting work-

from-home (WFH) arrangements,

the dependence on technology

and the Internet has increased significantly.

While technology allows us to correspond and

communicate easily with our colleagues and

business partners, it also exposes us to the risk

of cyber-attacks.

As part of its Cybersecurity Awareness

and Advisory Programme (CAAP), ASPRI in

partnership with the Association of Information

Security Professionals (AiSP) organised a

webinar titled, “CAAP Awareness Workshop:

Managing Cyber Risks in a Digital Workspace”,

on 12 October 2020.

Mr Steven Nah, Co-Lead of ASPRI’s

Digitalisation, Innovation and Technology

Adoption (DITA) Work Group and Treasurer

of ASPRI’s 13th Executive Council, opened

the webinar by sharing his thoughts on how

the Internet has not only become an essential

means to connect with family and friends it is

also an integral tool in our work lives.

Following the introduction, Mr Tony Low,

Co-Chair of AiSP CAAP spoke about the

benefits and risks of using cloud services such

as the iCloud, Google Drive and Google Photos,

which have enjoyed stronger take-up because

of COVID-19. He noted that cloud services allow

users easy access to their files from anywhere

with an Internet connection and they negate the

need for complicated physical storage devices

that take up space whether in the office or at

home. However, there are risks in using cloud

services such as data privacy, insider threats and

compliance violations.

To safeguard against cyberthreats, Mr

Low emphasised the need to have strong

passwords. He advised against the use of the

same password for different services, or the use

of personal information such as name, birthday,

or mobile number as passwords. Instead, he

recommended the inclusion of special characters

such as punctuation marks to make it harder for

hackers to crack passwords to gain entry.

In the final section of his presentation, Mr

Low explained the term “Social Engineering”.

Social Engineering, he said, occurs when

someone develops personal relationships

which he then uses as a tool to gain access

to protected information or materials through

eavesdropping on conversations, peering over

someone’s shoulder to view passwords, or even

reading confidential documents left out in the

open on a desk or a workstation.

During the Q&A session following

the presentation, ASPRI members took the

opportunity to clarify their concerns and doubts.

INDUSTRIAL CYBERSECURITY FOR THE PROCESS INDUSTRY

I n collaboration with TÜV SÜD PSB Pte

Ltd, ASPRI organised a webinar titled,

“Industrial Cybersecurity for the Process

Industry” on 13 October 2020 to provide

members with a better understanding of the

cybersecurity framework used by the Process

Industry.

Mr Steven Nah, Co-Lead of ASPRI’s

Digitalisation, Innovation and Technology

Adoption (DITA) Work Group and Treasurer

of ASPRI’s 13th Executive Council, opened

the webinar by highlighting the importance of

cybersecurity and how the Process Industry can

adopt new practices to ensure plant safety and

security.

Following the opening remarks, Ms Zhang

Yiran, Cybersecurity Services Consultant of TÜV

SÜD delivered her presentation on industrial

cybersecurity.

According to Ms Zhang two factors need to

be present for a cyber threat to occur – a threat

source and a threat vector. A threat source could

be malware, equipment, or an unauthorised

external person (a hacker) while a threat vector

is a path or a means by which a cybercriminal

gains access through one or more of six main

routes into a computer system by exploiting a

route vulnerability.

Ms Zhang also touched on the consequences

of a cyber-attack which includes, but are not

limited to:

• Endangerment of public or employee safety

or health

• Damage to the environment

• Damage to the equipment under control

• Loss of product integrity

• Loss of public confidence or company

reputation

• Violation of legal or regulatory requirements

• Loss of proprietary or confidential

information

• Financial loss

• Impact on entity, local, state, or national

security

As more new technology becomes available,

the Process Industry has been able to use drones

and Internet of Things (IoT) sensors to improve

autonomy and maintenance, respectively. But

their increased usage has heightened the risks

of cybersecurity.

After the presentation, ASPRI members

engaged Ms Zhang in a Q&A session.

DIGITALISATION WEBINAR WITHRICOH AND HUAWEI

A s more companies adopt digitalisation

to maintain their business operations

during the COVID-19 pandemic,

ASPRI in partnership with SGTech organised a

digitalisation webinar on 18 November 2020

involving Ricoh and Huawei to share with

members the various ways of integrating AI and

technology into their business operations.

Mr Alvyn Lim, Head of Digital Workplace

Services Group of Ricoh Singapore, commenced

the webinar by giving an overview of the

three types of Digitalisation Transformation

(DX) - organisational based, operational based

and product & customer based - before diving

deeper into the first: organisational based DX.

The DX journey, he said, begins by digitising

physical documents such as paper, microfilms,

and books. These digitised contents are then

stored as an archive for ease of future reference.

Mr Lim also shared the steps companies could

follow to begin their DX journey.

Firstly, companies would have to

acknowledge the need for DX. They would

then need to appoint the right team members

to manage the DX. These members have to

identify any pain-points or areas of digitalisation

required by the company. By identifying these

points, he added, it would be easier to find a

solution by investing in technology, resources

and time. Finally, companies would have to

track the progress and projected return of

investment and optimise it accordingly.

In the second half of the webinar, Mr Chen

Zhen, AI Business Development Manager of

Huawei, talked about the development of facial

recognition and how CCTV technology can be

implemented to address COVID-19 measures - to

determine the number of people in a given area

and to measure the distance between people

to ensure social distancing. The technology can

also detect if a worker is wearing his personal

protective equipment (PPE). Failure to detect

any PPE will result in an alert, prompting the

management to take necessary action.

ICE BIOTECH’SCOVID-19 PREVENTION STRATEGIES

A s the nation gradually transitioned

to Phase 3 safe re-opening, ASPRI

partnered with iCE BioTech Pte Ltd

to organise a webinar on 19 November 2020 to

inform members of products they could use to

keep their workplace safe as more staff returned

to work.

Guest speaker, Mr Robin Lim, Director

(Sale & Marketing) of iCE BioTech Pte Ltd,

opened the webinar with an overview of the

COVID-19 virus - the components that made

up the virus, the way it reproduces and how

it is being transmitted- via respiratory droplets

through close contact, and indirect contact via

contaminated surfaces.

The solutions offered by iCE BioTech are

meant to reduce the number of possible contact

points in the office and encourage social

distancing in the workplace. Three products

were highlighted in the webinar:

1. Facial Biometric Thermometer

2. GERMAGIC™ Thyme Germicidal Coating

3. GERMAGIC™ Air Disinfection

Stick-On Filter

The Facial Biometric Thermometer resolves

the problems facing companies which use a

fingerprint scanner or a card reader to facilitate

workplace entry, by eliminating the possibility

of contact. Equipped with a camera and a

temperature sensor, the thermometer can

recognise the face of an employee and measure

his temperature. Once recognised, the system

will allow the employee to enter and even log in

the attendance via SafeEntry. The information

is then stored in the Cloud for easy retrieval for

future reference.

Next, Mr Lim introduced the GERMAGIC™

Thyme Germicidal Coating, an antiviral coating

that acts as a disinfectant to kill any active virus

on coated surfaces. Approved and accredited

by international health agencies, GERMAGIC™

Thyme Germicidal Coating was developed by

Hong Kong University of Science and Technology

in collaboration with Professor Zhong Nan-Shan

of Guangzhou Institute of Respiratory Diseases

(GZIRD) and Dr Hidekazu Nishimura of Sendai

Medical Center to combat the SARS virus in

2003. Unlike other contact-killing disinfectants

which lose their effectiveness fairly quickly,

GERMAGIC™ Thyme Germicidal Coating stays

on a surface for 90 days. To ensure continued

effectiveness, the surfaces have to be re-coated.

Lastly, Mr Lim presented the GERMAGIC™

Air Disinfection Stick-On Filter, a non-toxic and

odourless adhesive filter meant to be pasted on

grills of air conditioners to filter out any virus

particles lingering in the air.

In view of the new partnership between iCE

BioTech and the Association, ASPRI members

HARNESSING TECHNOLOGY, TRANSFORMING BUSINESSES:SESSION 1

EVENT HIGHLIGHTS | Digitalisation, Innovation & Technology Adoption (DITA)“To promote member’s adoption of Digitalisation, Innovation and Technology so as to enhance their productivity and competitiveness”

W ith more companies adopting

digital tools to increase productivity

and overcome challenges caused

by the pandemic, ASPRI launched a new webinar

series on 25 November 2020 for its members.

Titled “Harnessing Technology, Transforming

Businesses”, it was initiated by ASPRI’s

Digitalisation, Innovation & Technology

Adoption (DITA) Workgroup to encourage

members to come forward to share their journey

in implementing digital solutions.

Mr Danny Chua, Secretary of ASPRI’s 13th

Executive Council and the Lead of ASPRI’s

DITA Workgroup, opened the first session of

the webinar by highlighting the benefits of

digitalisation and called on industry members to

persevere during this period.

Members then learned from Mr Alagu

Thirunavirkarasu, Director of Universal Solution

Pte Ltd, how his company had used Microsoft

Office 365 Cloud to transform the way his

company worked remotely during the pandemic.

Universal Solution is a specialist in the

design fabrication, testing and installation of

heat exchangers, pressure vessels, tanks and

site piping. With a workforce of less than 50,

including 15 in engineering and administration,

the company does not have an IT department.

In its early years, the company relied

on local network-attached storage (NAS) to

store documents. Any form of back-up was

also stored in the NAS. Unfortunately, the

company’s email network was a victim of email

spoofing, and as a result, the company lost a

lot of money in a bogus online transaction. The

company’s documents were also compromised

as its network was infected by malware. With

the use of NAS, Mr Alagu also found that

whenever his staff needed to access files

urgently, they would have to return to the office

as documents could only be retrieved from the

office system.

Not wanting to face a similar experience

again, Mr Alagu decided to adopt a digital

workflow. After much consideration, the

company decided on Microsoft 365, mainly

OneDrive, SharePoint, Outlook, and Teams.

The implementation of these programs is

a tremendous boost for the company. Unlike

the past, Mr Alagu said staff do not have

to return to the office to retrieve documents

as all the documents are stored online and

can be retrieved from any location with an

Internet connection. Productivity has also

increased as staff can access documents for

easy collaboration. They can also make changes

to the documents, which are instantaneously

updated on the Cloud.

Meetings have become easier with the

adoption of Microsoft Teams. Mr Alagu even

opted for an add-on called Planner, which can

be seamlessly integrated into Teams. Planner

allows him to assign tasks to staff and monitor

their progress.

SAP BUSINESSONE WEBINAR

T o help more companies to understand

and adopt digital tools to increase

productivity and streamline processes,

ASPRI and Inecom jointly presented a webinar

titled, “SAP Business One – Digital Adoption

& Productivity Improvements for the Process

Industry”, on 13 January 2021.

As Inecom is the one-stop solution provider

for SAP Business One (SAP B1) ERP, the webinar

aimed to show how small and medium-sized

enterprises (SMEs) in the Process Industry can

As the implementation of Microsoft 365

into Universal’s workflow coincided with the

start of Singapore’s Circuit Breaker (CB) on 7

April 2020, it was a blessing in disguise. Even

though production was affected by the CB, it

allowed the company time to fully integrate the

new workflow and be familiar with the different

Microsoft programs.

The timing was also perfect as staff were

compelled to work from home during the CB.

Initial concerns about adopting a digital

workflow because of costs and limited IT

knowledge were quickly put to rest. Cost

concerns were quashed as Microsoft 365 offered

various plans to cater to varying levels of needs.

As for the dearth of IT knowledge, the

IT vendor extended the necessary assistance,

walking the staff through the entire system

before handling it over. There are also

online tutorial videos that provide additional

information.

After Mr Alagu’s sharing, the attendees

were given the opportunity to ask him questions

and raise any concerns they had on Microsoft

365 as well as the digitalisation process.

and KPI reporting, the SAP B1 helps companies

see clearly and react quickly. The self-service

analytics tools make it possible for users to

access, transform and visualise data in real time.

covered the key features of SAP B1, which

Business Intelligence.

After the demonstration, Mr Byrne touched

on the different grants that companies could

HARNESSING TECHNOLOGY, TRANSFORMING BUSINESSES:SESSION 2

I n the second webinar session of the

“Harnessing Technology, Transforming

Businesses” series on 27 January 2021,

Mr Naresh Kumar Govindan, General Manager

(BD & Corporate Affairs) and Mr Lim Chee Yong,

Assistant Manager (IT & Digital Solutions) of

JEL Maintenance Pte Ltd (JML), shared how the

adoption of Virtual Reality (VR) technology has

transformed the way their company operated

during the pandemic.

Mr Naresh opened the webinar by giving an

overview of JML, a wholly owned subsidiary of

Jurong Engineering Limited (JEL). Incorporated

in Singapore in 2000, JML provides maintenance

and project services to refineries, power and

petrochemical plants. With strong emphasis on

innovation, sustainability and Industry 4.0, JML

specialises in plant facility expansion on EPC

basis, dismantling, construction, STO (Shutdown,

Turnaround, Outage) planning and execution,

annual outages, routine-maintenance, and

asset life cycle improvement projects, including

retrofitting and modifications.

One of the projects that JML oversaw

was the replacement of a flare seal for one of

Singapore’s refineries. Standing at 150 metres

high, it is one of the highest flares in Singapore.

JML was required to replace 16 tons of the flare

seal and install the necessary piping related to

the replacement works using a 600-ton crane.

Several challenges were identified in the

planning stages, key among them was the

limited access to survey it as it was a live

flare. JML had to conduct the project planning

activities to identify modifications to existing

platforms and critical processes, which included

dismantling the existing flare seal, disconnecting

pipes at height, installing the new seal, and

then reconnecting the pipes, all during the plant

shutdown window, which left very little room

for errors and re-work. In the past, workers

would have to climb the seal at the risk of falling

from height and exposure to the high heat.

In view of the challenges, JML decided to

adopt the latest digital technology. Drones were

flown to record video footage of the flare. With

the video footage, JML was able to employ

VR technology to create an immersive flare

environment. This enabled them to simulate

work processes and study the scope in greater

detail to ensure efficiency. Workers were then

able to monitor the live footage through mobile

devices when necessary.

The presentation was followed by a Q&A

session on JML’s adoption of VR technology.

A s more work processes are being

digitised, employees are increasingly

reliant on technology and digital

tools to efficiently carry out tasks at the

workplace. Personal data is also sometimes

shared, intentionally or unintentionally.

In support of the Privacy Awareness Week

2021, and to help members stay updated

on the amendments to the Personal Data

Protection Act (PDPA), ASPRI worked with the

Personal Data Protection Commission (PDPC)

to organise a webinar titled, “Knowing &

Innovating with the Enhanced PDPA”. Held

on 28 May 2021, the webinar aimed to help

business owners, data protection officers

and any personnel handling personal data

understand the amendments to the PDPA and

their implications.

The webinar also covered the Infocomm

Media Development Authority’s (IMDA) Data

Protection Trustmark (DPTM) certification,

and how it can help organisations strengthen

consumer and regulator trust, and increase

one’s competitive advantage in the digital

economy.

Mr Justin Lee, Senior Associate (Technology,

Media & Telecomm) at Rajah & Tann Singapore

LLP, was the guest speaker of the webinar.

Due to its experience and track record in

data protection matters, Rajah and Tann has

been appointed by the PDPC and IMDA to

support industry engagement efforts in raising

awareness and promoting compliance of the

PDPA.

Mr Lee shared that the PDPA provides a

baseline standard of protection for personal

data in Singapore. It complements sector-

specific legislative and regulatory frameworks

such as the Banking Act and Insurance Act.

It comprises various requirements governing

the collection, use, disclosure and care of

personal data in Singapore. It also provides

for the establishment of a national Do Not

Call (DNC) Registry. Individuals may register

their Singapore telephone numbers with the

DNC Registry to opt out of receiving unwanted

telemarketing messages from organisations.

The PDPA covers personal data (PD) stored

in electronic and non-electronic formats.

However, there are common exceptions. The

PDPA does not apply to the following situations:

1. Responding to an emergency that threatens

the life, safety, or health of an individual

2. Managing or terminating employment

relationship

• Using employee’s bank account details

to deposit salary

• Monitor how employee uses company

resources

• Posting employees’ photos on the staff

directory

• Managing staff benefit schemes

3. Evaluative purposes – to determine

suitability or eligibility of an individual for:

• Employment or for appointment to

office

• Promotion in employment or for

continuance in employment

• Removal from employment

• Any member of the public can obtain

or access the data with few or no

restrictions

Mr Lee then shared on the new exceptions

that were part of the amendments. He noted

the following:

1. Use of PD without consent for:

• Enhancing goods and/or services

• Improving operational efficiencies

• Understanding customers to offer

personalised services

o Example: Credit card company derive

customers’ spending habits to develop

a new line of credit or reward schemes

2. Collect, use and disclose of PD without

consent for lawful interest of organisation,

or for a segment of the public

o Example: Hotels get together to

compile and share a blacklist of “hotel

skippers” who do not fulfil payment for

the use of hotel services

In the second part of the webinar, Mr Lee

discussed the DPTM in detail. The DPTM is

a voluntary enterprise-wide certification for

organisations to demonstrate accountable data

protection practices. The DPTM helps businesses

increase their competitive advantage and build

trust with their customers and stakeholders.

From the perspective of consumers, they

rest assured that an organisation certified with

the DPTM has put in place responsible data

protection practices and will take better care of

their personal data.

Companies that want to be certified have

to pay an application fee of S$535 (inclusive of

GST) to IMDA and an assessment fee ranging

between $1,400 to $10,000 plus prevailing

GST to the Assessment Body (AB). The AB acts

as an independent body that assesses that the

applicant’s data protection practices conform to

the DPTM requirements.

Towards the end of the webinar, the more

than 90 participants were given the opportunity

to clarify their concerns and doubts in a Q&A

session with Mr Lee.

NEW DIGITAL PLAN LAUNCHED TO HELP PROCESS CONSTRUCTION & MAINTENANCE (PCM) INDUSTRY DIGITALISE

T he Process Construction &

Maintenance (PCM) Industry Digital

Plan (IDP) was jointly developed by

ASPRI, Enterprise Singapore and the Infocomm

Media Development Authority (IMDA), to

enhance the digital capabilities of the PCM

industry.

Part of the SMEs Go Digital programme,

the IDP is designed to make going digital

simple for small and medium-sized enterprises

(SMEs) by providing them with a step-by-step

guide on the digital solutions available for

adoption at each stage of their growth.

On 26 August 2021, Thursday, the IDP

was officially launched by, Ms Low Yen Ling,

Minister of State (MOS) for Trade and Industry,

at a virtual engagement session which saw over

100 attendees comprising of ASPRI members,

Government representatives, industry partners

and media personnel.

In her opening remarks, MOS Low explained

that the IDP comprised two roadmaps – one

for adopting digital solutions and the second

for employee training – highlighting the

importance of continuous workforce upskilling

to ensure that companies are better placed

to succeed and to emerge stronger from the

pandemic.

Mr Charles Quek, President of ASPRI’s

13th Executive Council, highlighted that

the pandemic has created the perfect set

of conditions to propel the adoption of

digitalisation. He added that the industry

needs to adapt and be digitally enabled to stay

relevant and capture future businesses.

To make it easy for SMEs to adopt digital

solutions recommended in the IDP, IMDA

provides a list of pre-approved solutions

assessed to be market-proven, cost-effective

and supported by reliable vendors. The IDP

will continue to be updated over time as the

industry progresses and newer technologies

are introduced.

Lastly, attendees managed to hear first-

hand from two local SMEs, CYC International

Pte Ltd and Shing Leck Engineering Service

Pte Ltd, about their experiences on adopting

digitalisation and how it has improved their

businesses.

To help them improve efficiency and

increase productivity, CYC International Pte Ltd

adopted a Workforce and Project Management

System. It allows CYC’s employees to notify

each other of onsite issues, enabling the

management to easily keep track of a project.

This removed the need for manual updates via

email or text messages, which resulted in a

timely delivery of their projects.

Similarly, Shing Leck Engineering Service

Pte Ltd implemented an Inventory Management

System which enabled them to digitise their

asset tracking operations. This gives them full

visibility of their assets deployed across various

locations. By reducing time spent on manual

asset tracking, Shing Leck’s employees were

able to focus on delivering higher value-added

services to their clients instead.

A short video clip was played during the

event showing how CYC International Pte Ltd

and Shing Leck Engineering Service Pte Ltd

have enhanced their business operations by

going digital.

ASPRI would like to thank our members,

Enterprise Singapore, and IMDA for making

this possible. In an effort to enhance

members’ productivity and competitiveness,

resources and efforts to promote the adoption

of digitalisation within the PCM industry.

T he COVID-19 (Temporary Measures)

Act 2020 was passed in April 2020

to offer temporary relief to businesses

and individuals who were unable to perform

their contractual obligations because of the

pandemic. Following that, ASPRI worked with

Netto & Magin LLC to organise a webinar on 2

September 2020 to explain the Act to members

in greater detail.

Mr Daniel Ong, Lead of ASPRI’s Knowledge,

Education, Experience & Networking (KEEN)

Work Group, and Assistant Treasurer of ASPRI’s

13th Executive Council, opened the session by

sharing how the pandemic had changed the

way businesses operated and how it had been

difficult for employers to abide by contractual

obligations during this extraordinary time.

Following Mr Ong’s address, Mr David

Shanmugam, Counsel from Netto & Magin

LLC, helped members to walk through the Act

and understand how they could apply for the

relief. He added that the Industry Security of

Payment Act (SOPA) was introduced to provide

relief to contractors, whose jobs could not

be performed because of restrictions due to

the pandemic. Mr Shanmugam also shared

some case studies and illustrated with a

sample contract between plant owners and

contractors. At the end of the presentation,

concerned participants had the opportunity

to seek clarity on some aspects of the relief

measure with Mr Shanmugam.

O n 12 August 2020, the

implementation of

staggered rest days

for Work Permit and S Pass

holders in the Construction,

Marine and Process

Sector was announced.

Due to take effect on

31 October, it required

employers to spread

out the number of

workers congregating

at any location on any

given day to prevent large

gatherings and reduce the

risk of cross-infection. But

as the date approached, about

60% of Process Sector Work Permit

and S Pass holders still had not received

an assigned rest day.

The Association received multiple queries

from members anxious to find out more. To

ensure members were in a position to comply

with the assignment of rest days, ASPRI worked

with the Ministry of Manpower (MOM) to

organise a Zoom Webinar on this topic.

ASPRI Executive Director Mr Wayne Yap

opened the webinar by explaining the rationale

and purpose of implementing staggered

rest days. This was followed by MOM’s Mr

Christopher Koh who gave a detailed rundown

on the rest days requirements in relation to the

Process Sector.

Mr Koh told employers that while workers

in the PCM sector could have Sunday as a rest

day ASPRI would have to work closely with

the Enterprise Singapore (ESG) and Economic

Development Board (EDB) on the finer details.

He added the initial deadline of 31 October

2020 to assign a rest day for workers had to be

deferred until further notice. ASPRI would have

to work with government agencies on this and

an update would be provided at a later date.

At the close of the webinar, Mr Koh

addressed questions raised by members through

a moderated Q&A session.

UPDATE ON INCIDENT RESPONSE AND MANAGEMENT PLAN BY EDB

I n partnership with the EDB and ESG,

ASPRI organised a webinar on 11

December 2020 for members to better

understand the COVID-positive Incident

Response and Management Plan. Close to 70

attendees joined the session. Even though the

number of infected cases in the process sector

was small, it was still important for companies

to keep abreast of the latest protocols to

protect their workers as well as businesses to

minimise disruptions.

Mr Darren David, Senior Associate, Central

COVID-19 Operations, brought attendees

through the Risk Assessment Matrix, a

guideline put together for companies to assess

their worksite transmission risk level. As it

serves as a determining factor of whether EDB

issues a Stop Work Order (SWO), it is important

for members to understand it in great detail.

To better prepare employers, Mr David also

shared the steps to follow if a COVID positive

case is reported at a worksite, highlighting that

there are five additional steps for employers to

comply as compared to the previous protocol.

In his sharing, Mr Roy Ding, Senior Manager

of COVID Audit & Inspection, presented a

summary of findings at the 136 sites that were

inspected and identified the common infractions

observed at those sites. The information was

meant to help members to better review the

Safe Management Measures they have in place

to ensure they are in line with the requirements.

The Q&A session facilitated by ASPRI’s

Executive Director Mr Wayne Yap, allowed

members to clarify their doubts with Mr Kwang

Koon Way, Vice President of the Central COVID-

19 Operations of EDB, and the members of his

team present.

ASPRI7TH LUNAR MONTH PRAYERS 2020

O n 4 September 2020, ASPRI

organised a special 7th Lunar

Month prayer session for a limited

number of members during the second

phase of the Reopening. Held after the usual

timing in August, the event was the 23rd

year of honouring such a tradition since the

establishment of the Association. For the

first time, the Association had to eschew the

traditional dinner in order to comply with

the Safety Management Measures amidst the

COVID-19 pandemic.

In the morning, Executive Council members,

staff and Association members gathered at the

basement of the Trade Association Hub (TA

Hub). Each group was designated a specific

prayer time slot to reduce the number of people

present at any given

moment in the interest

of safety to minimise any

potential transmission of the

virus.

The prayer sessions were

conducted by the priest-in-charge,

Mr Koh Kim Tean. Once all prayers

were concluded, Mr Koh led everyone to

the TA Hub carpark where joss papers were

burned. Everyone then headed back to the TA

Hub where they gathered in small groups to

network and have their lunch.

ASPRI would like to thank members

and vendors involved in making this event

possible. Albeit different from the observance

in previous years, we were still grateful for

the opportunity to catch up with our loyal

members and meet them face to face after a

long break.

COVID-19 LEGAL WEBINAR SERIES - MANAGING ATTRITION IN THE PROCESS INDUSTRY

A s the Process Industry gradually

recovered from the worst impact

of the pandemic, employers had

to exercise care and caution in managing

their workers, especially when deciding on

termination, dismissal and retrenchment.

To help members better understand their

obligations, ASPRI’s Knowledge, Education,

Experience & Networking (KEEN) Work Group

collaborated with Mr David Shanmugam,

Counsel from Netto & Magin LLC, to present

the third instalment of the COVID-19 Legal

Webinar Series on 14 November 2020. Titled

“Managing Attrition in the Process Industry”, it

was designed to provide ASPRI members with

insights on handling difficult issues during these

challenging times.

At the start of his presentation, Mr

Shanmugam emphasised that retrenchment

should only be undertaken as a last resort,

after employers have considered all necessary

alternatives, like sending employees for training

to allow them to upgrade their skills and

enhance their employability, redeploying them

to alternative areas of work within the company

and implementing flexible work schedules or

arrangements to promote shorter work week.

Employers could also adjust the wages of

employees in line with tripartite norms.

As retrenchment posed a challenge for

all parties involved, especially the affected

employees and their families, Mr Shanmugam

further emphasised the need to treat employees

with dignity and respect during a retrenchment

exercise.

When carrying out a retrenchment exercise,

the selection of employees should be conducted

fairly he noted, based on objective criteria such

as the ability of the employee to contribute to

the company’s future business needs. Employers

should not discriminate against any particular

group on grounds of age, race, gender,

religion, marital status, family responsibility and

disability.

Mr Shanmugam then shared three case

studies, two of which were examples of good

retrenchment approach.

The key takeaway is that companies must

notify the affected employees in advance about

their retrenchment. If possible, companies should

also assist the affected employees regarding

job placement facilitation. Any retrenchment

benefits should be designed with the company’s

financial situation in mind. Should they lack the

means to assist their employees, they could

always seek help from the Government.

Mr Shanmugam fielded questions at

the end of the webinar to help clear any

misunderstanding members might have on

some of the issues discussed.

MEMBERS ENGAGEMENTLUNCH

D ue to the COVID-19 pandemic, the

Association was unable to conduct

large format events as in the past.

However, ASPRI still saw the importance of

continuing to engage member companies

through events on a smaller scale.

A series of closed-door lunch was organised

for 60 members in early 2021 for the 13th

Executive Council to re-connect with members

over a meal.

Organised in small groups to comply with

the COVID-19 Safe Management Measures,

(SMM) the lunches were spread over February

and early March. Only one representative from

each member company was allowed to attend

due to the SMM.

Each group was hosted by one of the 13th

Executive Council (EC) members. They gave the

EC an opportunity to receive feedback on key

areas that the Association should focus on for

2021. Council Members led discussions on a

wide range of challenges facing the Process

Industry, enhanced R1 Criteria, digitalisation,

sustainability and training. Representatives from

member companies were eager and candid in

sharing their concerns and thoughts on these

issues.

COVID-19 LEGAL WEBINAR SERIES –NEW COVID-19 (TEMPORARY MEASURES) ACT

I n April 2020, the Singapore Parliament

passed the COVID-19 (Temporary

Measures) Act which offered temporary

relief to companies who were unable to

perform their contractual obligations due on

or after 1 February 2020 because of COVID-19

restrictions.

The Act was subsequently extended until

30 March 2021, with further amendments

as the pandemic had continued to affect

companies’ ability to fulfil their contractual

obligations. As the Act had direct implications

for the Construction and Process industries,

the Association, with the help of Mr David

Shanmugam, Counsel of Netto & Magin LCC,

presented a fourth “COVID-19 Legal Webinar”

on 28 January 2021 to update ASPRI members

on the new amendments.

Mr Shanmugam began the webinar by

giving a recap of the wide range of reliefs

available under Section 5 of the Act. He

explained that contracting parties could apply

to a government-appointed registrar to appoint

an assessor to resolve disputes to safeguard

against unfair outcomes. The assessor could

determine whether the relevant contract was

covered by the Act; and whether the party’s

inability to perform contractual obligations

was materially caused by a COVID-19 event.

CHIROPRACTIC WEBINAR:HOW YOUR POSTURE AFFECTS YOUR HEALTH

W ith more people working from

home in adherence to the COVID-

19 Safety Management Measures,

they are likely to spend most of their day seated

at their desks. To help address the issues such as

sedentary lifestyle and to educate members on

the importance of the spine and its effect on our

health, the Association partnered with Asia One

Chiropractic to present a Chiropractic Webinar

on “How Your Posture Affects Your Health” on

10 March 2021.

The webinar was engaging, fun and

informative offering ASPRI members a deeper

understanding and greater insight on the

importance of good spinal health. Participants

gained from useful information on workspace

station setup as well as tips on how to stay

healthy and some stretching exercises they

could do in the comfort of their office or home.

Dr Neil Furuno, Senior Chiropractor of

Asia One Chiropractic, opened the webinar

by giving an overview of the nervous system.

He emphasised that our spine, which includes

the cervical, thoracic and lumbar sections, are

crucial to our wellbeing and they act like a

tunnel for the spinal cord and nerves.

Some of the most common spinal conditions

include scoliosis, a sideways curvature of the

spine; sciatica, a pain that radiates along the

lower back through the hips and buttocks; and

herniated disc, a fragment of the disc nucleus

that is pushed out into the spinal canal through

a tear or rupture in the annulus.

Aside from environmental and emotional

stressors, our spines are also affected by physical

stressors which include falls, footwear, sleeping

posture and working posture. These types of

stress can lead to chronic bad postures and

injuries, which create degenerative changes to

the spine over time.

Finally, Dr Neil shared the benefits of a

chiropractic treatment before disclosing tips

for maintaining a healthy spine by showing

attendees how to ergonomically set up their

workspaces and how to do simple stretches.

Following the conclusion of the webinar, those

who wished to consult with Dr Neil privately

continued with a one-on-one consultation

session with the doctor.

E2I BIOMEDICAL SCIENCES & OPEC INDUSTRY JOB FAIR

JURONG ISLAND VISION ZERO FORUM:STEERING TOWARDS SAFER ROADS FOR ALL

T o assist our members with their

recruitment drive, the Association

participated in the Biomedical Sciences

& Oil, Petrochemical, Energy and Chemicals

(OPEC) Industry Job Fair organised by

Employment & Employability Institute (e2i) on

6 April 2021.

ASPRI represented 29 member companies

with some 100 vacancies to offer at the event

held at Devan Nair Institute for Employment and

Employability.

Numerous enquiries were received from

various job seekers of diverse backgrounds.

While most were familiar with the Process

Construction and Maintenance (PCM) sector,

there were also a few who had no knowledge

of the industry. They raised concerns on whether

they would find it difficult to assimilate into the

environment.

To address their concerns, ASPRI took the

opportunity to briefly educate them about

the PCM sector and introduced them to the

Professional Conversion Programme (PCP)

targeted at mid-career Professionals, Managers,

Executives and Technicians (PMETs).

A s part of their commitment to manage

process operations safely to achieve

zero incidents, the Jurong Island

Vision Zero (JIVZ) Group organised a virtual

forum titled, “Steering Towards Safer Roads

for All” on 7 April 2021. During the forum four

guest speakers from different organisations

spoke about traffic management and safe

driving on Jurong Island (JI).

In his opening address, Er. Lucas Ng,

Chairman of JIVZ Group, emphasised the need

for everyone to play a part in ensuring road

safety and security, not just on (JI) but the

entire country. An industry veteran who has

always been passionate about road safety, Er.

Ng hoped the forum could serve as a platform

for road safety discussion.

In his presentation, Mr Fabio Garagiola,

Singapore Refinery Manufacturing Director of

ExxonMobil Asia Pacific Pte Ltd, highlighted

the risks in work environments such as process

sites and plants because of the nature of

work and machine-laden operations. To reduce

incidents, ExxonMobil has imposed speed limits

and special rules for high-risk vehicles such as

forklifts, scissor lifts and large vehicles.

Following Mr Garagiola’s presentation, Mr

Amir Rahaman, Assistant Director of JI Security

Operations Division at JTC Corporation, shared

about three recent road accidents on JI in

late 2020 and early 2021. JTC aims to reduce

future incidents by improving road conditions,

installing more relevant road signages, enforcing

checks and patrols, and more importantly,

spreading public awareness through outreach

and education.

RECOVERING PAYMENT& VARIATION CLAIM

F ollowing the January webinar during which Mr David Shanmugam gave an update on the

COVID-19 (Temporary) Act, the Association again partnered with the Counsel from Netto

& Magin LCC to present another webinar on “Recovering Payment & Variation Claim” on

9 April 2021.

In the first part of the webinar, Mr Shanmugam explained that most contractors are often asked

to perform work for which they feel they are entitled to payment in excess of the original sum. To

claim the excess payment, they must be prepared to prove the following:

1. That it is extra work not included in the work for which the contract sum is payable

2. That there is a promise expressed or implied to pay for the work

3. That any agent who ordered the work was authorised to do so

4. That any condition precedent to payment imposed by the contract has been fulfilled

Mr Shanmugam noted that there is no single accepted definition of “variation”. However, in a

lump sum contract “variation” may be defined as work not expressly or impliedly included in the

work for which the lump sum is payable.

In the second part of the webinar, Mr Shanmugam discussed the various possible scenarios that

companies could face when performing their contractual obligations. He cited numerous examples

to give the attendees a better understanding of the dos and don’ts.

The next speaker, Superintendent Jimmy

Law, Commanding Officer of Traffic Police

at Singapore Police Force expanded on the

importance of outreach and education. Traffic

Police conduct talks for different target audience

such as drivers, riders, heavy vehicles, seniors,

children and cyclists during which they provide

accident statistics, case studies, and road safety

advice. Anyone interested in future talks for

Lastly, Mr Harish Kumar, Group Head of

Health, Safety and Environment at Nordic Group

Pte Ltd, revealed how the use of technology has

allowed the company to monitor drivers’ road

behaviour and develop safe driving practices

amongst workers.

By monitoring driving patterns such as harsh

braking, acceleration, turning and speeding,

Nordic has been able to identify poor driving

behaviours and facilitate coaching if needed. Mr

Harish explained that this data can then be used

to better schedule work and rest days to prevent

drivers’ fatigue and improve route planning. A

report can be generated to extrapolate the data

for future planning. The system also allows for

fuel usage to be monitored, which will result in

improved vehicle maintenance in the long run.

Aside from relying solely on the IT system,

Nordic Group also adopts other measures

such as having a strict selection process for

drivers, providing drivers compulsory pre-health

screening and sending them for refresher

training. Mr Harish pointed out that as most

drivers in the Process sector are migrant

workers, and the driving culture of their country

of origins and Singapore may differ greatly. This

accentuates the need for training and safety

talks to instil the importance of road safety.

Before the forum concluded, Er. Ng

addressed some of the questions and concerns

raised by the participants and reiterated that

everyone has a part to play in ensuring road

safety and security.

WORK INJURY COMPENSATION ACT& HANDLING INSURANCE CLAIMS

I n light of the increased safety concerns

during COVID-19, the Association

partnered with Mr David Shanmugam,

Counsel of Netto & Magin LCC, and Ms Pamela

Koh, Financial Service Consultant at AIA, to

present a webinar for ASPRI members on 21

May 2021. The webinar covered the updated

Work Injury Compensation Act (WICA) and

provided details on the liabilities of an employer.

In the first part

of the webinar, Mr

Shanmugam explained

that the WICA lets

employees make claims

for work-related injuries

or diseases without

having to file a civil

suit under common

law. It is a low-cost and

quicker alternative to

common law for settling

compensation claims.

He pointed out

that employees who

sustained injuries or

contracted occupational

diseases arising out

of their work, or the

estates of employees

who died in a work-

related accident, are

entitled to claim work

injury compensation.

The WICA covers all

employees engaged under a contract of service

or apprenticeship, regardless of their salary.

An employee can make a claim under the

WICA for personal injuries by accident arising

out of and in the course of his employment,

during working hours or while on official

duties. WICA covers accidents that happen

while travelling to and from the workplace

in company-provided transport (not by public

transport), and injuries sustained abroad while

on overseas assignments.

Mr Shanmugam revealed that employees

can claim medical expenses (including

consultation), hospitalisation fees, treatment

and surgery fees, artificial limbs and surgical

appliances, compensation for permanent

incapacity or death and loss of earnings while

on medical leave.

However, WICA does not provide cover for

self-employed people, independent contractors,

domestic workers, members of the Singapore

Armed Forces, Singapore Police Force, Singapore

Civil Defence Force, the Central Narcotics

Bureau, and the Singapore Prison Service.

In the second part of the webinar, Ms Koh

spoke on the WICA from the perspective of

an employer. The Act also covers the insured

employer against any legal liability.

She emphasised that all employers are

required to provide compensation to any

employee or his dependants. Failure to do so

constitutes an offence punishable by a maximum

fine of S$10,000 and/or imprisonment of up to

12 months. Ms Koh then went through the

claims procedure step-by-step and shared some

case studies with the attendees.

EXPLOSION PROTECTION TRAINING IEC 60079 & SS 667

W ith more work-related injuries

and accidents in 2021, the

Association has called for an

urgent Safety Time Out to encourage member

companies to review their risk management

processes. ASPRI, together with the Singapore

Chemical Industry Council (SCIC) worked with

TÜV SÜD PSB to organise a webinar on

Explosion Protection Training on 23 June 2021.

The webinar aimed to provide insights

into the Causes of Explosions, Hazard

Identification, Ignition Hazard Assessment,

Explosion Protection Classification and Ignition

Protection Methods. It was attended by quality

managers, safety managers, production

workers, and personnel working in hazardous

locations.

Mr Balakrishnan Velayudhan, Programme

Manager, Additive Manufacturing H&S, TÜV

SÜD PSB, kicked off the webinar by introducing

Hazard Identification and Dust Hazard Analysis

(DHA). He talked about the alarming rate of

combustible dust incidents worldwide and why

companies should take note of such issues. He

discussed the different ways to determine the

combustibility of various types of combustible

solids. Mr Balakrishnan emphasised that DHA

must be performed by competent personnel,

and they need to maintain records for the live

process.

Next was Dr Zhang Danqing, Head of

Additive Manufacturing Center of Excellence,

TÜV SÜD PSB, who touched on SS667, Clause

7, covering Storage requirements. Storage

refers to flammable, pyrophoric and water

reactive powders that are intended for the

normal need of working stock. She also

covered the Requirements for Additional

Fire Safety Cabinet in a Working Area. She

pointed out that metal powders, which

are combustible, have to be kept dry when

stored. They should also be stored in closed

steel drums or other closed non-combustible

materials. In addition, an automatic fire

suppression system appropriate for the type

of metal powders need to be used.

Finally, Mr Tan Heng Khoon, Product

Manager, Electrical and Electronics Centre,

TÜV SÜD PSB, spoke on Explosion Protection

(EN/IEC 60079). He covered Risk Analysis

according to EN 1127 or Ignition Hazard

Assessment and identification of hazard

pertaining to it. He also touched on Outline

of EN/IEC 60079 Requirements for Electrical

Equipment. When looking at the requirements,

companies need to be aware of a set of labels.

He also explained the Ignition Protection

Methods based on different atmosphere.

Lastly, he noted companies must comply with

the International IECEx Scheme for Equipment

Manufacturer.

At the conclusion of all three presentations,

the webinar closed with a Q&A session. The

webinar was attended by over 50 ASPRI and

SCIC members.

ASPRI ANNUAL GENERAL MEETING (AGM) 2021

A SPRI convened its Annual General

Meeting (AGM) on 21 July 2021 over

Zoom, which was attended by about

70 individuals from 60 member companies.

The meeting was opened with an address

by Mr Charles Quek, President of ASPRI’s

13th Executive Council, who shared the

Association’s key achievements over the last

financial year.

Mr Quek also reminded everyone to brace

for a long and difficult fight to recovery. He

urged members to stay united to help each

other survive and emerge stronger together.

He took the opportunity to thank all ASPRI

members and stakeholders and said ASPRI

would continue working together to do all it

could to serve the members.

During the meeting various important

resolutions were passed, including the

adoption of the Audited Accounts for FY20/21.

ASPRI Executive Director Mr Wayne Yap

provided an update on a newly-introduced

pilot programme with a tightened end-to-

end process to help members bring in workers

from India during border closures.

After the AGM was officially closed by

Mr Quek, the virtual meeting transitioned to

an informal dialogue session. Members took

this opportunity to clarify their concerns on

manpower issues.

As a gesture of appreciation and

goodwill to our members, ASPRI held a

lucky draw at the end of session. Ten lucky

winners won attractive prizes totalling around

$15,000.

INCREASING PROFIT THROUGH LOWERING EMISSIONS

T he Singapore Green Plan 2030, a

“whole-of-nation movement”, was

unveiled by the Government on Feb 10

to advance the national agenda on sustainable

development. ASPRI together with Carbon

Pricing Leadership Coalition (CPLC) Singapore

organised a sustainability-themed webinar titled

“Increasing Profit Through Lowering Emissions”

on 19 July 2021.

It was led by Dr Ryal Wun, Deputy Executive

Director of the United Nations Global Compact

Network Singapore (GCNS) and Managing

Director of CPLC Singapore.

GCNS and CPLC Singapore work in

collaboration with the National Environment

Agency (NEA) and Enterprise Singapore (ESG) to

help local companies lower emissions, facilitate

business matching and internationalise.

Among the key takeaways from the webinar

were:

• The business case for lowering emissions is

becoming increasingly apparent.

• Locally and globally, more companies are

shifting towards lower-carbon operations

and practices to capture new business

opportunities in the emerging green

economy.

• CPLC Singapore, together with NEA and

ESG, will be launching LowCarbonSG: a

nationwide programme that recognises

companies for their efforts in tracking their

emissions

• Tools and resources, such as the Carbon

& Emissions Recording Tool (CERT) will

be provided to help companies track their

carbon footprint and identify operational

savings.

• CPLC Singapore invites

ASPRI members to be

pioneer participants in

LowCarbonSG, which

will be officially launched

in October 2021.

with participants on the

company’s LowCarbonSG

journey. An ASPRI member,

Vac-Tech is a CPLC Singapore

Partner and a pioneer

participant in LowCarbonSG.

“LowCarbonSG provided

us with tools and guidance

to help us decarbonise more

effectively. The Carbon &

Emissions Recording Tool

(CERT) was useful in helping

us to track our emissions

and identify areas to make

our operations more energy-

and resource-efficient. As a

result, we have managed to

cut our diesel consumption by 5.6%, electricity

usage by 2.6%, and water usage by 8%, while

reducing operating costs.

Throughout this process, the CPLC

Singapore team was helpful in answering

my queries and guiding me on how to use

CERT most effectively to help my organisation.

Vac-Tech Engineering is proud to be part of

LowCarbonSG and contribute its part towards

the Singapore Green Plan 2030,” said Mr Vinod.

UNDERSTANDING PART 10A OF COTMA I n view of increased manpower cost due

to a shortage of migrant workers caused

by the COVID-19, the government had

introduced an additional legislative relief

under Part 10A of the COVID-19 (Temporary

Measures) Act 2020 (“COTMA”) to ensure that

all parties along the value chain step up to

co-share the increased costs.

To help members better understand the

legislation, ASPRI organised a webinar led Mr

David Shanmugam, Counsel of Netto & Magin

LLC which covered its purpose and how it can

help members better manage manpower costs.

Participants learned that in the context

of Part 10, “foreign manpower salary costs”

refers to the remuneration – including bonuses,

allowances, and overtime payments – payable

to individuals who are neither citizens or

permanent residents of Singapore holding a

work permit. This excludes any quarantine,

insurance or miscellaneous test costs.

Contract parties are to negotiate and

adjust contract sums to take into account

the increased foreign manpower salary costs

incurred. If the negotiation is successful,

there is no need to apply for this relief and

parties may proceed to adjust contract sum as

negotiated.

However, if the negotiation is unsuccessful,

the contractor can seek determination from

an Assessor. The contractor must show

documentation of reasonable attempts at

negotiation. Examples of documents can

include meeting minutes, correspondence and

recordings of such attempts. The Assessor

will then conduct the necessary checks for

eligibility.

2 0 August 2021, Friday – In view of

the recent changes to the Employment

Act, this webinar covers the updated

changes, including insurance and claims

benefit and the recent addition of benefits for

employees during this pandemic.

To help our members better understand

Employment Act & Employee Benefits for Local

and Foreign Employees, ASPRI organised a

webinar which covered its purpose and

how it helps to understand the various

benefits and Employment Act. The webinar

was led Mr David Shanmugam, Counsel of

Netto & Magin LLC and Ms Summer Foo,

Financial Service Consultant of AIA Singapore.

Mr Shanmugam started off by mentioning

the various benefits employees should get under

the Contract of Service, which includes annual

& medical leaves and basic medical benefits. He

also added on a few scenarios for Termination of

Service, such as employers cannot reject one’s

resignation notice. Finally, he touched on a few

guidelines on the dismissal grounds and what

employers should be aware of.

Next, Ms Foo presented on the various

employee benefits for both local and foreign

employees, such as implementing basic

insurance care for them. She also covered certain

insurance companies allow teleconsultation

when one is sick. She also introduced for those

that are experiencing COVID-19 symptoms,

will have a quicker access route to the General

Practitioners (GP).

CategoriesASPRI members support the Process Industry in

the areas of Plant Construction and Maintenance

(PCM). Our members offer an extensive range of

engineering services, across the domains of

mechanical, electrical and civil engineering.

Membership is open to companies that are

affiliated to the Process Industry (namely the

petroleum, petrochemical, specialty chemical

and pharmaceutical clusters).

ASPRI has two types of membership:

• Corporate Membership – For companies

which are involved in PCM activities

• Associate Membership – Partners /

companies who are indirectly associated

with the process industry such as vendors,

equipment supplies, banks, etc

Required Supporting Documents for Membership Application • Application Form

• Original and updated print-out from

Singapore ROC (most recent but not more

than six months earlier)

• A certified true copy of contract (by the

MD/CEO/Chairman/GM) with a process

company – (Only Applicable to Corporate

Membership)

• Applicant company should have two ASPRI

Corporate members ( that should have good

standing and been members for at least

three consecutive years) to propose and

second their application for membership

in writing. – (Only Applicable to Corporate

Membership)

Membership Fees

A company which is applying for membership is

required to pay a one-time entrance fee and the

annual subscription. The subscription fee will be

prorated from the month its membership begins

until the end of the Association’s financial year

in March.

Renewal of MembershipMembership subscription will be renewed

made payable to “ASPRI”.

Members should attend no fewer than three

events organised by ASPRI, including talks,

seminars, networking sessions, dialogue

sessions and etc, during the preceding year to

qualify for renewal of membership for another

year.

Swagelok Singapore, established in 1974, is a fluid system solutions

partner offering services and products manufactured by Swagelok.

Swagelok Essentials training programme provides critical skills for

developing, building, and maintaining dependable fluid systems.

In its latest training collaboration, ASPRI has worked with Nordic Flow

Control Pte Ltd to develop and offer the following e-course series to

equip learners with the skills and knowledge on various flow control

systems.

Nordic Flow Control Pte Ltd is a subsidiary of Nordic Group Limited,

which has been listed in the SGX Main board since 2010. Nordic Flow

platforms by designing and developing multi-functional systems, as well as

On 9 June 2020, IPI connect ranked #1 in Top

Free apps – Trending, in business category, and

#4 in Top Free apps – Trending, on Google’s

Android Playstore.

This reflects the popularity of the app with

our process migrant workers in Singapore and

how frequently they use the app.

ASPRI continues investing in e-learning

ASPRI has invested over $70,000 in new

e-learning infrastructure to support continuous

learning during Circuit Breaker.

• 42 E-courses rolled out through partnership

with Bolster Safety, Swagelok Singapore,

Nordic Flow Control and EDB.

• Benefitted more than 25,000 unique

workers with over 70,000 e-training

places.

• Clocked over 199,000 e-training hours.

from the free ASPRI-IPI COVID e-series,

which has provided them with an equivalent

of $2.34million worth of e-training for their

workers.

ASPRI ManpowerConnect About 200 users have tapped the ASPRI

ManpowerConnect portal to look for Work

Permit holders (WPHs) in the Process Sector

since it was launched in the second half of

2020.

The portal, developed by ASPRI-IPI with

the support of the Ministry of Manpower

(MOM), has been designed to help facilitate

matching of Work Permit holders within the

Process Sector with potential employers, in

view of extensive border and travel restrictions

due to COVID-19. By using this free service,

companies recruiting additional workers can

save on search and recruitment expenses.

Employers may also make available on the

portal any excess Process Sector WPHs that

they wish to release to other companies that

are experiencing a shortage of manpower.

By using the portal, they can transfer

workers to other companies more quickly and

save on repatriation costs, while giving the

WPHs the opportunity to continue working in

Singapore

Since 11 Aug 2020, ASPRI has partnered

with MOM in a temporary scheme to help

Process Sector companies hire existing PCM

Work Permit holders (WPHs) who are in

Singapore with the agreement of their current

employers.

Furthermore, in April 2021 ASPRI expanded

the scheme to allow member companies to

recruit local workers from a posted list of

candidates. The search is made easier as

the postings are sort by categories, such as

past industry work experience, qualification,

skill set and expected salary, in line with the

expectations of process sector employers.

ASPRI-IPI supports professional development with 2 unique PCP courses for PMETs

To help attract PMETs and mid-career switchers

to the Process Sector, ASPRI-IPI has developed

and introduced two unique 40-hour Professional

Conversion Programmes (PCP) that are mapped

in accordance with the Singapore SkillsFuture

(SSG) Engineering Services skills framework.

They are the Field Supervisor Foundation

Fundamental (FSFF) and Engineers & Managers

Foundation Fundamental (EMFF) offered under

the Place-and-Train mode. Successful candidates

will be awarded four Statements of Attainment

ISO 29993: 2017 certification

On 21 July 2020, the independent Certification

Body for ISO 29993: 2017 granted certification

to six ASPRI-IPI courses. It is specifically for

“learning services outside formal education”,

including all types of life-long learning (e.g.

vocational training and in-company training,

either outsourced or in-house).

ASPRI-IPI has successfully undergone the

Survillance audit on ISO 29993:2017, conducted

by SOCOTEC Certification Singapore, on 12 July

2021. In addition to the 6 courses certified in Jul

2020, five new courses were certified. No non-

conformities and observation was raised during

both certification and surveillance audits.

The eleven ISO 29993:2017 certifed

courses are:

1. Apply Workplace Safety and Health in

Construction Sites

2. Apply Workplace Safety and Health in

Metal Work

3. Perform Rigger and Signalman Tasks

4. Supervise Safe Lifting Operations

5. Supervise Construction Work for WSH

6. Supervise WSH in Manufacturing Industry

for Staff Management, Resource Management,

Continuous Improvement Management and

Hazard & Risk identification and Management.

ASPRI has been administering Professional

Conversion Programmes (PCP) aimed at

Professionals, Managers, Executives and

Technicians (PMETs), including mid-career

switchers, who wish to be equipped with the

relevant skills to join the PCM sector. Under

the programmes, participating companies will

employ the trainees before they commence

the PCP. The six-month PCP includes facilitated

classroom training by ASPRI-IPI and structured

On-the-Job training by the employers.
