Land East Ringwood – HCC Response to the Scoping TA for Land east of Ringwood

The policies should also include Ringwood Town Access Plan and NFDC Parking SPD

It is considered that vehicular trip rates for residential trips shown in the Scoping TA are

lower than expected. We suggest you use the trip rates which were used for the approved

development at Crow Lane/Crow Arch Lane APP:13/11450 and are shown in the Table

below.

Walking and cycling

In addition to what have been stated in the Scoping TA, Walking and Cycling Routes Audit should

be submitted, especially for those routes between the site and schools and town centre.

forwarded to you on 28th September. Stage 1 RSA should be submitted.

Thomas, Thank you for sending through the scoping report, I will review it as soon as I can. Regarding the proposed junction survey/ assessment, apart from the junctions listed in your scoping report, I consider the following junctions should also be included.

1. A31 Eastbound/ Southampton Road on slip road to the east of the roundabout 2. A31 Westbound/ Hightown Hill 3. Roundabout A31/ B3347 4. Roundabout B3347/The furlong/Southampton road 5. A338 Salisbury Road/ Northfield Road (maybe required depends on trip distribution)

Please note, at this stage, my advice may not be exhaustive, I may require further information for the assessment. If you have any questions please let me know. For the attention of: Tom Paine Site: Land East Of Ringwood, New Forest Proposal: Pre-Application Enquiry: Mixed development of 400 dwellings together with around 3 hectares of employment land with vehicle access to the north and south. Our Reference: 6119 Dear Tom, Thank you for your email dated 29 October 2018 regarding the above pre-application enquiry. Highways England has been appointed by the Secretary of State for Transport as strategic highway company under the provisions of the Infrastructure Act 2015 and is the highway authority, traffic authority and street authority for the strategic road network (SRN). The SRN is a critical national asset and as such Highways England works to ensure that it operates and is managed in the public interest, both in respect of current activities and needs as well as in providing effective stewardship of its long-term operation and integrity. In the case of this development proposal, our interest is in the A31 and in particular the A31 at Poulner Hill. In terms of the junctions identified for assessment, these are agreeable. In addition, we note HCC’s (Anna Li’s) email of 31 October 2018 regarding additional survey locations and agree that these surveys would be valuable. We understand that the proposed access is via the Southampton Road roundabout but request confirmation is provided as to the access arrangements as this is not specified within the Scoping Study. We understand from the TA Scoping Study that the New Forest District Council has submitted their Local Plan, the site is allocated for development under Policy SS 14: ‘Land to the north of Hightown Road, Ringwood’. The policy allocates the site for residential development of at least 270 dwellings and around 3 hectares of employment land. (i.e. this proposal is in excess of the submitted Local Plan allocation). However, when looking at the ‘Potential Strategic Housing Allocations’ document part of New Forest Local Plan evidence base states that Site Q. East of Ringwood is allocated for ‘about 400 homes and about 5 hectares employment’. We request that the proposed surveys are undertaken in a neutral month as per WebTAG Unit M1.2 Data Sources and Surveys. The residential trip rates within the scoping note appear a little low for use within a Transport Assessment. The business park and industrial estate trip rates are acceptable for use within the Transport Assessment. We have reviewed the distribution methodology. In terms of the MSOA’s selected we agree that MSOA’s New Forest 10 and 12 are acceptable for use within any TA. TEMPRO growth factors should be provided for trunk roads and applied to the A31 junctions. We request that confirmation from Hampshire County Council is provided regarding their acceptance of trip generation, distribution and assignment.

We are pleased to see that Travel Plans are proposed to be delivered for both the residential and employment uses. We request to be consulted as these develop. Highways England has planned a major scheme in the vicinity of the development prior to 2021 at A31 Ringwood, therefore we would wish to remain engaged with the site promoter (if the council permits any planning application submitted in due course) throughout the construction period.
