2016 was an exceptional year, as Sister Cities International marked the 60th anniversary of its founding by President Dwight D. Eisenhower at the White House Conference on Citizen Diplomacy on September 11, 1956.
Thank you to all of our members, partners, and supporters for helping make our 60th anniversary a year of great achievements. With over 2,000 partnerships worldwide, the Sister Cities International network impacts the lives of tens of thousands of global citizens, improving international relations one individual, one community at a time.
Member benefits in 2016 continued to grow, specifically in our communications program with new opportunities for digital engagement and outreach. We officially began our designation as a U.S. Department of State J-1 Visa sponsor for our High School Homestay Exchange Program. Our Cities Seeking Cities program continues to be instrumental in establishing new partnerships. And as we have for 60 years, SCI is proud to be your Washington D.C. office for your local sister cities program.
In July, we hosted our 60th Annual Conference in Washington, D.C., where over 500 sister cities leaders, municipal officials, business leaders, diplomats, and ambassadors gathered to celebrate six decades of “Peace through People.” The Conference included engaging speaker sessions, an Opening Ceremony and Parade of Flags at the Ronald Reagan Building’s Wilson Plaza, a City Welcome Reception hosted by the city of Washington, D.C. and Mayor Muriel Bowser at the Embassy of China, and the 2016 Lou Wozar Diplomatic Awards Auction, Dinner and Ceremony.
Thousands of citizen diplomats, civic leaders, mayors, and members of Congress banded together to declare July 15, 2016 as Sister Cities International Day. Sister Cities International Day serves as a call to action for citizens around the world to come together to celebrate the importance of their communities’ commitment to supporting a more peaceful and prosperous future through people-to-people exchanges and city-to-city partnerships. Representatives Ron DeSantis (R-FL) and Joaquin Castro (D-TX) introduced a bi-partisan resolution H.Res.775 to mark this special day. Mayors from over 50 cities across the U.S. and Canada declared Sister Cities International Day in their respective communities as well.
The Youth Leadership Summit had a record of 115 high school students in attendance. Students participated in a specialized nuclear non-proliferation diplomatic simulation hosted by the U.S. Diplomacy Center, speaker sessions, peer collaboration, visits to national monuments, and making lifelong friendships with their peers in the US and across the globe.
Throughout the year, many events were held in honor of Sister Cities International’s 60th Anniversary. Last April, in conjunction with the San Jose – Dublin sister city organization, over 300 citizen diplomats gathered in Dublin, Ireland to commemorate the 100th Anniversary of the Easter Uprising with our very first US Ireland Sister Cities conference.
A new SCI tradition began as we hosted our first community reception in San Jose with our new Chair of the Board, Tim Quigley, Secretary Norm Mineta and Presidential sponsors Mike and Mary Ellen Fox. Councilmember and SCI Vice Chair, Ron Nirenberg, hosted over 200 people for a Diplomatic Leaders reception for supporters such as Toyota and the former San Antonio Mayor Phil Hardberger. Two Diplomatic Leadership Awards Receptions were held in Washington, D.C.. The first occurred on International Women’s Day in March, commemorating the essential role women play in diplomatic efforts, and the second was held at the Embassy of Finland, honoring contributions to citizen diplomacy by Senator Robert Dole, former Lt. Governor of Kentucky and Special Advisor to President Obama, Jerry Abramson, Congresswoman Connie Morella and Ambassador Aldona Voss. These community receptions not only honor leaders in our local programs but they bring financial support and public awareness to all sister cities that are members of our organization.
It’s been a great year—but we are already looking forward to the year ahead. We especially look forward to seeing you at the Sister Cities International 61st Annual Conference and Youth Leadership Summit in Virginia Beach, VA July 13-15, 2017.

A Message from the ChairmanAs Mary chronicles in her annual letter from the President, the Sister Cities International network celebrated many notable programmatic achievements for our 60th Anniversary Year. The past year was also significant for a number of organizational and business successes which will greatly strengthen our ability to pursue our global mission and enable better delivery of services to our members.
First, we have revitalized and expanded our vanguard Global Envoy Team, launched the long planned Ambassadors and Mayors Advisory Councils and implemented the Country Representative concept to improve our leadership outreach efforts in order to raise the network’s overall global visibility.
Second, we launched the full 50 State Representative Operational Field Team to leverage seasoned Volunteer Leadership with our Staff and place renewed emphasis on our core business of growing our Membership. Additionally, we have established a Board Strategy and Programs Committee to identify and grow programs and Membership benefits.
Third, we initiated an aggressive revenue generation mindset within leadership and management to ensure the organization lives within its means, diversifies and grows current operational capability while setting financial goals for the future. To that end, we achieved significant progress after several difficult years. We balanced the 2016 budget, commenced replenishing the Reserve “Rainy Day” Fund and started the eliminating our long term line of credit while realizing a marked 4% growth in our Investment Portfolio. Additionally, we are commencing a Long Term Sustainability Planning Effort. While our government core grant and membership remained stable, our 2016 annual conference revenues were up 15% and overall contributions were up an impressive 23%.
As the world’s oldest and largest volunteer network of citizen diplomats. we represent approximately 500 U.S. communities with 2000 partnerships in 145 countries on 6 continents. Our mission remains to promote peace through mutual respect, understanding, and cooperation—one individual, one community at a time. We continue to touch everyday lives of millions of people through economic development and business opportunities, education and scholarship programs, environmental projects and emergency response, arts, cultural and heritage activities as well as municipal, youth and sports exchanges.

What Do Sister Cities Do?
Arts & Culture
Los Angeles, California – Mexico City, MexicoMexico City showed their generosity for their sister city, Los Angeles, by gifting a beautiful bronze winged statue titled “Alas de la Ciudad,” or “Wings of the City.” The statue is the creation of Mexican artist Jorge Marin. Mexican Consul General Carlos Sada said the sculpture is “a symbol of the deep friendship that exists between Mexico and Los Angeles.” This symbol of friendship will be displayed in the Civic Center area of Los Angeles.
Seattle, Washington – Tashkent, UzbekistanA park in Seattle in need of rehabilitation was rededicated with a makeover to honor Seattle’s sister city of Tashkent, Uzbekistan. The celebration held in honor of the rededication included remarks from representatives of Seattle and Tashkent. Now “Tashkent Park”is a symbol of friendship and international goodwill in honor of the first U.S.-Soviet sister city partnership, established in 1973.
Nashville, Tennessee – Belfast, Northern Ireland, United Kingdom Nashville hosted a St. Patrick’s Day festival to embrace its rich heritage and share its strong Irish roots, while also celebrating their sister city relationship with Belfast, Ireland. The festival featured a wide variety of musical guests from both the U.S. and Northern Ireland that brought their best mixture of Irish, old-time American, and Bluegrass music to downtown Nashville. More than 10,000 people attended to celebrate Nashville’s Irish culture and sister city partnership.
Muscatine, Iowa – Zhengding, ChinaThe world-renowned China Broadcasting Chinese Orchestra accepted an invitation to perform in Muscatine, Iowa, sister city of Zhengding, China. The Muscatine-China Initiatives Committee and the Muscatine Symphony Orchestra worked with China Windows Group to coordinate the performance in Muscatine, which was free to the public. The musicians stayed in Muscatine with host families and were able to attend high school orchestra classes. This was a great opportunity for the local orchestra students to work with world-renowned musicians and gain a deeper appreciation for the cultural significance and joy of orchestral music. For the musicians, it was a unique opportunity to share their talents on a more personal level.

Business, Trade, and Economic Development
Sausalito, California – Viña del Mar, ChileMembers in Sausalito, California developed an exchange program with their sister city of Viña del Mar, Chile that focuses on supporting women in business. Sausalito women entrepreneurs traveled to Viña del Mar to lead a “women in business mentoring program” where they connected with local women business owners to exchange information and ideas on leadership, business growth, and development. Following this visit, a group of women entrepreneurs from Viña del Mar traveled to Sausalito for a week to participate in programs and workshops on marketing, financial responsibility and empowerment.
Virginia Beach, Virginia – Olongapo, Philippines The Port of Virginia signed an agreement with the Port of Subic Bay in the Philippines to expand business and shipping opportunities between the two maritime destinations. This new partnership can be credited to Virginia Beach’s sister city relationship with Olongapo City, Republic of the Philippines. There are high hopes that this agreement will generate new business while creating the potential for new jobs and businesses in Virginia. They look forward to sharing training programs, initiatives, and marketing to promote the routes.
Municipal Partnerships, Humanitarian Assistance, and Global Innovation
Minneapolis, Minnesota – Najaf, Iraq Members of the Iraqi and American Reconciliation Project and the Mayor of Minneapolis welcomed the first delegation of officials from Minneapolis’s Sister City of Najaf, Iraq. This trip included a meeting with Mayor Betsy Hodges, a learning session in the City Council Chamber, a morning tour of Minneapolis, and a community dinner with local Minnesotans.
Discussions between the delegation and Mayor highlighted challenges of governing while the country is in civil turmoil. They focused their attention and knowledge-sharing on education, investments, and technical expertise.
Atlanta, Georgia – Toulouse, France For the seventh year, the France-Atlanta organization held an annual program to highlight developments and partnerships in the fields of cybersecurity, mental health during humanitarian crises, and the role of the arts in democracy-building. The sister cities of Atlanta and Toulouse specifically started a new initiative by collaborating on a “start-up exchange,” involving two selected Atlanta startups that spent two weeks in Toulouse in October, where they were connected with the city’s startup events, gained access to European decision-makers, and engaged with investors and business leaders in their respective sectors.

Youth and Education
Crestview, Florida – Noirmoutier, FranceBrought together by the Crestview-Noirmoutier Sister City relationship, six French students from the University of Nantes were competitively selected to participate in Northwest Florida State College’s Bachelor of Applied Sciences program. These students spent their third year of college, which began in August 2016, taking classes and living with local host families to be fully immersed in U.S. culture. Class subjects included business, marketing, and accounting. As a requirement of the program, the six students will return to France after the school year to finish their education or pursue a career.
San Antonio, Texas – Kumamoto, Japan The Japan-America Society of San Antonio (JASSA) and the San Antonio Economic Development Foundation hosted a reception to welcome the Honorable Tetsuro Amano, Consul General of Japan. This reception came just months after a devastating earthquake in Kumamoto. The earthquake prompted a quick response from San Antonio which, along with JASSA, organized a six-month Kumamoto Earthquake Relief fundraising campaign. Funds were used to help the victims and survivors of the earthquake, as well as to rebuild Kumamoto’s infrastructure and the heavily damaged Kumamoto Castle, a historic landmark similar to the Alamo in San Antonio.
Corvallis, Oregon – Uzhorod, UkraineAs part of the Corvallis Sister Cities Association program sponsored by the U.S. Congress, a group of Ukrainian doctors visited the Seattle area to meet with their peers. In an effort to raise occupational awareness and create awareness of democratic processes and provide cultural exposure, the family doctors of Uzhorod toured hospitals and different medical units. The exchange exposed the doctors to differences in practicing medicine, but also many similarities.

Over the 20 years that Crestview and Noirmoutier have been sister cities, exchanges such as these have helped to deepen the ties between the two communities.
Cincinnati, Ohio – Munich, Germany Since 1991, teachers from Hamilton County have engaged in an exchange with teachers from Munich, Germany—one of Cincinnati’s sister cities. Over an annual two-week trip, five or six teachers from Cincinnati are paired with German counterparts to exchange best practices and learn about each other’s education system. Later in the year, German teachers travel to Cincinnati to observe the American school systems.
Sacramento, California – Matsuyama, JapanA high school program in Sacramento, California, “The Grant Drum Line,” traveled to perform in the sister city celebration of Sacramento and Maysuyama, Japan. The program was created to provide high schoolers with the opportunity to cultivate musical ability and skill as part of a group and has grown from performing local events to performing on late night television shows. The overseas performance helped celebrate the 35th anniversary for the two cities.

Who We Are
Sister Cities International was created at President Eisenhower’s 1956 People-to-People conference
on citizen diplomacy, where he envisioned a network that would champion peace and prosperity by fostering bonds between people from different communities around the world.
By forming these relationships, President Eisenhower reasoned that people from different cultures could understand, appreciate, and celebrate their differences while building partnerships that would lessen the chance of new conflicts.
Sister Cities International is a nonpartisan 501(c)(3) nonprofit that serves as the national membership organization for individual sister cities, counties, and states across the U.S. This network unites tens of thousands of citizen diplomats and volunteers in over 500 communities with more than 2,000 partnerships in 145 countries on six continents.
Since its inception, the Sister Cities International network has played a key role in renewing and strengthening important global relationships.
With a mission “to promote peace through mutual respect, understanding, and cooperation — one individual, one community at a time,” Sister Cities International’s
member programs focus on four main areas of exchange: youth and education, business and trade, arts and culture, and municipal and technical exchange.
Sister Cities International serves as a hub for institutional knowledge and best practices in the field of citizen diplomacy. The organization continues to strengthen the sister cities network through strategic institutional partnerships, services, programs, and support for its members. Sister Cities International works to help members find partners as well as to expand and improve activities. It
motivates and assists private citizens, municipal officials, and business leaders to conduct long-term, mutually beneficial sister city, county, or state relationships. Sister Cities International continues to expand its reach to new and emerging regions of the world and dedicates special focus to growing partnerships in Africa, the Middle East, Southeast Asia, and Latin America.
The mission of Sister Cities International is just as important today as it was when it was founded. With international communication becoming easier and more widespread, the values that sister cities promote—mutual respect, understanding, and cooperation—are more relevant than ever. And despite an increase in online communication, face-to-face meetings and personal relationships developed through people-to-people exchanges are vital and irreplaceable.

Social Media CampaignsSCI uses a number of social media platforms such as Facebook, Twitter, Instagram, Medium, and our website to better tell our story of promoting peace through people-to-people relationships. SCI’s blog “The Sister Cities Exchange” features member stories throughout the year to provide readers with an opportunity to learn about sister cities, global issues, diplomacy, and expert content related to the role cities play in fostering peace. SCI launched the 60 Days of Impact campaign leading up to the organization’s 60th Anniversary to highlight 60 years of building peaceful global relationships by sharing stories, photos, and videos about our members and their programs.
In October 2016, in partnership with the Delegation of the European Union to the United States, we launched #SisterCitySunday, a 28-week campaign showing the importance of people-to-people relationships in global peace-building between the U.S. and EU through stories about business, cultural, humanitarian, municipal, or educational partnerships between a U.S. and EU sister city.

Governance and Policy ServicesSister city programs often have unique structures, with nonprofits, municipal officials, volunteers, and private businesses all working together on projects in various sectors and multiple countries. This community-wide collaboration is one of the things that makes the network special, but it also often makes governance and policy-making more of a challenge with so many stakeholders.
Our members’ communities range in size from under five hundred people to more than five million, and they often have goals, histories, and partnerships that present unique problems. In the sister cities network, there is no such thing as “one size fits all” when it comes to governance. SCI’s Governance and Policy Services help programs address the challenges that come with administering exchanges with such diverse groups.
• New Programs-For brand new sister city programs, developing bylaws and other governing documents can be an intimidating process. SCI can help provide sample bylaws, connect you with other programs, review draft bylaws, and work with your community every step of the way so your program has a solid foundation on which to grow.
• New Stakeholders-Sometimes the bylaws you started with twenty years ago are not the bylaws that will guide you into the next twenty. In recent years there has been a rapid increase in the number of city governments, private organizations, and other civic organizations looking to get involved in sister city programs, but this often requires reorganizing bylaws and policies. SCI can help you manage this process to ensure that everyone has a stake in the process, and that your community’s groups have a solid foundation to work constructively.
• New Policy Challenges-Whether it’s creating a process for evaluating potential partners, deciding how to deal with internal disputes, or responding to global events, most programs at some point will need to develop new policies to help guide them. SCI can help provide advice as well as connect you with others who have faced similar challenges

The Cities Seeking Cities program provides members with a more hands-on, proactive
approach in establishing new sister city, county, or state partnerships. During the process, staff works directly with communities to identify priorities, research potential partners, reach out to appropriate points of contact, exchange information, advise on proper protocol, and ultimately assist in developing the actual partnership agreement. Staff has worked to build the Sister Cities International network within the U.S. and foreign diplomatic community to pinpoint appropriate contacts within international communities and provide valuable introductions.
About Cities Seeking CitiesIf you’re looking for a sister city, please contact us at [email protected]. After you indicate that your city is looking for a new sister city, you will receive a follow-up email from Sister Cities International staff to set up a debriefing. A staff member will speak with you and your fellow members to get more details on what you are looking for in a partner as well as information about your city (such as industries, educational institutions, demographics, etc.).
Staff will then research and provide a list of prospective cities, which the member will narrow the search to three to five communities abroad. Following this process, we will reach out to foreign embassies in the U.S., U.S. embassies abroad, municipal associations, and other U.S. and international contacts to find the appropriate contact in the potential partner city. Our research will be targeted towards gauging interest and getting more details regarding how sister cities are managed in the prospective city/country.
Finally, staff will work with you to set up a direct conversation between your city office and your potential sister city matches to discuss partnership. Along the way, Sister Cities International can provide information and best practices on procedures, protocol, format, content of invitation letters, and partnership agreements, and serve as a general liaison.
In 2016, Sister Cities International worked with 71 U.S. communities, 34 international communities, and over 100 U.S. Foreign Service Officers to research and evaluate potential partners and advise on protocol matters; leading to three new relationships and 19 successful introductions for potential new sister city relationships.

High School HomestayThe J-1 Visa High School Homestay Exchange Program is an opportunity for Sister Cities International’s members to host students for a semester or year of high school in the U.S. through the J-1 Visa Program. This program exposes international students to U.S. culture and society in the spirit of citizen diplomacy, and allows host families to become part of a young person’s life-changing experience.
In 2016, Sister Cities International received J-1 designation from the U.S. Department of State and assisted
over 19 students from Germany, Japan, Czech Republic, France, and Taiwan to travel to the
U.S. for the 2016-2017 school year. Sister Cities International works with local
and international coordinators in member communities to
navigate the exchange process, orient exchange students and host families, and assist with any issues.
Young Artists and Authors ShowcaseEach year, the Young Artists and Authors Showcase encourages youth from around the globe to express their creativity through original artwork and literature based on a theme related to the work of sister city programs. This competition is open to both U.S. member communities as well as their sister city partners. Sister city programs often host their own local competition and send their community’s winner to compete at the national level. Works are sent from member cities to Washington, D.C., where a panel of judges selects winners based on originality, composition, and theme interpretation. All entries are posted online for viewing, and grand prize winners in each category receive a $1,000 prize.
In 2016, young artists, authors, filmmakers, and photographers were were asked to interpret the theme, “Peace through People.” The winning art pieces were showcased at the 60th Annual Conference in Washington, D.C., before departing on a yearlong tour to cities across the U.S. In 2016, Sister Cities International launched a photography challenge, inviting students to share photos on Instagram as their submissions.

In celebration of Sister Cities International’s 60th Anniversary, two Diplomatic Leadership Award receptions were held to honor excellence in citizen diplomacy and international relations.
The first reception was held on March 8, 2016 in honor of International Women’s Day. Sister Cities International highlighted the essential role that women have played, and continue to play, in world affairs by honoring two women who have been leaders in diplomacy. The Honorable Jayne Plank is former Director of the Office of Intergovernmental Affairs at the U.S. Department of State as well as former Mayor of Kensington, Maryland, and the Honorable Robin Sanders is former U.S. Ambassador to the Congo and Nigeria. The celebration was enjoyed by an audience filled with leaders from the Washington Diplomatic Corps, Capitol Hill, the business community, and government.
The second reception was held during Sister Cities International’s Fall Leadership Meetings, September 11-12, 2016, to celebrate the organization’s founding on September 11th, 1956. The Awards ceremony was hosted by Ambassador Kirsti Kauppi at the Embassy of Finland, where Senator Robert J. Dole, the Honorable Timothy Chorba, former U.S. Ambassador to Singapore, and the Honorable Connie Morella, former U.S. Congresswoman and U.S. Ambassador to Organisation for Economic Co-operation and Development were lauded for their contributions to international relations and citizen diplomacy.

1 Kickoff Reception at the Japanese Ambassador’s ResidenceHosted by Japan’s Ambassador to the U.S., the
Honorable Kenichiro Sasae and Mrs. Nobuko Sasae, the evening reception started the 60th Anniversary Celebration off right as delegates enjoyed the beauty of the Ambassador’s residence. Welcome remarks were made by Ambassador Sasae, Sister Cities International’s President and CEO Mary D. Kane, and Courtney Beale, Senior Director for Global Engagement and Special Assistant to the President, National Security Council, the White House.
The speakers reflected on how far the U.S. and Japan have come since World War II, with 206 official U.S.-Japan sister city relationships representing the most in any country in the Sister Cities International network. Guests then enjoyed networking and delicious Japanese cuisine.

3 Opening Ceremony and Parade of FlagsThe first day of the Annual Conference began with
an annual tradition: The Opening Ceremony and Parade of Flags. Over 130 community flags were paraded by girl scouts from the Nation’s Capital Chapter, youth involved in the Department of Parks and Recreation’s summer
programs, as well as high school students from the 2016 Youth Leadership Summit. The flags from communities within the sister city network acted as a reminder of the many diverse communities in the network, from small farm towns to metropolitan cities across the globe that unite to promote peace through people.

The Foreign Diplomatic Corps Panel included a panel of Ambassadors moderated by Politico’s Director of Social Enterprise, Frances Holuba, on the importance of sister city relationships and subnational diplomacy for their respective country’s bilateral ties with the U.S. The Ambassadors discussed opportunities for a future of strong, impactful sister city relationships.

Each session’s dynamic speakers covered the major conference themes of “peace through people” and the importance of citizen-level involvement in diplomacy. members elected 10 new board members during the 2016 Annual Business Meeting. Tim Quigley of San Jose, California assumed his position as Board Chairman after serving two years as Vice Chairman and Ron Nirenberg, City Council Member of San Antonio, Texas, was elected as Vice Chairman by the Board of Directors.
The newly elected at-large Board of Directors members are Raveen Arora of Tempe, Arizona; Magdalena Carrasco of San Jose, California; Willow Darsie of Washington, D.C.; Cindy Elliott of Hays, Kansas; Lee Guio of Union City, California; Lorna Johnson of East Orange, New Jersey; Carol Robertson Lopez of Santa Fe, New Mexico; Teri Simmons of Atlanta, Georgia; and Peter Svarzbein of El Paso, Texas. After 60 days of engaging content curated from sister city members, Mayors, Ambassadors, experts from the fields of cities, diplomacy, climate, youth, and the Sister Cities International archives for Sister Cities International’s 60 Days of Impact campaign, Sister Cities International received a blog post from U.S. Secretary of State John Kerry. His post “Engage America: Peace Happens through People” discussed the importance of citizen diplomacy to discover interests that people share that transcend boundaries and lead to lasting peace.

Lou Wozar Diplomatic Awards Ceremony and Dinner featured a cocktail reception and the Annual Awards Ceremony and Dinner. The ceremony began with a video in honor of Sister Cities International’s history and anniversary.

The 2016 Diplomatic Leadership Award was given to Ambassador Barbara Barrett for her active role in advancing people-to-people dialogue through aviation, tourism, trade, commerce, sister city exchanges, and diplomatic activities. Sister city programs from across the U.S. were then awarded for their excellent 2015 initiatives in the categories of Volunteer of the Year, Best Overall, and Innovation (Arts & Culture, Economic Development, Humanitarian Assistance, and Youth & Education).
Following the ceremony, attendees bid on nearly 100 items in the 60th Anniversary online auction to support Sister Cities International while eating delicious gelato from Dolci Gelati, and students from the Youth Leadership Summit took over the dance floor for their last evening together.
9 The 2016 Youth Leadership SummitSCI’s largest Youth Leadership Summit yet helped mark Sister Cities International’s 60th year through
a specialized diplomatic simulation on nuclear non-proliferation moderated by the U.S. Diplomacy Center, speaker sessions, peer collaboration, visits to national monuments, a Nationals baseball game, and more.

Over the course of four days, students learned how different national interests drive international cooperation on critical issues and gained effective problem-solving strategies, leadership skills, and insights into international affairs.

Day 1On Wednesday, July 13, students flew into Washington, D.C. from across the U.S. and the globe to celebrate SCI’s largest Youth Leadership Summit yet with 115 participants in attendance.

That night, students kicked off the Summit with a reception at the Japanese Ambassador’s Residence where youth and adult conference attendees mingled, toured the beautiful Japanese gardens and tea house, ate Japanese cuisine, and took photos with Japan’s Ambassador to the U.S., his Excellency Kenichiro Sasae and Mrs. Nobuko Sasae.
Day 2On Thursday, delegates visited the U.S. Capitol and were one of the first groups to visit the recently restored dome. Students were also able to sit in on sessions of Congress and watch their representatives at work.

The group then split off to visit their pick of Washington, D.C.’s many Smithsonian museums on the National Mall, and finished the afternoon with a view of the White House.

Day 3

On Friday, youth delegates participated in the Opening Ceremony acting as flag bearers for the Parade of Flags with flags from 130 different member cities all over the world.

The group then headed over to the law firm Hogan Lovells to take part in the U.S. Diplomacy Center’s diplomatic simulation. This year’s simulation focused on nuclear non-proliferation. Students learned about nuclear politics from senior scientist Mark Goodman of the International Security and Nonproliferation Bureau at the U.S. Department of State, then split into groups and assumed the roles of different actors in an international nuclear negotiation. Though tensions and stakes were high, all groups were able to work together to reach peaceful agreements.
“We learned how to take the initiative to make conversation, compromise, and strive toward peaceful resolution.”
That night, the group celebrated their accomplishments at a Washington Nationals baseball game.
Day 4On their final day, the group attended the Annual Conference and heard the Breakfast Keynote Foreign Diplomatic Corps Panel with the Ambassadors of Malta, the Republic of Serbia, and Armenia. They also heard from elected officials from California and Texas as well as young professionals in Washington, D.C. who spoke about the importance of engaging younger generations with sister cities. Lastly, the youth attended the Keynote Luncheon with the Honorable Norm Mineta, former Mayor of San Jose and Secretary of Transportation.

To close out the Conference, students presented what they had learned during the diplomatic simulation and reflected on their overall experiences during the Youth Leadership Summit.

That night, students enjoyed dancing and dessert after the Lou Wozar Diplomatic Awards Ceremony to celebrate their new friendships and connections.

60 Days of Impact
SCI was founded on the idea that, by forming community-led relationships, people of different
cultures could appreciate their differences and build partnerships to lessen the chance of new national conflicts. With a focus on major countries involved in World War II and a mission to promote peace through mutual respect, understanding, and cooperation – one individual one community at a time – Sister Cities International began creating relationships between cities in the U.S. and cities abroad in order to implement cultural, educational, business, and community development exchanges.
To highlight 60 years of building peaceful global relationships, SCI hosted 60 Days of Impact, an online campaign featuring dynamic content for 60 days leading up to its 60th Annual Conference.
Each day, stories, photos, and videos from the organization’s archives, as well as original blog posts from experts and spotlight Q&As from Mayors and Ambassadors and other thought leaders were publicized.
The 60 Days of Impact campaign illustrated the strength behind Sister Cities International’s past as well as the important role that cities and citizen diplomats play in helping to shape a better world for the future.

Sister Cities International is governed by a 25 to 27-member Board of Directors who are elected by the voting membership of the organization. Board members serve three-year terms, and state representative, youth, and
young professional representatives serve two-year terms and are elected at Sister Cities International’s Annual Business Meeting during the Annual Conference in July each year. Sister Cities: Permanent relationships formalized when the mayors or highest elected/appointed officials from two communities sign a partnership agreement to establish a sister city relationship. Friendship Cities: Less formal relationships which nonetheless are initiated by a partnership agreement between two cities. The nature of friendship city agreements varies from city to city depending on tradition and/or city policy. Although they are less formal, many friendship cities are as active as sister city relationships. Emeritus Cities: Sister city relationships which have been put into Emeritus status by a mayor or highest elected official, usually due to dormancy. Emeritus relationships are sometimes returned to full sister city status by citizens who revitalize the partnership.
Charter Sister Cities: When two U.S. communities have the same sister city, the partnership that was first signed is acknowledged as the “Charter Sister City” relationship. Although Sister Cities International is primarily an association for U.S. sister city organizations, some international communities join as Global Members to take advantage of Sister Cities International resources and to have their international partnerships listed in Sister Cities International’s Membership Directory.

Naming PolicyThe following policy is applicable to the names of cities, states, countries, and other administrative areas (provinces, oblasts, prefectures, protectorates, et al.) in Sister Cities International’s printed and online directories. Community names are listed in Latinate form, either in common English or in their local form with respective diacritical marks (e.g. Gothenburg or Göteborg).
U.S. cities are listed with their respective state and may not include a country designation. Cities outside the U.S. may include a regional designation such as a prefecture or province when necessary to differentiate cities (e.g. Santa Fe, Cebu, Philippines and Santa Fe, Leyte, Philippines). Districts, boroughs, and other such communities may include the city in the listing (e.g. Brooklyn, New York City, New York or Haizhu District, Guangzhou, China). Communities listed may also include regional markers (e.g. Milwaukee County, Wisconsin or Warsaw Province, Poland). Dependencies, protectorates, departments, and areas of special sovereignty may also be listed under their sovereignty (e.g. Le Marin, Martinique, France or Curaçao, Netherlands). Cities in England, Northern Ireland, Scotland, and Wales are listed under the United Kingdom along with their respective country/region. If a sister city relationship is formed with a city that subsequently changes its name the original name is listed in parentheses (e.g. Tamba (Kasuga), Japan).
Country and area names are short-form according to the U.S. Department of State. If the sovereignty of an area is disputed, Sister Cities International shall refer to the policy of the U.S. Department of State for the purpose of identifying in which country the community is located. Country names are listed solely for clarity of location; Sister Cities International takes no formal stance on the status of borders or territorial disputes. Requests to alter the name of a city, region, or country in Sister Cities International’s directory may be directed to the Membership Department and may be subject to approval by Sister Cities International’s Executive Staff or Board of Directors for final judgment.
