I am a professional Jockey based in Hong Kong and I support the Hong Kong Jockey Clubs proposal to increase the number of simulcasfrace days starting from 2021 I started my racing career in France where I enjoyed a successful riding career and was recognised as one ofFrances top jockeys

Offerihg simulcasts ofthe best international races to Hong Kong racing fans is an essential step ifHong Kong is to continue competing as an international lacing jurisdiction

In 2018 I rode at DeauviBe in France and won the Group 1 Prix Jean Romanet As the race was staged in August during the HKJCs sumtner racing break local Hong Kong fans were unable to legally enjoy my career defining ride Notably even the Prix du Hong Kong Jockey Club (Hong Kong Jockey Glub Prize) - a major race sponsored by the HKJC and run each August at Deauville - cannot be enjoyed by Hong Kong racing fans because it occurs dUling the annual Hong Kong racing break when simulcasts are not allowed

I hope that the Betting and Lotteries Commission will give favourable consideration to the HKJCs application as doing so would ensure local racing fans are not baiTed from legally enjoying top international competitions

I am a horse trainer based in Hong Kong and I would like to express my support for the HKJCs proposal to simulcast additional races middot My family moved to Hong Kong when I was 13 and I have remained here ever since Racing has been a major part life - my father was also a horse trainer my sister worked in stables and ll)Y wife also comes from a racing family

I have achieved great success in my training career having won three Hong Kong trainer premierships Whats more I ve enjoyed significant international success - I won consecutive Group 1 Kranji Miles in 2018 and 2019 with the superstar horse Southern Legend

Allowing more simulcast races to be shown in Hong Kong particularly over the summer months of July and August would be extremely beneficial for the local racing industry as it would expose local fans and industry participants to a broader selection of top international races This would encourage trainers to compete in more events overseas promoting Hong Kong talent globally

I recommend that the Commission favourably considers the HIOCs proposal to boost local exposure to the best international competitions and in doing so boost the local industrys commitment to competing overseas

The HKJC is a global leader in horse racing but its capacity to offer a premier customer racing experience is hindered by its inability to show simulcasts of many of the best races from other jurisdictions particularly from Europe over the summer months when Hong Kong has a break from racing

To maintain its preeminence amongst world racing organisations the HKJC should I be allowed to bring the best racing from overseas jurisdictions to its racing fans

This is not my first time training in Hong Kong Between 1996 and 2005 I was based here and gained two trainer championships during my original s~int I have achieved some great success in my training career On top of a host ofHong Kong lntemational Group l wins I have won a Melbourne Cup 3 Caulfield Cups 2 Cox Plates and a Japan Cup

Allowing the HKJC to simulcast more international races would help to connect local Hong Kong racing fans with the international racing community As an expatriate who gained a great many fans in Hong Kong before returning to Australia in 2005 some of tny career highlights in Australia could not be legally enjoyed by my Hong Kong fans due to the limited simulcast opportunities which prevented them from viewing

To bring the Hong Kong racing exJJerience up to the standards set by other jurisdictions I believe that it is only right that the HKJC should be allowed to simulcast more rnce days pattlcularly over the summer break

As a horse owner for decades I have witnessed the development of the global racing industry as well as the expandllig footprint of Hong Kong horses in the major races worldwide In the recent year~ Hong Kong jockeys and horses pa1ticipated races in UK North America Dubai Singapore Japan South Korea and Macau Being a loyal fan as well as a committed horse owner f am aware that Hong Kong teams are always driving excellence in these overseas races

Unfortunately the simulcast of these races are limited and restricted by the government policies which made Hong Kong audiences like other horse owners and myself left behind and could not celebrate the success with the Hong Kong team particularly during summers

Having devoted considernble financial investment to mutme horses in Hong Kong I support HKJCs proposal because the extended Simulcast races would cover and address the summer demand of owners as well as other seasoned mass bettors All of us would take part in the races without additional travels which save time and costs for owners and bettors With the extended simulcast covering summers it would also secure a sustainable revenue to all the practitioners in the local racing industry and thus generating betting duty and donation to the charitable organisations The Hong Kong society as a whole shall be benefit from this new measure

I am a horse trainer based in Hong Kong having retired in 2019 from a successful career as a jockey During my time as a jockey I am proud to have secured 13 consecutive Hong Kong jockey premierships and to hold the record for the greatest number of career wiAs by a jockey in the city - 1813 In my first season as a trainer I managed to notch 44 winners

Hong Kong continues to set the global standard for horse racing in large part thanks to the world class facilities available to participants Continual investment by the HKJC in industry-leading resources means that jockeys trainers and horses ccin access the best resources to improve their race performances Continual investment on the part of the club is supported by wagering revenue shyand increasing the number of simulcast days that the Club is permitted to provide helps to support revenue which in turn leads to greater investment in the local racing industry Importantly when wagering occurs through legal local channels then the industry benefits through greater investment by the Club

I hope you will agree that allowing more simulcast races especially over the summer will help Hong Kong racing to retain its leadfng global standing

I a111 writing in my capacity as a horse enthusiast and owner of NORTHERN SUPERSTAR to share my opinion on the captioned proposal with members of the Betting amp Lotteries Commission

My father and J have been a racing fan for over 20 years and have witnessed with great pride the growth ofhorse rncing in Hong Kong and its elevation to the highest international standards over the years I witnessed the staging of Hong Kong International Races for years the successful staging of top-class horse racing competitions in Hong Kong is a strong testament to the quality of racing and wolid class racing facilities and i_nfrastrncture we have in Hong Kong

The proposal to increase 14 simulcast days of major international races is something the Govemment and the community should support as this would align Hong Kong with other leading racing jurisdictions in the world In fact government overseas even have designated administration eg Ministry for Racing to promote horse racing devote resolllce and formulate policies to help enhancing the sustainability of the business It should be generally agreed that horse racing does bring benefit to the local economy by providing a major revenue source for the Government creating great number of jobs generate lmge am0unt of donations for local charities and community projects as well as boosting the tourism industry

It is time the community and the Hong Kong Government to change their mindset about racing and give it the proper credit it deserves

I b~ve been involved in a research project with Oliver Wyman on Hong Kongs illegal offshore betting activities My rnain responsibility is to ensme that the methodology of the study is scientifically sound so that the research results are on solid grounds Oliver Wyman is iu cbarge ofdata collection We completed a series of empirical studies 111 2015 2018 and 2020 We did not have any pre-conceived preferences for the results We let fhe evidence speak out the conclusions

Illegal offshore betting through the Internet has long been a force competing for revenues with the HKJC From the perspective of the Hong Kong people it would be advantageous for the HKJC to win Money that otherwise would be siphoned to offahore bookmakers should be retained in Hong Kong This would enable the HKJC to contribute more taxes to the HKSAR Government and donate more to charity At a time when Hong Kong is suffering from tmprecedented fiscal budget deficits and generous charity donations are absolutely needed to heal a society already deeply in recession the consequences ofsuppo1ti11g the HKJC in the competition are highly desirable middot

Two key questions have to be answered scientifically before we know whether increasing the number ofsimulcast days can help First will the new policy enhance the competitiveness of the HI(JC so that the total illegal wagered amount will decline Second will the policy significantly induce more young people to gamble

The data collected from our surveys clearly show that total illegal offshore wager during regular seasons went down from HKD 560 million to 280 million when the number ofsimulcastmiddot days went up from 15 days to 23 days However the landemic has raised the popularity of on line betting Illegal betting has gone up slightly to 330 million in 2020

These results indicate that increasing simulcast days wou lei indeed reduce the revenuesmiddot flowing to offshore bookmakers but raise the amount that wilIultimately benefit the Hong Kong Governme11t nnd recipients ofIDltJC charity donations The evidence also shows that the vast majority ofsimulcast bettors are not young people Simulcast races are not attractive to young people This fact can alleviate the concern that young people may be encouraged to gamble

Allowing the HKJC to simulcast more international races helps to keep racing relevant for local fans - the backbone of our industry In Hong Kong racing is a key driver of tourism a major employer and a means of marketing Hong Kong to a global audience Racing is extraordinarily valuable to Hong Kong not only as a world-class sport but as a demonstration of Hong Kongs unrivalled ability to pmicrot on a great show Racing relies on fan engagement

In July and August each year when the HKJC has a break from racing local fans arent able to access the racing entertainment provided by our international colleagues especially those from Europe who experience their peak racing over July and August middot

I moved to Hong lltong from Australia in 2000 and have worked as a horse trainer here for the two decades since I have won the Hong Kong trainer premiership 11 times and I was inducted into the Australian Racing Hall of Fame in 2018

I believe that increasing the number of simulcast race days will have a positive impact on the local racing Industry because simulcast race days lead to more racing revenue which ultimately leads to greater investment in racing facilities benefiting fans and industry participants alike Additionally gremiddotater revenue means increased prize money for Hong lltong races which incentivizes better competition both amongst Hong lltongshybased trainers and with international trainers on i171ternational race days

Hong lltong is one of the top global racing jurisdictions but maintaining its preeminence requires constant investment in racing facilities and maintaining of competitive prize money levels Over the annual summer break in Hong lltong the HlltJC is not allowed to show simulcasts of international races Quite apart from the negative impact this has on racing fans who are unable to enjoy some of our sports best races at this time it hampers annual revenue which ultimately means less money is available for industry

Dear Mv ~Olj Since I became a full member ofThe Royal Hong Kong Jockey Club on 1st

October 1986 I petsonally witnessed how successful the Club has played her

philanthropic role in the community Without these sustained efforts of the Club Hong

Kong could not have harboured such a significant progress or trademark effect that

continues to uphold Hong Kong as a cosmopolitan city by its unique racing versus charity

To make this possible a wide but good international arena or market strategy has

to be developed to its best possible extent through organizing highly acclaimed races that

attract the world attention and ptJnters from different comers of the world A simulcast

race therefore has its intrinsic value by giving worldly racing fans and horse owners alike

inHong Kong greater opportunities to appreciate these international races as a spectator

sports where not only the race horses but also the jockeys on the back will be awarded the

honor of a winning with both financial reward and reputational fame in real terms

For these fundamental reasons I advocate in no uncertainty the Clubs many

incentives to increase the present ceiling of 23 simulcast clays to 3 7 simulcast days per

year as from the next season onwards given the following tangible benefits

a) Simulcast betting turnover will be significantly jacked up by HK$28 billion

per year resulting h1 a corresponding increase to the government purse in tenns

of betting duty ofHK$350 million by seasonal counts

b) The impact ofCovid 19 pandemic on cmTent unemployment could be

addressed partly through creation ofmore jobs and other related supporting

services and interactive activities

Last but not least the bringing in ofmore but distinct simulcast occasions will

enable Hong Kong to gain a better footing with other racing jurisdictions for wider

opp01tunity and closer cooperation Ifany of these major races are not covered by the

current simulcast framework local racing segments are actually deprived of the chance to

watch on the noble victory of their dream horses or jockeys as with their movie or sport

models

Notwithst~ndin~ that the simulcasts as propose~ niay imp~ge the sununer break

the impact is insignificant and induces little detriment to the family day philosophy which

With years of experience in the racing industry and having ridden in many ove1middotseas jurisdictions 1can attest to the fact that the number of intemational races available via simulcast in Hong Kong is very low compared to intemational standards Wl1ereas in othet

middot jurisdictions fans are assured of access to top quality racing from overseas in Hong Kong the options are seriously limited Allowing the HKJC to simulcast races over the sumrrier months when racing is suspended in Hong Kong would help to align the Hong Kong racing experience with high standards set internationally

Finally since many top international races in July and August involve top Hong Kong horses jockeys or trainers I think it would be fantastic if local fans were able to chee_r on their racing heroes

I hope this submission will help the Betting amp Lotteries Commission reach a favourable decision on the proposals put forward by the Jockey Club

1 In racing industries lots of practitioner work as freelance their income depends on the number of racedays No work implies they would have zero income during summer vacation Additional simulcast racedays in summer is the key to improve this situation

2 Simulcast racedays gives extra working opportunities to the society especially on racing media offshycourse betting centers Live broadcast are also benefit to restaurants pubs and private club houses

3 Racing fans reflected their desire on having more simulcast racedays especially in slimmer Because of covid many of them can no longer travel to Macau for casino and other form of betting they may choose to bet on line in summer if HKJC is still not allowed to provide some legal form of race betting

4 Within the years turnover of simulcast races increases steadily Tax contribution to government increases simultaneously More simulcast races more benefits to government and benefit the society at last

I graduated from the HKJCs Apprentice Jockey School as a teenager and have been riding in Hong Kong on a full jockeys licence since 2010 I have ridden at racecumicrorses around the globe in Australia in Hong Kong and in England where I wonthe Silver Saddle for best Jockey h1 the Shergar Cup at Asc~t in August 2012 I was honoured to be the first local Hong Kong jockey ever to win one of the Hong Kong International Races when I took out the Group 1 Hong Kong Cup in December 2011

For those ofus who malrn a living out ofhorse racing as many thousands ofHong Kong people do - both directly and indirectly - we realise that the most important stakeholders in om industry are the men and women who devotedly follow our sport our fans Honouring this fact means that we must seek to continually improve the racing experience for our fans and that requires us to give them legal access to the best racesmiddot globally middotmiddotI

I Ifthe HKJC was allowed to offer 14 more simulcast race days a year then om ardent fans would be able to enjoy more of what they love more often It would mean that local fans qould follow their favotUite Hong Kong jockeys travelling abroad over the summer to compete in international competitions as I and many ofmy counterpaits have done It would also mean that those looking to wager on our sport would have a safe legal means of doing so

Racing is one of the most intemational spo1ts in the world and I believe that its ongoing success depends on it remaining relevant for fans globally That means continually offering fans access tq the best simulcast races

I have been involved in the Hong Kong racing indushy for almost five decades I started my career as a Jockey in Hong Kong in fue 197374 racing season having been part of the first intake of apprentices at the HKJC Apprentice Jockeys School when the facility opened in 1972 I went on to be crowned Hong Kongs champion jockey six times hl 1996 I gained mytrainers licence and have worked as a bainer in Hong Kong ever since whming the Champion Trainer crown on two occasions thus far and achieving many Group 1 wins

Simulcast races grant Hong Kong racing enthusiastt access to the best1middotacing outside ofHong Kong They connect local fans with superstar jockeys tlainers and most importantly horses from other jmisdictions They also enable local fans to cheer on their favourite Hong Kong stars as they compete on the wolld stage

By denying fans access to many top intemational races we fall short of providing them with the best possible racing expelie11ce As the backbone of otll indushJ our fans deserve the best racing experience that a world-class racing jurisdiction like Hong Kong can offer That means enabling them to watch the best races from overseas

I hope you will agree that increasing the number of simulcast race days permitted to be shown by the HKJC would boost the experience for local fans to a more competitive world-class level

Over the course of my career Ive come to appreciate that the racing industry is built upon fan engagement Without our devoted racing fans the industry would lose

revenue relevance and prestige Crucial to maintaining fan engagement with horse racing is the need to offer fans the very best of what our sport has to offer and this requires us to simulcast races from overseas when Hong l(ong isnt racing

I believe it would enormously enhance the Hong Kong racing experience if the HlltJC were allowed to offer more simulcast races to local racing fans - particularly over the summer months when racing fans are currently denied all legal access to overseas racing

I have built my career on international racing I moved to Hong Kong from Australia in 2007 and have since claimed four Hong Kong jockey premierships thus far with a host of Hong Kong Group 1 wins to my name Ive also experienced great success outside of Hong Kong I was victorious in the 2012 Kings Stand Stakes at Royal Ascot in England for Hong Kong trainer Danny Shum In 2014 I won Australias Group 1 Caulfield Cup one of the nations most prestigious races I won the 2015 Takamatsunomiya Kinen at Japans Chukyo Racecourse for Hong Kong trainer Paul OSullivan In 2018 and 2019 I rode Southern Legend to victory for Hong Kong trainer Gaspar Fownes in two consecutive Group 1Kranji Miles in Singapore

Despite being home to less than one per cent of the worlds horse population Hong Kong racing punches well above its weight on the international stage As Hong Kong horses jockeys and trainers continue to create headlines overseas I think it is only right that local racing fans should be able to enjoy watching their favourite Hong Kong racing stars via simulcast as they represent Hong Kong on the international stage

On HKJCs proposal of increasing the maximum nurnber of simu lcast days per year by 14 and allow such additional simulcast days to take place during the summer break starting from 2021 my comments are as follows

1 Our non-profit organisation recently received a grant from the Jockey Club Community Sustainability Fund (CSF) This grant will allow us to deliver much-needed renovation and deep cleaning services to the vulnerable elderly people in Tuen Mun The CSF and the other charitable funds donated by the Hong Kong Jockey Club Charities Trust are a vital source of revenue for the non-profit sector in Hong Kong

2 Regar~ing the proposals views on combating illegal gambling and social and economic impact on Hong Kong society these issues are outside the area of our expertise and therefore we have no comment

The Jockey Club has been incrementally increasing the number of racing days

In 2009 five additional local race days and 15 additional simulcast days 2017 total race meetings increased from 83 to 88 and simulcast days from 15 to 23

But it still wants more The Jockey Club has proposed to increase the maximum number of simulcast days per year by 14 to 37 days and allow such additional simulcast days to take place during the summer break starting from 2021

Of course it trots out the usual justifications of increased employment generates substantial community revenue etc

However this ignores the reality that GAMBLING IS A VICE and it causes misery and financial hardship to mostly lower income families There is also the hidden cost to society of the impact and stress gambling has on society

According to the 2009 paper The Administrations Consideration 12 Our policy is not to encourage gambling We publicize the problems of excessive gambling to the public particularly among young people Regarding gambling activities that exist in the society we seek to direct the conduct ofsuch activities to the regulated regime

15 Allowing HKJC to conduct additional races during the summer would to a certain extent help HKJC retain its customers However summer is traditionally a period for family gatherings We agree with the Commissions view that it is important to retain a summer break for each racing season in order to encourage family gatherings which is in line with our initiative to promote family core values

The Jockey Club states that additional gambling opportunities will have no impact on the young and indeed the younger generation is far more interested in eGames than gambling The attraction is mostly to males over 40 So it does impact the young the children of these gamblers

The intention of the summer break is that parents focus their attention on their children during the school holidays and that money that could be spent on small treats and outings for the fam ily is not squandered on gambling There were strong objections from community groups to the 2009 proposals I do not remember any public consultation re the 2017 amendments

Of course there are alternative gambling channels but two wrongs do not make a right

The administration is lamenting that so many young people have been led astray recently Providing distractions for their parents during the summer holiday break is contrary to the exhortations that they take keen interest in what children are doing and monitor their activities

The administration must ensure that there is a balance between the aspirations of the Jockey Club to constantly increase revenue and the moral obligation of the government to give priority to uphold ing the core values of society

I am a professional Jockey based in Hong Kong and I support the Hong Kong Jockey Clubs proposal to increase the number of simulcasfrace days starting from 2021 I started my racing career in France where I enjoyed a successful riding career and was recognised as one ofFrances top jockeys

Offerihg simulcasts ofthe best international races to Hong Kong racing fans is an essential step ifHong Kong is to continue competing as an international lacing jurisdiction

In 2018 I rode at DeauviBe in France and won the Group 1 Prix Jean Romanet As the race was staged in August during the HKJCs sumtner racing break local Hong Kong fans were unable to legally enjoy my career defining ride Notably even the Prix du Hong Kong Jockey Club (Hong Kong Jockey Glub Prize) - a major race sponsored by the HKJC and run each August at Deauville - cannot be enjoyed by Hong Kong racing fans because it occurs dUling the annual Hong Kong racing break when simulcasts are not allowed

I hope that the Betting and Lotteries Commission will give favourable consideration to the HKJCs application as doing so would ensure local racing fans are not baiTed from legally enjoying top international competitions
