The Pieces w/out the Whole• Some of the built environment is not

worthy of Dublin One’s identity. It doesn’t connect your people, it doesn’t leverage your assets.

Road to Implementation

Chapter Five

Page 87: Reimagine Dublin One

TomorrowToday

Page 88: Reimagine Dublin One

Community Assets• Most diverse neighborhood

• Strong mix of uses (retail, residential, office)

• Cultural, Education, Health Care Institution

• Proximity to river, D2, Docklands

• Luas

• Effective BID (Dublin Town)

• Historic character and fabric

• Heart and Soul of the city

Page 89: Reimagine Dublin One

Challenges / Risks• Very high upper floor

vacancies

• Shadowy perception

• Insufficient open space (parks, plazas)

• High concentration of social services

• Lack of jobs for growing diverse population

• Shifts in retail preferences

Page 90: Reimagine Dublin One

Ambitious Aspirations• Compelling vision for area’s future

• Upgraded public realm (open space, laneways, streetscape)

• Occupy upper floors with housing/office

• Improved perception

• Amenities for families

• Increased public safety and social services

Page 91: Reimagine Dublin One

Special Places need Special Treatment• Aspiration achievement won’t happen by accident

• Development will happen but opportunities missed

• Need coordinated, collaborative approach

• No one entity in Dublin currently

• Need to establish special district revitalization agency

Page 92: Reimagine Dublin One

ReDO! and road forward• ReDO! (Reimagine Dublin One)

• Democratically elected board (residents, business, institutions, service providers)

• Nimble, talented staff

• Public and Private funding

• Five year authorization with annual progress reviews

Page 93: Reimagine Dublin One

What does ReDO! Do?• Refine compelling area vision

• Sets action plan to achieve it

• Secure Special District designation

• Advocate/secure funds for public realm improvements

(public, philanthropic, Failte Ireland….)

• Assist property owners in securing upper floor

occupancies: navigating regulatory process, grants

and tax incentive

Page 94: Reimagine Dublin One

But wait, there’s more….• Use exiting tool kit (Living City Initiative) and

explores additional schemes*

• Promote collaboration among property owners to achieve community vision via “by right” incentive

• Markets assistance programs

Page 95: Reimagine Dublin One

Sample Implementation Initiative

•Occupy the uppers

• Potential big impact: address housing crisis, space for office, vitality, taxes

Page 96: Reimagine Dublin One

Property Rate Freeze• Develop quality standards for upper redevelopment

• Provide property rate “freeze” (pro forma based) 5 – 7 years

• Adjust rates after term (one time or graduated)

• Consider: rate reduction for residential and adding bonus setback floor

Page 97: Reimagine Dublin One

Economic, Fiscal, Social Impacts• Increased private investment in area

• More and better public spaces for people

• Increase upper floor occupancies

• Increased tax revenues (property, personal income, corporate)

• Hedonics of open space (higher rents/building values)

Page 98: Reimagine Dublin One

Don’t stop yet….• Relief from housing shortage

• Space for new and expanding businesses

• Enhanced safety (more eyes on the street)

• Improved perception/image of Dublin One

• Expanded Alternative mode utilization (peds, bikes, mass transit)

• Increased tourism appeal
