Introduction

• Maintained by Ahmedabad Urban Development Authority

• Length: 76 km (47 mi)

• History: Opened in 2004

• Location : Ahmedabad

• The Sardar Patel Ring road in Ahmedabad demonstrates

how public private partnership can be used for effective city

infrastructure development. AUDA has managed to implement a project of such large scale in a brief period of time and set an example

• The Outer Most Ring Road encircling Ahmedabad Urban

Agglomeration was conceptualized in the Revised Development Plan of 2012 of AUDA to:

• Reduce traffic congestion on arterial and peripheral roads of

Ahmedabad • Segregate regional and urban traffic • Increase connectivity of Ahmedabad city areas to the region • Guide the development and expansion of Ahmedabad

Approach & Methodology • AUDA resorted to mechanism of TP schemes.

• Planning process is democratic, equitable & fair.

• Voluntary consent.

• Land acquisition in limited area of agricultural zone.

• TP schemes implemented in 600m wide belt along the alignment of Ring Road.

• Commencement of construction immediately by sub-contracting.

Town Planning Schemes along Ring Road • 60% To Land owner

• 20-30% Used for public amenities like roads,schools, gardens, EWC housing etc.

• 8-10% Saleable plots

• Resulted in :

• Land for Ring Road as well as public utilities

• AUDA received 40 lakh sq m of saleable land as their contribution for development

• Saleable plots worth600 crores for infrastructure Projects.

Project components and phasing • Phase 1 includes two laning of the entire stretch and four

laning of major structures. • Cost- Rs. 240 crores (140 crores for AUDA & 100 crores from FI) • Status- Commenced in 2002 and completed in 2006.

• Phase 2 includes extension of existing two lanes to four lanes Cost- Rs. 378 crores.

• Status- Four laning is being done on Build, Operate and Transfer (BOT) model. The BOT document was floated in the February, 2006. Work has been awarded to a joint venture and will be completed before December 2007 as it was stated then.

• Phase 3 includes extension of the ring road with facilities like: • Control access, 17 flyovers, 5 underpasses, 2 rail over bridges • Service roads, cycle tracks, and exclusive bus lanes for Bus based • Rapid Transit System (BRTS) and walk ways on both sides • Plantations with 7 rows of trees and shrubs for the green fort Cost- estimated as Rs. 460 crores.

Public Private Participation Phase II Public Private Participation for project financing

• Using BOT model for implementing phase 2 and for recovering cost

incurred by AUDA from its internal resources to complete phase 1

Private sector involvement for all technical inputs from initial stage of

the project in:

• planning, technical and financial feasibility studies, surveys, detailed design, construction, supervision and construction quality control to achieve efficiency

Private participation for:

• Junction development

• Plantation along the road

• Toll tax collection

• Signage development

• A system of incentives for timely completion of tasks and penalties for

delays is introduced to ensure timely completion of Ring Road

Details of financing Details of financing in the

3 phases are as follows:

• Phase 1 from AUDA’s internal resources and loan from financial institutions

• Rs 130 crores was spent by AUDA from their general fund.

• Rs 100 crores was taken as loan from consortium of six nationalized bank.

• Phase 2 through BOT model

• Phase 3 through funds from JNNURM

Benefits of PPP

• Participatory approach resulted in creation of urban infrastructure in a rapid and efficient manner.

• Strong political and administrative leadership.

• Professional approach to planning and implementation of infrastructure projects.

• Efficient project management facilitates timely implementation of large scale city infrastructure projects.

• Such projects should be conceptualized in totality and implemented by scaling up through stages.

• Land development through TP Scheme leads to an equitable, democratic and fair mechanism as compared to the Land Acquisition model to create urban infrastructure.
