My dearest T ,a,

TUESDAY, AUGUST 16, 1966

Personally it was very gratifying to me thatyou should have made a mention of the name of NetajiSubhas Bose, while calling upon the people to repeat 3times his immovtal mantra, his indefatigable clarioncall, namely "JAI MIND", which people all over Indiahave accepted with heartiest approbation, in your stirringaddress from the ramparts of the Red Fort to mark thehistoric occasion of the 19th anniversary of IndianIndependence Day. His war -cry, "C HALO "C HALO LALWILLA", uttered in the heat of the INDIAN NATIONAL ARMY3swar against the British Imperial Regime in war -time, havealso a ring of echo in our hearts even to -day. The placefrom where you were giving your edifying speech was Delhiand the venue was the Red Fort - both of which were Netaji'shighest goals.

If India is free to -day, it is in no small measureto (1) the people's struggle, whether violent or non-violent,that commenced soon after the Congress Leaders' arrest follow-ing the passage of the "quit India" Resolution on 8th August,1942; (2) the creation of the ARZI EUKUMAT-E-HIND (the Pro-visional Government of Free India) in Exile and the creationof the INDIAN NATIONAL ARMY (AZAD EINj FAUZ) under theinspiration from and direct supervision of Netaji SubhasChandra Bose; (3) the naval mutiny of the Indian Navy in

, 1946 in Bombay, which left cracks of disaffection in thethen loyal armed forces of British India. It is wrong forthe Indian National Congress to;iiiewriting of the Indiannational history, of India's struggle for freedom, termain-tain;!#hefreedom was solely due to non-violent strugglewaged by the people of India under the leadership of MahatmaGandhi and Pandit Jawaharlal Nehru. Neither the Congress orits Leaders can lay claim to a virtual monopoly in India'sFight for Freedom, excluding those who believed that violencealone could bring freedom to the Motherland. p l q , e4 L 4 ; i

It will not, of course, suffice for me to merelythank you formally for making a mention of the name of NetajiSubhas Chandra Bose in your Independence Day (1966) Address.I would rather go further to make the following constructivesuggestions for your approval:

Firstly, whenever you happen to pay a visit toCalcutta in future, you should make ita point to call at Netaji Bhavan as amark of your respect towards thatgreat leader of men. (Netaji Bhavan atElgin Road has already been turned intoa National Museum and a permanent placeof exhibition of his works and deeds)While on a visit to Netajiis House, youshould make it a point to take interestin NETAJI RESEARCH BUREAU, run under thesupervision of Dr. Sisir Kumar Bose, oneof his nephews, who was responsible inhelping Netaji escape from the clutchesof British India into an escapade thathas become a sensation of all time. Ifneed be the government of India shouldoffer financial assistance and otherhelp to the Bureau in furtherance of itsobjectives.

Secondly, to pay a visit to Netajits statue, nearRaj Bhavan, Calcutta, which was unveiledby the late Prime Minister, Lal BahadurShastri, and place a wreath there.

Thirdly, to take initiative in the celebration ofthe 70th anniversary of the birth ofNetaji Subhas Chandra Bose, which fallson 23rd January, 1967, and to participatepersonally in the celebrations in Calcutta.

FOURTHLY, the Government of India should invite thewife of Netaji Bose, Mme. EMPJUE SCRWKL-- BOSE, staying in Vienna, and their daughter,DR. (MRS.) ANITA MARTIN PFAFF, along withthe husband of the latter, DR. MARTIN PFAFF,now in the United States of America, to paya visit to India to co-incide with the birth-- anniversary celebrations of Netaji on 23rdJanuary, 1967, and to participate in theRepublic Jay celebrations on 26th January,1967, in New Delhi-, If this proposal findsfavour with you, you should personallyproceed to write a letter each to Netaji'swife and daughter, which should be forwardedthrough, and should be personally handed overby, India's respective ambassadors in Viennaand Washington D. C. The letters should besent post-haste, in fact, right away, tohelp them plan a trip to India next year orlate this year which can extend to next year.I SHALL BE GLAJ TO FORdARD TO YOU THEADDHE' OF BOTH OF THEM, ONE IN VIENNAANJ THE MEER IN THE UNITED JTATES.INCIMINTALLY, IF THE TRIP MATERIALISES,NETAJI1S WIFE WILL BE IN INDIA FOR TTIEFIRST TIME AND HIS DAUGHTER A SECOND TIME.NETAJI'S SON-IN-LAW WILL ALSO BE HERE FORTHE SECOND TIME. PRIVATE, P 01'4"...1.1,,C I iTIL

This has reference to my letter to you, dated Thursday, January20, 1966, which, apart from conveying to you my heartiest felicitationson your election as the Leader of the Congress Party in Parliament andas the Prime Minister-Jesignate of India, raised 3 or 4 other matters.

Then followed another letter from me, dated Saturday, February 5,1966, concerning the 110th birth -anniversary of Toru Dutt, on Friday,March 4, 1966, a suggestion you had favourably responded to while youwere the Union Minister for Information and Broadcasting, Governmentof India, New Delhi.

I he.ve - feeling, L,al a strong one at that, that ever since theassumption by you of the august office of the Prime Ministershi, ofIndia on lionday, January 24, 1966, the batter7 of secretaries you -resurrounded with are jealously guarding you all around, with the resultthat my above two letters have neither been produced before you norplaced in your hands for suitable reply. So, when you do go to Washington, J. It will, of course, be upto you to lay down your own approach andprocedure in the matter of arranging a meeting with Anita,

Your father, Panditji, in spite of his heavy schedule on a Statevisit to Austria some years ago, did find time to have breakfast withAnita and her mother, Mme. Emelie Schenkl-Bose, in Vienna.

If you can also hit upon a similar personal gesture on your part, not only as the Prike Minister of India, but as a member of the Nehrufamily, which had such close, cordial relations with the members of theBose family since the days of your beloved grand -father, Pandit MotilalNehru, it will not only be appreciated by personal friends like me, butwill be admired by the vast teeming millions of India at large, who stir!hold Netaji Subhas Chandra Bose in great reverence and admiration.

If, however, since you have the habit of doin7 everything in yourown individual AAmiy, a highstru_ag individual that you are, then. you willmeet Anita and her husband, Dartia, in any case, at any function orfunctions to be held by the Indian community in general and to be hostedby the i.mbassy of India in to
