  • Fleet Assessments - Discoveries and Results

    Discoveries Internet - Applications perform well, but access can be limited by CAC

    requirement and issues. NIAPS/NSIPS afloat - Applications are not used consistently. Applications do not

    perform consistently in the afloat environment. Significant issues exist regarding lack of communications, training and

    documentation.

    Results OPNAV N16 FIT rigorous Fleet testing exposes barriers and flaws preventing

    access or limiting functionality, and brings together SMEs from NPC, NETC, PMW 240 (Sea Warrior Systems) and TYCOMs to address the problems.

    An important first step to addressing communication and training gaps was to inventory online applications and identify the must use Sailor-facing career tools.

    SUPPORTING INFORMATIONWhy a disconnected environment (e.g. NIAPS)?The primary obstacle faced while accessing Internet websites at sea is limited bandwidth. Navy Career Tools data is synchronized between ship and shore servers using a process called replication. Changes made on the ship are stored in a special file until connectivity is available. When bandwidth becomes available, the shipboard server replicates the changes back to the shore server. Additionally, anything that has been changed or updated on the shore side is replicated to the ship. This exchange of data enables afloat Sailors to see fresh information from shore, and keeps shore-based systems up-to-date with information from afloat.
