HHS Open Government Plan Version 2

What is Open Government?
• On January 21, 2009, President Obama issued a call for increased openness in government.
• OMB issued an Open Government Directive (M-10-06) on December 8, 2009 calling on all agencies to develop Open Government plans to address:– Transparency (making information available)
– Participation
– Collaboration 2
Current HHS Open Government Plan
• Was developed by ad hoc input from across HHS in March-April 2010 (preceded ACA, HHS Strategic Plan, social media guidance, etc.)
• Draft plan published at hhs.gov/open and used public comment/blog for input
• Featured 5 flagship initiatives and 82 projects
• Plan was finalized on April 7, 2010
• Implementation reports posted every 6 months

Current HHS Open Government Plan
• All 5 HHS flagships have been competed
• Approximately 94% of specific initiatives completed or near completion
• Plan has been well received by stakeholder community and rated among the top 3 across the federal government
• Many goals were vastly exceeded, particularly in transparency

Government-wide Initiatives

New Plans Are Needed
• On December 14, 2011 OMB and OSTP requested that all departments issue a “Version 2” open government plan to be available to the public on April 9, 2012
• Plan should include:– Final report on Version 1 implementation
– New “flagship” initiatives for completion in 2013, 2014
– Public input process

HHS Strategy for Plan Development• Build on past successes
• Leverage existing planning efforts that include complimentary activities of open government
• Use existing coordinating bodies across HHS
• Use technologies to promote input, process, and dissemination
• Increased attention to participation and collaboration
• Consider new theme areas of ‘big data’ and ‘smart disclosure’ if relevant and appropriate

HHS Approach Planning Process• Deputy Secretary Corr memo to OPDIVs (1/18/12)• Use crowdsourcing approach across HHS• Solicit input for candidate initiatives to highlight from across
HHS (see template)• Face-to-face meetings with key OPDIV/StaffDiv leadership• Include some form of web-based public input throughout the
planning and review processes (using hhs.gov/open)• Increase focus on ‘participation’ and ‘collaboration’
components– Attempt to identify metrics/outcome– Identify ‘opportunities’ to demonstrate new approaches
• Leverage existing committee structures:– Innovation Council, FACA management, CIO Council, Data Council,
New Media Committee, etc. – Coordinate with ongoing planning processes

HHS Approach Planning Process• Innovation Council will review report developed
from submissions• Identify flagship initiatives that:
– Describe activity that cross-cuts more than one agency OR
– Represent more than one element (transparency, collaboration, participation) OR
– Demonstrate new and transformative approaches to open government
• Suggestions for opportunities for external engagement on the plan will be welcomed
