The URBACOST Hypothesis
• Territories (like companies) can be considered as
“knowledge repositories”, embedding especially concrete
and uncodified knowledge
• Development strategies should thus focus on local
economic actors’ ability to tap value from their territory’s
knowledge assets
• Participation and concertation in integrated strategy-
defining processes are an effective way to extract a
territory’s knowledge-based development potential
