A new government domain which a country including tangible and intangible governance activities, facility and construction as well as the ground, underground, and sea is digitalized in similar with the real nation.

A virtual city which overcomes the limitation by physical distances through information and communication technologies, and can realize most of activities which happen in real physical cities.
