Main Message• IP approach relevant and important for effective

linkages between different actors for better access to technical and financial services, and for building capacity of the members.

• A systematic monitoring and documentation of IP activities is indispensable for assessment of its performance, and this should be accorded the right place in the running of the IPs.

Background & Purpose• Linear approach to agricultural innovation has had

limited success; complex process, multiple sources of knowledge (Leeuwis, 2004)

• Productivity increases through improved technologies do not necessarily translate into improvement in livelihood of the rural poor (Hounkonnou, 2012).

Þ Need for system approach for agricultural innovation, which is: inclusive, participatory, and takes into account the socio-economic and institutional context

Principles of IPs1. Representative and inclusive coalition of actors

in the livestock value chain to bring about change

2. A nonlinear collective and collaborative interaction among actors (interaction, communication, knowledge sharing; experiential learning, relies on internal M&E for continual corrective feedback)

3. Innovation addresses key constraints and opportunities agreed by the IP in the context of entire value chains and sustainable livelihood systems

4. Innovation process is participatory and involves multiple actors with different competencies

5. Institutional and human capacity building for VC actors to effectively participate

Methodology• Monitoring of IPs established in Koubri and

Ouahigouya, Burkina Faso (March 2012 – June 2013)

• IP meetings every quarter (8 meetings so far)• Tools used:

• IP register, IP activity report and members assessment of IP performance

• Assessment focused on the IP functioning: • Consistency of participation; relevance/interest of IP

issues; participation in decision making; information exchange; facilitation ; perceived benefit

IP processesIn general

• Overall, scores for the six indicators increased over time

Specific

• Conflict resolution scored higher

• Gender only had a significant effect of participation in decision making (women scoring lower than men)

• In Ouahigouya lower scores for participation in decision making, quality of facilitation, perceived benefit compared to Koubri

• Technical services gave lower scores to indicators than producers

• Researchers gave higher score for perceived benefit than producers

Lessons

• IP approach improves linkages between different actors for better access to technical and financial services, and builds capacity of members

• Performance of IP seems to improve in time – not quick win, necessity of long-term plan

• For effective participation of different actors, issues should be of common interest and clearly articulated.

• Quality facilitation is critical to IP performance

• A systematic monitoring and documentation of IP activities is indispensable for assessment of its performance

• Caution: self-assessment data need to be validated
