• 1V1P was introduced and implemented in Negara Brunei Darussalam around 1993.

• Managed, controlled and monitored by Ministry Of Home Affairs.

• Starts evolving around the year 2006.

• Community-integration oriented.

3CONCEPT

LOCAL PRODUCT:

All local products found within a village which are produced by the person individually, groups or corporate.

ONE VILLAGE ONE PRODUCT:

Local products that are worked on, developed, carried out, and monitored by the Village Consultative Council.

4OBJECTIVES

• To enhance the unity and integration of the community• To help in demonstrating the various method(s) of developing

the village’s community economic activities• To strengthen the community’s welfare and socio-economy

through the local economical project• To motivate and encourage competitiveness in local product

entrepreneurs• To increase opportunity to generate more incomes among the

local villagers• To increase community awareness and interest in specialising

in a sustainable community-oriented economy• To create unique identity among villages through one or more

competitive sustainable products and services.

5IMPLEMENTATION OF OVOP

1. Appointing the Head of Economy Bureau in the Village Consultative Council.

2. Formation of the economy project’s committee.

3. Proposing a product (s) to be developed as the village’s 1V1P product .

4. Distributing the application form to join the 1V1P project to the local community.

5. Having an Economy Bureau Committee meeting to discuss on the plan of action for the proposed 1V1P project

6. Implementing and marketing the product(s)

7. Endorsement of the product(s) by MOHA

14OVOP CHALLENGES

• Lack of competent / skilled human resources, rules and procedures, and non-alignment amongst government agencies involved in the program.

• All of these factors contribute to the impeding on the success of the program.

• The Village Consultative Council has managed to face these challenges and made this program successfully implemented.

15IMPACT OF OVOP

• Changing of the mind-set of the villagers.• People are more united and more economic activities are

being done.• The villages look more attractive with some gardens and

landscaping.• More people are coming to and visiting the villages.• Activities are continuously planned and carried out.• Helps in boosting villagers’ confidence.• With the main focus on single mothers, poor people,

orphans and those in need of additional income, the program has given the villagers an additional income with the work and effort undertaken under the Village Consultative Councils economy projects.

16ENHANCING OVOP PROGRAM

• Establishing 1V1P Program Unit in MOHA under the Local Authorities and National Unity Section

• Working together with other Agencies (MIPR, KKBS, BEDB, JAIF, JAICA)

• Participating in National and International Showcase• Holding a continuous workshop and courses on 1V1P• Distributing funds efficiently• Hiring ‘SITE STAFF’ workers• Developing 1V1P database and creating information systems• Conducting study visit to Malaysia, China, Japan and etc. for

the Village Consultative Council’s members• Introducing / implementing Excellent Village Award with

1V1P as one of the criteria to be evaluated.

• To establish lV1P Centre at National and within each district;

• To create acceptable products/services based on local resources;

• To improve the product quality, development, techniques and process and marketing strategies.

• International showcase – besides local showcases

• MOU with Strategic Partners - local and overseas.

18CONCLUSION

• The “One Village One Product” concept is expected to encourage the mobilization of local human, material, and cultural resources to create value aided products and services for domestic and external markets;

• Brunei Government already started to make a conscious effort to shift the responsibility of upgrading 1V1P activities to local village communities;

• The effectiveness of 1V1P should be measured by the involvement of women’s and youth’s empowerment, capacity improvement of village leaders, people’s value and attitude, and the effectiveness of coordination among government offices, communities and private contributors.
