Regional Transportation Needs More service for medical appointments –in urban as well as rural
areas. Work trips—to Hilton Head Island, Bluffton as well as within and
between all of the COG counties. Interregional medical trips (outside of COG region to places such
as Charleston and Savannah). General public transportation for as shopping, recreation, school,
and non-medical social service programs (for example, group sessions as with Alcoholics Anonymous).
Retirees and other older people Youth (after school) transportation Fixed route/fixed schedule services

Challenges Facing Agencies; Met by 2013 through Consolidation √

EXPANSION PLAN 2012Evaluated Five Potential Structures/Strategies
Consolidated Structure – Non-profit and public agencies consolidate transportation into Palmetto Breeze.
Brokerage Structure – Palmetto Breeze brokers trips to participating transportation providers and also operates public/coordinated transportation.
Hybrid Structure – Some participating organizations consolidate and others participate as independent, contracted service providers.
Coordination – Shared use of vehicles, staff, maintenance, training, and/or grant writing.
Information and Referral – The Mobility Manager continues to refer passengers and utilizes technology to foster and promote efficiency and effectiveness for transportation and mobility throughout the service area.
Consolidated Transportation Benefits and Costs.Benefits Fewer empty seats result in lower cost per trip for any
individual organization and better overall cost efficiency. Consolidated transportation reduces overhead. Consolidation allows for the most efficient use of local,
state, and federal transportation dollars and the biggest benefit to the community.
Participating organizations no longer have the responsibility of directly operating transportation.
Opportunity to enhance customer service capabilities through specialization of job duties.

Consolidated Transportation Benefits and Costs.
Costs
Palmetto Breeze must ensure that vehicles are in acceptable working condition.
Palmetto Breeze must expand its staff of drivers (potentially hiring drivers from the consolidating agencies).
Palmetto Breeze may need to add a dispatcher/scheduler, depending on the level of increased call volume.
Palmetto Breeze would need to hire additional staff to be responsible for FTA compliance oversight and monitoring.

Significant military presence in the Region for more than 100 years.
Home to Tri-Command--Marine Corps Air Station Beaufort, Marine Corps Recruit Depot Parris Island and the Beaufort Naval Hospital--approximately 6200 active duty Marines and sailors and 7500 dependents.
Also veterans' facilities to serve increasing number of military retirees, ranging in age from early retirees because of injuries in Iraq and Afghanistan to World War II veterans.
Clusters of Vietnam veterans living in large retirement communities; those numbers likely to increase further as that Baby Boomer group reaches retirement age.

GOALSShorter-Term:
to identify needs not formerly addressed; to add more customer-oriented services through
technology; to increase number of veterans, military families and others
served through improved Regional transit consolidation and other transit service improvements, and as a result of marketing and promotional strategies.

Long-Range: to continue to identify transportation needs among
veterans, military families and others; to complete consolidation of human services transportation
to make many more transit choices and opportunities available to veterans, military families and others;
to continue to increase the use of transit technology as it becomes available;
to coordinate these services with other public transit system development in the Region.
