India e-gov Context - Why Shared Platforms?
• Federal Govt – multiple standalone e-gov
projects at National + Provincial + Local Govt
– spawning of infrastructure and other project
components at all levels
– “reinventing the wheel”, little re-use
• Long ICT procurement process
– management of technology acquisition, maintenance
and replacement at individual project level
– attention shifts from re-engg and change management
• Significant unutilized resources because
– tendency to over-provision for the future
– software development and rollout takes time while
hardware goes obsolete

– May have larger stake in project success
– Necessary experience in specific domains in smaller
towns
– Ordinarily, may find entry barriers stringent
• Examples of such engagements could be at the
level of implementation in local bodies --

Process Management as a Service (PMaaS)
• Provides user Dept the ability to outsource
routine business processes and have them
executed by the Information Utility
in accordance with SLAs
• Processes may involve
– capture of routine / periodic data from citizens /
businesses
– supporting queries on status of requests / applications
/ returns
– implementation of standard workflows for decision-
making by the Dept
