Basic Solution: Industry Requirements must have some association and impact to education and labor market (Talent Pipeline).
Basic Formula: Use common language metrics to define the career, design readiness courses / programs to build regional capacity.
Basic Approach:Leverage emerging Social Media and Semantic Web technologies to classify and cluster unstructured processes.
Basic Problem:People, Politics, Parochialism, and Performance!
A systems thinking approach is needed!!
The Vision

First: Build an industry-driven/validated job talent requirements resource using a customized Texas version of DOL O*NET Detailed Work Activities.
Second: Establish industry level performance and learning difficulty metrics for job DWAs.
Third: Align the DWAs to TEA CTE-TEKS student expectations (learning objectives) as means to benchmark current alignment and automate rewrite for future releases.
Fourth: Align the DWAs to post-secondary CTE Skill Certificates.
Fifth: Align the DWAs to industry career certifications.
Sixth: Utilize metrics to improve career placement (labor exchange)
Seventh: Design and implement State-Wide Career Opportunity Reference model and provide Web 2.0/3.0 capability for users.
