We are delighted to report that the Group has once again made significant progress in 2007. We remain committed to focusing upon niche markets within the technology sector and have continued to follow our long-term strategy of growing our specialist businesses organically and adding acquisitions of suitable companies when appropriate, complemented by a strong central administrative and financial core.
Chairman’s and Chief Executive Officer’s statement
This strategy has delivered another year of impressive financial results, our third in a row since flotation in 2005. Two more specialist IT recruitment businesses have joined our Group in 2007. Intelect Recruitment plc, which provides niche recruitment services predominantly within the software engineering and manufacturing software sectors, was acquired in July 2007. In September 2007, e-CRM People Limited which focuses on the Enterprise Asset Management, IT Service Management, IT Storage and Security sectors also joined the Group. Both businesses have both performed well since acquisition.
As ever, our key asset is our people and we thank our dedicated sales and administrative teams for their hard work, thorough knowledge of their individual markets and their dedication to growing the business in the last twelve months. Results_During the year the Group’s existing businesses grew organically on a like-for-like basis by 18%. Contractors working on assignments grew by 40% during the year (including acquisitions), of which 10% was organic growth. We are particularly pleased with the performance of PeopleCo Worldwide and Sand Resources as they represented significant investments for the Group when they were acquired in 2006. Both have delivered very strong growth in net fee income, contractors working and operating profits during 2007.
Total revenues, including part year figures for the two acquisitions, grew by 52% to £86.7m, and gross profit (“net fee income”) grew by 43% to £12.9m. This contributed to the Group increasing its EBITA to £4.5m after adding back the charge for IFRS 2 share-based payments. Profit before tax increased by 41% to £3.1m and basic adjusted earnings per share (see note 6) increased by 38% to 11.0 pence (2006: 8.0 pence).
Operations_We have continued to grow our client base during 2007 by adding a number of significant new wins including Serco Group, Turner Broadcasting and the Foreign & Commonwealth Office. The two Catalist accreditations which were awarded to us during 2006 for at least a three year period by the Office of Government Commerce to allow us to supply specialist IT contractors and interim managers to public sector organisations have underpinned exceptional growth for us in the public sector.
We expanded our “Academy” training and development programme for new recruits into the industry during 2007 and this has continued to deliver new fee earners into the different business units. We consider the Academy to be an essential driver for future growth.
I’d been in recruitment for 2 years and I was looking for a chance to begin to specialise in certain areas of IT and Finance. The InterQuest Group, and Genesis in particular were strongly recommended to me and in my 5 months here I’ve not been disappointed.
My manager backed my plans and I was immediately given the freedom to build my own specialism in Risk. Already I’ve now become the sole supplier to one of the larger consultancies, and have begun doing business with two more. My business has spread beyond the UK and things are looking very exciting going forward. Billings and earnings are excellent and I’ve got my sights firmly fixed on the next sales incentive trip!

When Cairn Energy was formed over 20 years ago, the Company set out on a spectacular journey which has seen it grow from a standing start to FTSE100 status. Emperor was appointed to update the existing PLC identity, retaining the characteristics of the original brand, but making it more contemporary and relevant for today’s market and, more importantly, introducing corporate standards and guidelines for consistent implementation in the future.
Cairn also asked us to develop a differentiated but complementary brand identity for its Indian subsidiary – Cairn India. The finished identity recalls its Cairn Energy heritage in the use of the iconic oval shape and retention of blue as it’s primary colour. The hand-drawn typography gives the logo a contemporary, international feel. The positioning statement of ‘Energy for India’ was developed in parallel with the identity.

Our Corporate Heritage The Lornamead Group was founded in 1978 by the Jatania family and today has a distribution network which spans over 50 countries worldwide. Lornamead was originally conceived as a marketing partner representing the interests in Africa of many blue chip companies. The business has pursued a strategy of creating and acquiring a portfolio of owned brands focusing firstly in Personal Care and subsequently Home Care categories.

RMJM, Scotland’s pre-eminent architects, asked Emperor to produce a visually stunning brochure and website to tell the story behind their successful bid to design Gazprom’s new headquarters in the world heritage city of St Petersburg. Following this we have also produced mailshot marketing packs showcasing their credentials and portfolio to both new and existing customers.

RMJM was appointed to design Gazprom’s new headquarters in St Petersburg, close to the Bolsheokhtinsky Bridge. This includes a new masterplan for Gazprom City, a 70-hectare site to be regenerated on the edge of the historic centre of St Petersburg, 5km from Palace Square.RMJM was selected following an international design competition involvingfive internationally renowned architects, and the purpose of this publicationis to describe the design proposals by RMJM which formed the submissionfor our winning entry.
St Petersburg is a very special place and has been recognised by UNESCO,which has awarded it world heritage status. It has a tradition of producingthe highest quality of buildings which come together to form the highestquality of urban environment. The design ideas included within this publicationcontinue that tradition. The proposals are formed from an understandingand respect for the city, an entirely contextual response which is rooted inthe ‘place’. The buildings are designed specifically for the site and are nottransferable. They respond to the bridge which provides the link to the city,to the city grain with its spires of gold, to the colour and richness of thebaroque Smolny Cathedral opposite and to the historical fortress which once occupied the site.
The proposals follow studies in precedent, studies in the history of the city and the site.
As well as respecting the history of the context, the design concept looksforward to create a new landmark which relates to the contemporary ageand has meaning today.

Здания были спроектированы специально для данного конкретного участка и не могут быть просто перенесены на другое место. В их архитектуре заложен диалог с Большеохтинским мостом, связывающим два берега реки и два города: старый и современный, как переходный элемент к историческому масштабу города с его золотыми шпилями и куполами, с богатством и разноцветием барокко в ансамбле Смольного Собора. RMJM has been appointed to design the new headquarters of one of the world’s largest companies, Russian gas giant Gazprom, who invited six internationally renowned architects to develop proposals for a tower to be 5km from the historic heart of the city, close to the Bolsheokhtinsky Bridge and Smolny Cathedral.
This publication outlines the brief and background to the project and explains RMJM’s underlying concept - creating a new spire comprised of five elements whose individual footprints gently rotate on their own axis as the building rises and tapers to create a dynamic new landmark.

The IPD Monthly Index shows that UK commercial property values fell by -4.3% in October 2008, making a total of -18.0% since 2007 year-end. Despite cuts in Base Rates, debt facilities remain scarce and borrowing costs remain high. UK economic prospects are poor in the short term; occupier demand has reduced and there is an increased risk of tenant failures. We expect better quality assets to recover more quickly than secondary properties and the Fund is reasonably positioned to benefit from this.

Epistem Holdings Plc is a biotechnology
company (LSE:EHP) based in Manchester,
UK developing innovative products and
services in the areas of oncology and

its expertise in epithelial stem cell biology
and gene expression profiling to develop

Emerging protein therapeutics
Epistem is discovering the key regulators
of adult epithelial stem cells and developing
protein therapeutics that control cell
production in the areas of oncology, oncology
supportive care (mucositis, alopecia), and
epithelial disease.
We have applied our discovery platform
of expert knowledge of the behaviour
of adult epithelial stem cells alongside
high-resolution gene expression analysis
to identify genes from which to identify
soluble stem cell regulators. Production,
purification, and testing of proteins is
underway in our industry-standard in vivo
functional stem cell assays.
Lead candidates that have demonstrated
robust and reproducible in vivo activity
are emerging from the recombinant
proteins for further characterisation in
disease-specific models.
Oncology collaboration: cancer stem cells
Epistem is leveraging its discovery platform
to identify novel targets/pathways in the
area of cancer stem cells. This emerging
area of oncology focuses on rare and
less-differentiated tumour stem cells that
are resistant to cancer therapeutics.
Cancer stem cells are thought to retain the
ability to self-renew, making more identical
daughter cells, rather than differentiating into
mature cells. Comparing normal to cancerous
self-renewal pathways is intended to reveal
new targets in oncology and also new
pathways to expand the renewal capabilities
of normal epithelial tissues.
Partnerships
Epistem intends to advance its candidate
therapeutics through the proof-of-concept
stage in preclinical development and then
to partner further development with drug
companies.
Epistem will also enter into discovery
partnerships with drug companies, initially in
the area of oncology and cancer stem cells.
This partnership is particularly attractive
since more than 80% of adult cancers are
of epithelial origin.
Leveraging combined business model
The Novel Therapies team identifies and
produces candidate regulator proteins
for evaluation in the Company’s industry-
standard preclinical efficacy assays. In
this way Epistem leverages its combined
business model to advance protein
theapeutics to the stage of well-characterised
preclinical candidates.

Inflammatory bowel disease describes
two separate diseases: Crohn’s disease
and ulcerative colitis (UC). Both are
characterised by chronic inflammation of
the gastrointestinal (GI) mucosa, resulting
in ulceration, mucosal bleeding and
diarrhoea. Disease is accompanied by
reduced nutritional status and weight loss,
and can be associated with a higher risk of
developing certain gastrointestinal cancers.
The histopathology and molecular basis of
Crohn’s disease and UC are very different,
with the immune response of UC that of a
Th2-type, involving cytokines such as IL-4,
IL-5 and IL-13. In contrast, Crohn’s displays
characteristics of a Th1-type response,
dependent on the production of IL-12,
TNF-a and IFN-g.
Epistem’s IBD platform combines a
comprehensive range of assays and
analyses. As IBD is a multi-factorial chronic
disease, it is impossible to provide a model
that truly represents the clinical situation.
However, by providing a range of models,
we can give a good indication of the
suitability of new therapeutics for treatment

Plucked Hair Biomarkers
Plucked hairs offer an attractive surrogate tissue for biomarkers.
Sample collection is minimally invasive, with the bulb of cells at the end of plucked hairs providing a relevant surrogate tissue for drug development in oncology. Solid epithelial tumours account for over 80% of adult cancers.
The hair follicle is highly sensitive to drug effects
Epistem co-founder, Professor Chris Potten, is a world-renowned expert in the behaviour of epithelial stem cells. He discovered that very low levels of radiation (0.01 – 0.1 Gy) induces apoptosis in the stem cells of the hair follicle.
From this finding, a series of experimental models demonstrating a dose-linear response of the hair follicle to toxicity were developed by Professor Potten’s laboratory.

What is Government Connect?
Government Connect is a strategic partnership between
central government departments and the local government
community that is delivering a private, secure, managed
network for English and Welsh Local Authorities.
As part of the UK Government’s ‘Transformational
Government: Enabled by Technology’ IT strategy and shared
services agenda, Government Connect was established to
create and roll out a secure IT infrastructure to support better
collaboration between central and local government.
This is intended to enabling local and central government to
share sensitive information online, quickly, easily, accurately
and in real time. It also provides secure email and data
exchange for local government employees, so that they can
transmit and access sensitive information appropriately.
Government Connect partners include the Department
for Work and Pensions (DWP), Communities and Local
Government (CLG), the Department for Children, Schools and
Families (DCSF) and the Local Government Association (LGA),
who have collectively invested £33m in the programme.
How VEGA has helped
VEGA began providing specialist support to Government
Connect in November 2006, undertaking an independent
system assurance task, which contributed significantly to a
major programme re-organisation. Four months later, VEGA’s
team was extended to provide Government Connect with
critical resources that understood and had experience of
secure system delivery and rollout.
