In all DCR programs, safety training is required prior to work commencement. Training is workplace-specific, appropriate to the workers’ particular tasks. The training curriculum and materials will be developed by DCR and universally applied by all suppliers when training their workers. Safety training will cover all general topics described above as well as topics specific to the individual assignment.

Smart Track’s onboarding checklist will track completion of all safety requirements, including specialized screening steps, safety training require-ments and safety equipment that must be provided for each worker’s job. Workers may need to complete medical evaluations or fit-testing. They may need to be certified on the use of equipment, or be licensed to operate specialty vehicles.

DCR develops procedures that are specific to each work site and job title. Procedures are designed to enforce and comply with your overall safety policies. All sites include procedures for:

• General safety rules and policies • Reporting safety concerns• Procedures for safety violations, accidents and near misses• Evacuation procedures for fires or other emergencies (routes and assembly locations)• Substance abuse • Safety signs and their meanings

As appropriate, procedures may be developed to handle:

• Chemicals and hazardous materials• Electrical safety and lockout/tagout• Certification of proper operation of cranes, forklifts and related equipment• Protective equipment• Control of blood-borne pathogens• Proper lifting and ergonomic techniques• Job hardening/warm-up exercises• Tool and equipment safety• Materials handling and storage

When documenting procedures, DCR recognizes that some procedures will most likely be read only in an emergency, while others will be read before a task is undertaken for the first time. To ensure that the needed information is available on demand, we provide documentation in a variety of formats:

• DCR’s innovative Vendor Management System, Smart Track, enables a worker or supervisor having access to a workstation or hand-held device to quickly call up a procedure by number, name, or subject.• During mandatory orientation, each worker receives a booklet containing safety and health regulations, as well as personnel practices and other company policies. The size and format make it easy for the worker to keep in a convenient and accessible place.• Safety signs are posted in high traffic areas throughout each facility.

All documentation is provided at a reading comprehension level and in languages reflective of the site’s worker population.

Smart Track provides on-demand information and monthly reports to keep you informed of all needed safety-related information. You will receive alerts when screening requirements are not met, safety equipment is not provisioned, or training is incomplete. You can schedule periodic training refreshers or conduct random drug re-tests. You can establish rules that prevent workers from beginning an assignment until all safety requirements are met.

On an ongoing basis, regular reports track compliance with all safety policies and procedures. In keeping with OSHA’s recordkeeping requirements, Smart Track records all work-related injuries and illnesses experienced by temporary employees. In the event of a government safety audit, the information needed to demonstrate compliance is readily available.

Long work hours, strenuous working conditions, or an irregular work schedule can lead to tragic mistakes that endanger workers and the public. The key to eliminating incidents caused by fatigue is to understand fatigue thresholds, monitor worker hours, and introduce mandatory limits or breaks.

Using Smart Track, you can Identify ‘high risk’ worker classifications, from executives to line workers, and establish a fatigue prevention program for each that will anticipate the point at which the effects of fatigue will show. Fatigue thresholds can be established by job title or location, and potential risks are calculated at the individual and program level. You choose the actions to be taken when a worker approaches the threshold. For each worker classification, you can choose to limit shift lengths, set restrictions on overtime, enforce mandatory breaks, require time off, or take other corrective actions.
