„The belief, you could reach everybody with the topic World Heritage, you can forget! We know for example, that 5 to 7% of our inhabitants are interested in cultural heritage. These people won‘t become more or less due to the World Heritage label. I can try to reach this small group. If I can manage this, I achieve my aim. To reach everybody is only the illusion of monument conservators.“ (source: Wolrd Heritage manger of a German city)

person 1: If the World Heritage label is effective to attract employees? No. But of course, Wismar has a great history as Hanseatic habour. If somebody is interested in such things and also in old bricks, he is right here!
Interviewer: What does the world heritage label mean to you and your colleagues?
Person 1: It is very subordinated. The essential reasons to motivate and keep our colleagues in town are a good team, own responsibilty, fun to work in our company. And if the salary is not too bad, than they will stay.

Conclusion
The UNESCO World heritage label is an effective potential, that can advance urban developements in a wide spectrum: monument conservation and socio-economic development.
The effects of the WH label for the urban developement are dependent on the (local) actors‘s activities and the spatial, socio-economic context of a city. Due to principal limitations, the effects of the WH label should not be overestimated.
Against this background, the opportunities to develop cooperations between the local civil society, the private economy and the city‘s administration to enhance the WH label, differ significantly in the specific spatial and socio-economic contexts. While in peripheral cities the UNESCO label can stimulate wide cooperations for protecting and using the WH label, that is not the case in metropolitain cities. In a metropolis, civil-public cooperations should be pursued and concentrated in the field of monument conservation and public relations.

Fazit

Local Management Structure: defined tasks
Bamberg Annual Report (2010:9):

2. responsibility for mediation and awareness raising;
3. supporter for conserving the Outstanding Universal Value (OUV);
4. initiator with the objective to use the potential of the World Heritage title for the good of the city.“
Wismar Interviews (2009):
„… Welterbe-Management als Querschnittsaufgabe mit koordinierender Wirkung :
1. Hauptansprechpartner für alle Fragen zum Welterbe Bamberg und als dessen Vertreternach innen und außen;
1. public relation for World Heritage (Presseamt)
2. conservation of the Outstanding Universal Value (Denkmalamt)
4. Initiator mit dem Ziel, das Potential des Welterbetitels zum Wohl der Stadt zu nutzen.“

Local Management Structures
The definition of the management structure depends on ….
local ressources (finances, manpower) of the city and
on the local interpretation of the World Heritage titel as potential for urban development.
„We are elaborating the management plan for ourselves, for our city adminitration and politics. Only a copy is for the UNESCO, that is satified by the chapters about the conservation measures.“ (German World Heritage co-ordinator, 7.12.2010)

Quality control and Monitoring
Local definitions of World Heritage monitoring and quality control …
refer especially to the conservation of the heritage substance;
insufficient monitoring and quality control regrading the „mediation“ of the World Heritage idea;
insufficient assessment of the monitoring data, hence missing feedback and action-guiding knowledge
