The Board: Responsibilities
1. Setting policies and strategies for the Fund
2. Setting operational guidelines, work-plans and budgets for the Secretariat and the TRP
3. Making funding decisions (approving grants)
4. Setting criteria for membership and appointing the TRP and the Executive Director
5. Considering, approving and monitoring cooperative agreements with other organizations and institutions
6. Advocating for the Fund and mobilizing resources
7. Establishing criteria for participation and rules of procedure for the Partnership Forum

Partnership Forum: Themes
1. CCMs: review of effectiveness of CCMs (civil society involvement, relations with other mechanisms)
2. GF as a new Financial Mechanism (review of current funding policies, role of LFA, PRs)
3. Results: what impact (reduction in infections, illness & death) has been achieved so far at country level, has it reached the people in need, has the money been additional?
4. Public-private partnership (is the GF building effective partnerships at global and country level; public private partnership? Partnership with people and communities living with the diseases?).

Partnership Forum: Participation
Preparatory discussions/input:
• Internet and email discussion fora will provide opportunities for broad consultations and information sharing (H&D Networks) – PartnersGF
• Existing country and regional meetings on related issues can spend some time discussing GF themes and ensure input is fed into process
• Discussion activities and process can assist in deciding which delegates should be sent to the event - stakeholders who do not normally have access to governance structures
• Discussions must cover all three diseases

Partnership Forum: Participation
Event:
• Secretariat has funding to cover 120 participants, others funded by outside sources
• Limit of 600 for entire event
• NGOs will play a key role at the Forum – participation of people living with the diseases will be emphasised
• Regional constituencies also have allocations (e.g. Eastern Med.)
• Individual applications will also be received
