Is intended to be supplemented by project-specific special

provisions. Some agencies use as a reference specification.

“Greenbook” is published every three years.

In each intervening year, a supplement is published.

Second intervening year supplement is cumulative, i.e. it

contains what was in the previous supplement.

Copyrighted. Reproduction or usage of the language in the

Greenbook by anyone other than those authorized by Public

Works Standards, Inc. is prohibited. This is why the

Greenbook is not a public domain document.

1967: First Edition published. Task force: 4 years, 400 persons. Major sponsors/first to adopt: City and County of Los Angeles.

1967 – 1995: Written and promulgated by the APWA – AGC Joint Committee.

December 1995: Joint Committee Dissolved.

January 1996: Public Works Standards, Inc. (PWSI) formed.

1996 – Present: Written and Promulgated by PWSI.

What is the “Greenbook” Committee?

“… an Administrative Committee of Public Works Standards, Inc.

which was created for the following purposes:

A. To produce a new edition of the Standard Specifications

for Public Works Construction and the Standard Plans for Public

Works Construction triennially and annual supplements between

the triennial publications.

B. To promote the Standard Specifications for Public

Works Construction and the Standard Plans for Public Works

Construction and determine the extent of their use by public

agencies.

C. To evaluate proposed additions, deletions and

revisions to the Standard Specifications for Public Works

Construction (hereinafter "Greenbook") and the Standard Plans

for Public Works Construction (hereinafter "Greenbook Standard

The “Greenbook” has a long history of usage by local agencies inSouthern California.

The “Greenbook” is consistent with the intent of standardspecifications, but does not contain, nor is intended to, all of thespecifics needed for comprehensive specifications.

Participation on subcommittees and task forces is at an all time low.For the “Greenbook” to continue as a sustainable entity, new andbroader participation from public agencies and consultants isneeded.
