RECOMMENDATIONS

• Emphasis on voluntary consolidation and inter-community collaboration

• Focus on strengthening capacity of local communities

• Sound local budget processes and improved local tax administration

• Equalization grant + Capital Development Grants + Expansion of local borrowing
