Study on Analysis of costs and benefits of active vs passive measures
The study will review the effectiveness of active policies (e.g. training, employment incentives, job search assistance etc. ) in comparison to passive" measures (unemployment benefits, early retirement) in times of economic expansion and of recession (on the basis of ESTAT LMP database, theory and evaluations, earlier EiE analysis)

An open call for tenders will be launched for the signature of a Framework contract for maximum four years in order to facilitate the procurement of economic studies and research in the area of Employment.The tasks or assignments to be performed will be governed by specific contracts. The price of each specific contract will vary in accordance with the complexity of the tasks that will be required. The aim of this framework contract will be to provide economic analysis, evaluation and policy advice in the context of the new Lisbon 2010 strategy, both at national and Community level, regarding employment issues.

Study on Employment policy priorities including development of a methodological capacity to strengthen employment dimension of Lisbon
Study to assess the employment dimension of the 4 Lisbon priorities: fostering international co-operation on innovation and research, promoting stronger regulatory convergence and European standards, raising the profile of labour issues in our trade relations, and pushing other countries to embrace ambitious climate change goals. The study will also included further development and refinement of Lisbon assessment framework to cover the whole spectrum of employment and social issues with special focus on qualitative aspects of Lisbon. The methodological framework should allow to monitor performance (in qualitative and quantitative terms) and policy response from MS and the EU.

Small-scale studies in support of "Employment in Europe report", of monthly and quarterly labour market monitoring and reporting and in support of the EES and Lisbon
The aim is to cover short-term needs in relation to analytical work in support of:a) the Employment in Europe reportb) the monthly and quarterly labour market monitoring and reportingc) the EES policy assessment in the context of the Lisbon cycle by ad-hoc literature review, analysis and fact-finding;d) preparatory papers research within the context ofthe Lisbon Strategy or the EES policy. Study on Development/maintance of labour market model
Further development/maintenance of labour market model - The current study VC/2007/344 will result in a blueprint of a labour market model, which will be tested for half a dozen of Member States. Further exploitation will require data collection for other Member States, updating, integration with other Commission models and analysis of outcomes.

6 Evidence-based policyStudy on Monitoring of sectoral employment
Collection and regular analysis of key sectoral data with a view to identify and monitor sectorial employment developments and inter-dependencies (e.g. using an input-output method); special attention will be paid to flexicurity, skills, outsourcing and restructuring, techological change etc. This study will benefit from a small scale study (VT/2009/042, to be launched in mid-autumn 2009) aiming to identify the statistical basis for monitoring sectoral employment, using advanced business indicators, data from employment services etc.

Study on "The impact of the global economic crisis on decent work and decent work policies in key emerging economie, with a special emphasis on the situation of young people and women
In how far has the crisis, and its focus on combating unemployment, changed the promotion of decent work and how did decent work policies react to the new challenges in selected emerging economies (with fieldwork in China, India, Mexico, Brazil, Chile). Are the longer term benefits of decent work taken into account in the recovery policies of these countries? The study should enhance the Commission's knowledge base, feeding into the Commission's 2011 Decent Work Progress Report. It should also inform with a view to advancing the Commission's position on Decent Work at international level (e.g. in ILO, G8/G20 context). Young people and women are among the groups suffering most in the downturn of labour markets due to the economic crisis. The study will therefore include a specific focus on the impact of the crisis on the participation of young people and women in the labour markets and their decent work opportunities in selected developed countries (US, Canada) and emerging economies (China, India, Brazil), and the policies in place for enhancing their employment pros

Study on learning from international dialogues on new skills for new jobs
As part of the New Skills for New Jobs initiative, theCommission has been launching a series of dialogues with its bilateral partners (China, India, Canada, US etc.). The purpose of this study is to synthesise the results of these exchanges and to analyse the potential lessons to be drawn from a comparative perspective, against the background of the ongoing policy development on NSfNJ within the EU. Enhancing the EU's knowledge base on these issues from a comparative perspective will feed back into the bilateral dialogues and the activities of the EU at international level (ILO, OECD) on this issue.

A call for tender will be launched in order to facilitate the preparation of the analysis that must be carried out on the ILO Conventions, following the Recommendation issued by the European Parliament on 26 Nov 09, for which the Commission Commission has been requested to analys and inform the Parliament and MS on the Conventions that fall within the Competence of the European Union and which fall under the subsidiarity principle.

This project aims at ensuring full participation of Member States and at developing improved data on labour demand by economic activity, occupation and region. The project includes the development of works to establish a regulatory framework - 2010 will be the first year of delivery of data in accordance with the full application of the regulation on quarterly vacancy statistics. Spendingwill aim to improve the coverage and timeliness of quarterly statistics - thus improving their relevance for labour market monitoring -, as well as the annual data collection allowing analysis of labour turnover by occupations, sectors and regions.

This recurrent project is in a phase of consolidating the LMP database methodology and the data collection. Regular annual data collection, improved timeliness and data quality make the LMP database suited for monitoring of the EES in certain areas (prevention, activation and aspects of Flexicurity, crisis). Continued analysis is needed to understand better the national systems and labour market programmes in order to increase further the comparability of the database. Extension of the database is needed to cover the new Member States, to gain a better understanding of the destinations of exits, to adapt to recent policy requirements for calculating activation rates of long-term unemployed persons.

OECD/EU joint management on "The role of naturalisation on the integration of immigrants"
One area where there is still a lack of research are the socio-economic implications of naturalisation. The different dimensions remain to be investigated in most countries, and international comparisons have not been done. Some of the major issues are access to employment, including public sector employment or regulated professions, impact on wages, and occupational mobility). Additional consideration can be given to the implications for broader social integration (language, housing, etc.).This work would represent a follow-up to the joint work done in 2009 on the labour market integration of the second generation, since it is a particularly important issue for that group. However, the project would not be limited to the children of immigrants, but will include first generation migrants and others.The different experiences in terms of policy and outcomes in European and non-European OECD countries would be contrasted. One question the project will attempt to answer is whether or not there is evidence for a “trade-off” in naturalisation policy

Assessment of feasibility, costs and benefits of main policy issues at EU level to tackle the gender pay gap
This study aims at assessing the feasibility (legal and practical) and the costs and benefits of legal and non-legal measures that could be implemented at EU level. The outcome of the study will feed-up the Commission's reflection on what further actions should be undertaken, notably in reply to constant requests from the EP.
