What do we want to look at?

Open Data

(information provided by local

government units in

compliance to the full

disclosure policy)

Domains of Governance

(emphasis on budgets, resource

utilisation, and procurement transactions)

Emerging Outcomes(how open data

makes governments

more transparent and

accountable)

What sorts of outcomes?

• What local government systems, structures, and processes were impacted by the compliance to share governance information publicly through the LGU website?

• How has the sharing of governance information affected the governed – civil society representatives, business groups, the media, academic institutions, civic groups, and other stakeholders- in terms of their participation in local governance?

Question Sources of Information Methods1.How do provincial local governments provide government data through websites? How do the governed (or their intermediaries) access and utilize the information? Do current local systems, as required by national mandate, conform to the characteristic of Open Government Data (OGD) where any user can “use, reuse and redistribute [a piece of content or data] – subject only to the requirement to attribute and share-alike”?

• KII and FGD questionnaires, with corresponding analysis tools are currently being finalised, test run in a non-site is scheduled in May 2013

• Communication tools based on issued protocols are currently being designed, including a website with built-in blog for the researchers, and a project brochure

• Initial talk with DILG representatives for endorsement
