At present, technology is at a sufficient enough level for the commercial deployment of offshore

wind power installationsOnshore Cost

Offshore Cost

These differences are reflected in greater investment and a different cost structure in offshore wind energy

Offshore wind energy is undergoing rapid development, with ever more demanding requirements and potential for its implementation than onshore wind power.

Advantages Requirements

Improved load factor

Turbines and farms of greater capacity

Greater areas of availability

No visual impact or noise restrictions

oNew technological challenges

oProblems of grid connection

oInstallation and O & M costs

oNeed for new contractual models to reduce risk and CAPEX

Evolution of the LCoE* according to the cumulated offshore wind capacity installed

Offshore wind energy is a renewable source of great potential…

Thanks to developments in foundations, offshore parks are located in waters of greater depth and in areas more remote from the coast.

• Currently, the average location of the 69 farms installed in Europe is at 16 metres of depth and 29 km from the coast (the majority being turbines fixed on theseabed using monopile gravity foundations).

•The future lies in floating structures and other concepts, which will increase viability and profitability of offshore wind of coastlines with deeper waters.

The Basque Country has developed a strongindustrial framework in the wind powersector thanks to the driver effect of leadinginternational companies such as Iberdrolaand Gamesa, playing a prominent role intechnological and market development(with over 22 GW installed in Spain since theoutset in the mid 1990s as a pioneeringcountry at an international level).

The maritime sector in the Basque Country figures highly in the economic and industrial development of the BasqueCountry. Furthermore, the maritime sector in Euskadi is a world benchmark thanks to its knowhow in theconstruction of high technology vessels and manufacture of equipment and products of high added value.

The sea serves as a natural habitat for local companies and their experience in sectors such as oil and gas makes themnecessary players for the development of offshore wind power, as they are able to offer solutions both in the designprocess and the construction of the wind farm and its equipment both during operation and maintenance and itssubsequent disassembly:

•Installation and maintenance vessels

•Foundations (fixed and floating)

•Manufacture and integration of electrical substations

SAITEC has developed SATH©, a concrete floatingplatform which provides a cost competitive solutionfor the Offshore Wind Market. A completelyonshorised construction process, low material cost, plug & play simplified installation and reducedmaintenance costs, among others, lead to aremarkable cost reduction when compared not onlyto other floating solutions but to bottom-fixedsolutions in medium and deep waters (from 35 m).

TELWIND Floating Platform integrates a novelfloating substructure and a self-erecting telescopictower, providing all the performance advantages ofa spar substructure while allowing for a qualitativelylower material usage. The TELWIND platform allowsfor a full onshore preassembly of the overall systemat low draft and low height conditions, ensuring thereduction of offshore works and auxiliary means. Thisconsequently overcomes the limitations of theavailable inshore infrastructure and offshore heavylift vessels, ensuring a robust and reliable solutionwith the capacity to reduce drastically the LCOE.

NAUTILUS Floating Solutions has developed asymmetrical, four column floating platform foroffshore wind that includes a clever in-betweencolumn design for the heave plate. Backed up by astrong industrial consortium, NAUTILUS is aimed toinstall its first 1:1 scale prototype in the next coupleof years in a yet to be decided appropriate site.

…with a relevant focus on foundations for deep waters

… boosting the creation of advanced manufacturing and validation infrastructures

• The objective of WINDBOX is to have a unique piece of high standard equipment available to allow the integrationand validation of multi-megawatt turbine subsystems (>5MW).

• The capacity to test components integrally and under conditions as near as possible to those in the field (loads, temperature, humidity, vibration) will allow manufacturers to optimize their design, efficiency and reliability, resulting in a major improvement in technological positioning and international competitiveness for suppliers andintegrators of products and systems in the wind energy sector.

•With the support of this initiative, the Basque Government begins to implement its Advanced ManufacturingStrategy, one of the cornerstones for the improvement in Basque industrial competitiveness, fully aligned with theIndustrialisation Plan and the Regional Innovation Smart Specialisation Strategy (RIS3), which sees bothadvanced manufacture and energy as two of its strategic priorities.
