• Perception that open education is peripheral to Scot Gov priorities.
• Lack of a statistical evidence base supporting impact of open education on learners.
• Scottish Open Education Declaration brought to attention of Cabinet Secretaries for Education by ALT Scotland SIG.
• Encouraging but non-commital.
• Attracted global interest and model has been adopted in a number of other countries including Slovenia , Morocco

• OER Vision building on• History of the Edinburgh Settlement.• Excellent education and research collections.• Traditions of the Enlightenment and civic mission.

FE Sector • FE sector is bedding down after upheaval of regionalization.
• Merging institutional systems & creating infrastructure to share is a priority.
• Re:Source repository hosted by Jorum moved to http://www.resourceshare.ac.uk/
• More interest in walled garden approach to sharing, e.g. Blended Learning Consortium led by Heart of Worcestershire College. cf COLEG initiative.
• Sector is accepting of open educational practice and OER in theory, but cautious in actual practice.
