A New Approach – Compliance not Enforcement

Operator Compliance Risk Score (OCRS)

• Deployed in 2006 to help DVSA examiners identify high risk Goods and Passenger vehicle operators and reduce the impact of enforcement on compliant operators.

• OCRS determines the operators risk of non compliance based on “encounters” with DVSA over a three year period

• All operators treated in the same way and provides an incentive to maintain or improve standards of compliance

Operator Compliance Risk Score (OCRS)

• Effectiveness of OCRS• Annual Baseline Compliance Surveys shows that

when vehicles are selected for inspection at random this results in an average 12.5% offending rate.

• When OCRS is used to target high risk vehicle operators the offending rate increases to 45% for technical condition and 18% for other offences such as drivers’ hours.
