Building partnership and cross government working: • Partnership building takes =me
• It is important to focus beyond a single partnership. Instead it should be about a lead partnership, which acts as a catalyst for communica=on and dissemina=on to a network of partnerships
• Keep it simple. Focus on a small number of priori=es –do not try and do too
much • Divide tasks between the members of the partnership • Ensuring the right partners are involved at each stage. As the EL work
develops, different or new partners may emerge who need to be engaged.

Business engagement: • It is important to Involve business into partnership, and support of
business as part of the communica=on strategy • Business engagement is crucial. Business can communicate the messages
more effec=vely at both school/university and policy levels. This is used par=cularly effec=vely in Wales.

Communica/ng with different partners and audiences: • Having a single look and feel for entrepreneurship educa=on is important, to
make everything look similar, and make it recognisable for young people and partners.
• Simple approach and simple messages, which clearly communicate a set of
priority ac=ons. • Good communica=on can help increase poli=cal support. A route to achieve
this can be to communicate plans and progress to a broad network – press releases, promo=on events, sharing success stories through newsle]ers/web.
Monitoring and Evalua/on • The EL strategy in ME is ambi=ous and wide-‐ranging, which means that it is
more complex to both implement and monitor.
The mee-ng results: 1. NP Model: Three Op-ons Proposal (for consulta/on with NP members) The delegates began the process of developing three Na=onal Partnership model op=ons. Independent organisa=on (with own funding and access to EU/donor financing) Legally mandated body (i.e. official government recogni=on and specific budget) Working group with no budget (no change) 2. Dra> Ac-on Plan 2016 (for consulta/on with NP members) This translated the study visit conclusions and insights into a first draO of a Na=onal Partnership Ac=on Plan to take forward in Montenegro. This will be further developed both during and as part of the next NP mee=ng. Current ac=on areas include: • Na=onal partnership model • Communica=on • Na=onal and Partner ac=vity • Monitoring & evalua=on 3. Detailed mapping of EL Partners, Stakeholders and Networks This work can inform the development of the communica=on strategy element of the NP ac=on plan in 2016

LESSONS LEARNED IN WALES • Poli=cal commitment • It is not a single partnership – but making stronger connec=ons between a series of
different partnerships • Keep the messages simple • Add value to what partners are already doing • Measure progress. Celebrate success. • Summing up – the partnership has to look outwards to ensure that others value the
partnership.
