 INTRODUCTION

Law and order is a nourishing root of the problem tree of Pakistan. The branches on this tree are increasing in size and number each day.

Law and order constitutes civil laws written in the constitution, its enforcement by the law enforcement agencies and prosecution of the offenders.

WHAT IS LAW AND ORDER?

Pakistan in its history has always faced this challenge and up till now governments have formulated some norms but they lack implementation. People talk about improving law and order but they are the first ones to break it.

We are fighting the war on terror, having lost 4000 lives and infrastructure loss of fifty two billion dollars.

The forces, police and civilians are being targeted everyday. Forces have managed to arrest terrorists but none of them has been sentenced. They are let free due to lack of evidence.

CURRENT PICTURE OF LAW AND ORDER IN PAKISTAN

I DON’T KNOW HOW MUCH EVIDENCE DOES OUR LAWS DEMAND?

If you don’t have a license or you break any traffic rule, it is very easy to escape by just giving a 50 rupee note to the sergeant.

We see the police reaching crime scenes as late as possible.

Prosecution gets adjourned for long time. It takes months for small cases to finish.

A student travels to his university. Every month he gets his cell phone snatched. WHY SHOULD HE WISH TO STAY BACK IN PAKISTAN?

Some tourists who come to Pakistan hardly travel three kilometers from the airport when they are intercepted and robbed

Problems:There are certain flaws in our laws of the

Pakistan penal code which need to removed. The punishments have to be made more strict. Government figures intervene in police matters.Example: A person who commits house theft

may get three years imprisonment which I think is not enough.

A minister from a certain political party can order to release his party worker from prison.

Corruption in law enforcement agencies.Example: Policemen have affiliations with

certain criminal groups.  They also take bribe from the people. They

endorse wrong cases on an accused person and sometimes on the witnesses too.

The prosecution in the courts is slow. Lower level judges are biased and the cases do not end up to positive results.

PROPOSED SOLUTIONSThe laws of the Pakistan Penal Code should

be renewed with strict punishments.• The wages and allowance of the police and paramilitary forces should be increased. They should be trained effectively to tackle different situations. The induction in these departments should be solely on merit.

Effective policing system should be established for enforcement of laws and curtailing crimes. Policemen having political affiliations should be removed.

The judicial system should be made efficient and speedy. The cases should dealt on daily basis. A commission should monitor the activity of the lower level judges.

Increase public awareness of all laws and liable punishments by government and NGO’S.
