Recommendations

• Enforcement:

• The group recommends the law should be enforced accordingly. Themove is not merely to penalize people but to educate and make theagenda of making Labuan a cleaner, greener and beautiful citymaterialize. Initiatives to educate people to understand the lawshould be supported. In particular, continuous engagement byenforcement authority with schools, households, hotels or industryare highly recommended.

Recommendations

• Engagement with the financial sector:

• The group recommends the local authority of Labuan to take advantage is position off-shore financial hub by getting local and international banks and investment companies to introduce green and inclusive lending and investment practices. By doing so, the banks will develop standardized policies and procedures that will take into account the risks and impacts on the environment and community including waste management when making financing decisions. Where possible, require them to develop remedial measures to mitigate the project’s risks and impacts identified. This practice will lead for more efficient way to strengthen the responsibility of industries on waste management issues. Alternatively, local authority could add waste management requirements as part of the eligibility criteria for households to receive micro-credit.
