OverviewThere are two critical things that HBCUs must do to thrive in today’s climate:

1. Secure revenue from previously untapped sources, and

2. Partner together

The Challenge• Traditional funding sources for research in

academia are drying up, and becoming more competitive.

The Challenge• National Science Foundation Appropriations

Year Appropriations ($B)

Change

2010 6.49 -

2011 6.86 +5.7%

2012 7.03 +2.5%

2013 6.88 -2.1%

2014 7.17 +4.2%

2015 7.34 +2.4%

2016 7.46 +1.6%

The Opportunity• Federal contracts

The Opportunity• One example:

• NASA has a stated 1% agency goal for HBCUs and MSIs.

• $17.5B contract budget suggests that $175M is available to us under this goal (YEARLY!).

• According to NASA sources, they barely meet 1/10th of this goal.

The Approach

1. Preparation2. Seek Collective Opportunities3. Agency/Congressional Advocacy4. Support and Challenge Each Other

The Approach

Preparation

The Research, Innovation, Science and Engineering Foundation at Alabama A&M University (AAMU-RISE) was established to cultivate, secure, and execute government contracts on behalf of the university.

Formally established January 2015

The ApproachSeek Collective Opportunities

Seed opportunity• $250K to industry led

consortium• Due March 2017• Focusing on software

development

The ApproachAgency/Congressional Advocacy

We need people consistently walking these halls. • To know who we are and what we can do• To hold agencies and lawmakers accountable for

the legislation they create.• To advocate for new favorable legislation.• Influence appropriations.

The Approach

Support and Challenge Each Other

• Communicate and collaborate on opportunities• Joint proposals where possible• Prime/sub - sub/prime on contracts• Leverage resources (establish rates)• Set goals and compete (friendly)• Gain maturity in executing contracts

Results• Completing GSA Schedule• Obtaining an AAMU-RISE Facility Clearance• Approximately $2M in awards in 11 contracts to-date• Employing over 30 people FT/PT including 12 students• Entered into multiple teaming agreements• Establishing audit ready financials• Engaging consultants for business development,

marketing, accounting• Developing the Knowledge Sharing Center, a portal for

training on contract activity for academic institutions• Developing a Comprehensive Marketing/Capabilities

Package for the Foundation• READY FOR SOMETHING BIG!

Dissemination – Let’s talk Preparation• The Knowledge Sharing CenterThe Knowledge Sharing is a portal where the universities and industry can gain valuable information as how the government will like you to operate on a federal contract vs. a federal grant or Cooperative Agreement

Grant, Cooperative Agreement or Contract What’s the difference?

Grant Cooperative Agreement Contract

Federal Grants Federal Contracts

A flexible instrument designed to provide money to support a public purpose. Assistance with few restrictions

A flexible instrument designed to provide money to support a public purpose. Assistance with involvement between parties.

A binding agreement between a buyer(Agency/Prime) and seller (Universities) to provide goods or services in return for consideration (usually monetary). Procures goods or services.

Basic Purpose

Cooperative Agreement

Grant, Cooperative Agreement or Contract What’s the difference?

Federal Grants Federal Contracts

Flexibility Principal Investigator has more freedom to adjust the project and less responsibility to production

Substantial involvement is expected between the executive agency and the State, local government, or other recipient when carrying out the activity contemplated in the agreement.

High level of responsibility to the sponsor for the conduct of the project and production of results.

Cooperative Agreement

The Purpose of The Knowledge Sharing Center

• Assisting with creating a federal contract infrastructure to pursue government contracts

• Focus universities on specific opportunities and assist with responding to those opportunities.
