Background of Conflict Government programs to open oil palm plantations in
border area Indonesia-Malaysia (Kalimantan Island)
Target of the program was the opening of 1.8 million ha of
oil palm plantations of the Sambas district (end of west
Kalimantan) until the district Nunukan (end of East
Kalimantan along the 800 km
Many major oil companies began to be interested in
opening plantations in the area because it is still composedof primary forest.
Like PT Wilmar which has concessions in Sambas
district.

Anak Perusahaan PT WILMAR di Kabupaten
Sambas PT. Wilmar Sambas Plantation acquired the land
exploitation permit from the regent by the letter of
503/008/BKI-C, 02-03-2005 for 18.700 ha, especially in
the sub-district of Galing, Sejangkung and Sajingan Besar
PT.Buluh Cawang Plantation that has also acquiredexploitation permit for 14.400 ha in the sub-district of
Paloh, Galing dan Teluk Keramat and Sajingan Besar
PT.Teluk Keramat for 17,700 Ha. Almost all of theconcession are exactly located on the states border area of
Indonesia and Malaysia

The company has caused deprivation of land and secret forest, one of themwas in Senujuh village, Bantanan village, Sasak Village, where thecompany has cut down rubber trees that belong to the local people.
There was indications of corruption and collution practice occured, sincethe permit was not equipped with the proper permit of feasible study on
environment impact (AMDAL) PT. Wilmar Sambas Plantation has also indicated to be involve causing
smoke pollution for the past few month in the province. The company hasillegaly implement land clearing for the area of 15 Ha.
PT. Buluh Cawang Plantation is the member of PT. Wilmar group in sub-
district of Teluk Keramat, Galing and Paloh also indicated that it has causedto the conflagration of some 30 Ha to peoples rubber plantation
PT Wilmar menyuap kepala desa untuk membebaskan lahan tanpapersetujuan warganya.

International Level Sending letter to president RSPO and engage the affected
community PT WILMAR in RSPO in RSPO 4, 5 and ke-6 tomeet directly to managers level from WILMAR.

LESSON LEARN FROM SAMBAS COMMUNITY
It is needed partners (NGOs) who really commit to work
together in solving the case, start from local, national and
international. Several times go to the field to identify areas with conflict, as
well as establish and create a contact in conflict areas.
Creating networks between villages who are become thevictims of oil palm expansion
Carrying out Paralegal training, lobbying and negotiations in
the villages in conflict. had an audience with many of the authorities
Conduct a media campaign actively
Monitoring to determine the case development.
Recommended
