-------------------------------------------------------------------------------------------------------------------------------BACKGROUND:QANDIL is a Swedish non-profit, non-political, non-religious humanitarian aid organization that wasfoundedin1991inStockholm,Sweden.HavingcontinuouslyoperatedintheKurdistanRegioneversince,QANDIL’smainprioritiesofworkareconstructionandinfrastructureactivities,refugeeandIDPinitiatives,health,water,sanitationandhygiene,andcapacitybuilding.
-------------------------------------------------------------------------------------------------------------------------------JobDescription:ReportingtoQANDIL’sFieldCoordinatorashis/herdirectsupervisorandtotheUNHCRStaffinErbilasthepartners,thePARCProtectionCoordinatorwillberesponsiblefortheoverallsupervisionoftheIDPandrefugeeprotectionresponseinErbil.S/hewilldrafttheworkplanwitheachoftheteammanagers,IDPPARCManager,RefugeePARCManagerandOutreachVolunteerManager.S/hewillensurethateachmanagerisfollowingtheproperworkplanwhileremainingflexibletowardstherapidly changingprotectionprioritiesof the IDPs and refugees. S/hewill be required toprovidetechnicalguidanceonprotectionissues,includinggeneralprotection(accesstosafety,freedomofmovement,arbitrarydetention,militaryrecruitment,documentation)aswellaschildprotectionandSGBV.S/hewillensurethattargetsarebeingmet.ThePARCProtectionCoordinatorwillalsoneedtoholdregularmeetingswiththevariousIDPandRefugeeprojectmanagersandstafftoensurethatservicegapsinareidentified,andsolutionsarefoundincloseconsultationwiththeUNHCRstaff.S/he will be responsible sending accurate and professional bi-weekly and monthly reports,providing constructive feedback to currentmanagers and orienting newly hired ones. ThePARCProtection Coordinator will also be responsible for the quality of the job performance of theAccountabilityofficer.S/hewillenhanceQANDIL’sinterventionsthroughoutErbilGovernoratetomeetrefugees’andIDPs’protectionneeds.InconsultationwiththeFieldCoordinator,theCountryDirector,andtheUNHCR;thePARCProtectionCoordinatorwillattendprotectionmeetingswiththehumanitariananddonorcommunityregularlytoincreaseQANDIL’svisibilityandtoidentifyfutureopportunitiesofinterventionfortheorganization.MainDutiesandResponsibilities:• StreamlineprotectionandcommunitybasedprotectionintoallactivitiescarriedoutbyQandil.• BuildprotectioncapacityofkeyQandilstaffindifferentdepartmentsandprojects,• Meetwithprojectmanagersonaregularbasistoimproveandensuretheinclusionofprotectionstandardsintheprojects,
• Previewandensureinclusionprotectionaspectsandqualityofbiweeklyandmonthlyreports,andcontributetoannualreports,• Develop good working relationships with donors, governmental departments, local andinternationalorganizationsineachthematicarea,
• Politicallyandculturallysensitivewithqualitiesofpatienceanddiplomacy,• StayovertimewhenrequiredtomeettheneedsofunforeseenIDPandrefugeeinfluxes,

• LiaiseandcoordinatewithUNHCRstafftomaintainacloseandprofessionalworkingrelationship,• Attend relevantmeetings of partners and donor community to identify gaps and to improveQANDIL’spresenceandneedforfuturehumanitarianinterventions,
• ServeasCoLeadofErbilProtectionWorkingGroup,• Performotherrelevantdutiesasdirectedbyseniormanagers.
Theincumbentwillhavetopossessthefollowingskills:
QualificationsandexperienceEssential• Atleastthreeyears’experienceinmanagingprotectionprojectsinrefugee/IDPsituations,campaswellasurbancontext,includingemergencyoperations.
• Degreeinrefugeestudies,humanrightsLaw,internationalrelations,developmentstudiesoranyotherrelevantfield.
• Excellentplanningandorganizingskills.• Excellentcommunicationandpresentationskills.• Abilitytoworkundertime-pressureandexcellenttimemanagementskills.• Abilitytoguide,mentor,coachandsupervisestaff.• Abilitytodemonstrateagoodunderstandingofcommunity-basedapproachandurbanrefugeeandIDPpolicies.
Desirable
• ExperienceofworkingandlivinginMiddleEast,orsimilarcontexts.• SpecificexperienceofmanagingUNHCRandotherdonorprojects.• Completionofprotectionlearning/trainingactivities.• KnowledgeofArabicand/orKurdishisdesirable.
