Chapter 1- Authority

• 1.4 f. Clarifies that Judicial and Legislative branch agencies are exempt from DGS/DPS regulations and provides those agencies with unlimited delegation of purchasing authority.– Code of Virginia, § 2.2-1110

Chapter 2 – Sources of Supply

• 2.1 b. New guidance for VCE exemption– May be granted by consent of both Director

of Purchases and Supply and the CEO of VCE if: the item does not meet reasonable

requirements an identical item can be obtained at a

verified lesser cost insufficient supply

• 2.1 h. Institutions of Higher Education are not required to obtain approval from Fleet Management for vehicle purchases.– VPPA and APSPM policies still apply

requirement minimum from $250,000 to $350,000 for transportation-related projects.

used up to the Agency’s delegated authority.

or nonprofessional services may be made using Reverse Auctioning tools in eVA (not for construction, professional services, highway bulk purchases or aggregates).

• For goods or services that can be easily specified, with definable quantities (up to 6 line items)– Set-aside requirements apply– Awards are made by Grand Total only

• Only eVA registered vendors can participate. Paper responses are not allowed. Bidders must participate electronically.

• 4.16 b. Conference Planning

– Changed threshold requiring written solicitation from $50,000 to $30,000.

– Number of contacts required raised from three (3) to four (4).

Chapter 5 – Small Purchases

• 5.3 a. – Clarified that a written quotation is not required

for over the counter SPCC transactions (up to $5,000).

• 5.6 b. – Specific sourcing requirements removed.

• 5.7 a. 5– Notice of Award is required if Notice of Intent to

Award is not issued for unsealed proposals.

• 12.7 b. 3 Revised section to make it optional instead of mandatory that any public sale or auction of surplus materials be offered to political subdivisions, schools, and qualified non-profit 501(c) organizations.

• Section II, 19 Updates Special T&C for Delivery to re-write section and delete statement that delivery date may be a factor in making the award.

• Section III, 3(f) Updates Additional T&C for Non-Capital Outlay Construction to require subcontractors and tradesmen to have proper DPOR license.
