1.2 Responsibilities of Hirers
1.2.1 Site inductionTheSydneyTownHallisaheritage-listedbuildingandassuchhasspecificsiterequirementsAllHirer’s activities must comply with the City of Sydney’s WHS Policy which is available from the Sydney Town Hall website. Upon entry to Sydney Town Hall, Hirers and their Contractor’s must sign the Sydney Town Hall Hirer and Contractor Induction Handbook which outlines responsibilities and safe work practices. A copy is provided to the Hirer before the Production Meeting and is available on the Sydney Town Hall website.
1.2.2 Responsibility for equipmentIf hirers provide their own equipment, it is their full responsibility to load in, move, set up, pack down and remove this equipment from the venue. The safety of this equipment while on council property is the responsibility of the hirer.
1.2.3 Use of smoke machines or particle release stage effects
If the Hirer wishes to use water-based smoke machines, hazers, or any other effect that results in major particle release(smoke,dustormist),thiswillrequireisolationoftheemergencyalarmsystem.Aminimumoftwo Fire Wardens will be required for the total duration the machines will be in use – in addition to this Fire Wardens will be required for 60 minutes after the device is switched off to allow for the room to clear. These arrangements must be advised in the Production Meeting prior to the event. Additional charges apply for this activity. See the Schedule of Additional Services and Charges.
1.2.4 Prohibited equipment and activitiesNonakedflame,oil-basedsmokemachinesorsmokingispermittedinsidethebuildingunderanycircumstances.Helium balloons are not permitted in the Sydney Town Hall. Pyrotechnics or confetti style canons are not permitted inside the Sydney Town Hall. Streamer canons are permitted, although an additional cleaning charge may apply depending on the size and scope of the arrangement. See the Schedule of Additional Services and Charges. Straw bales or any other items that constitutes a potential bulk fuel load including propane gas are not permitted inthevenue.NothingistobeaffixedtoanypartoftheinteriororexterioroftheSydneyTownHallnortapeapplied toanyoftheTownHall’ssurfaceswithoutexplicitapprovalbytheVenueManagementUnit.
1.2.5 Draping, banners, decorations and propsItistheHirer’sresponsibilitytoensurethatanymaterialusedasacurtain,blind,signage,flagorany similardécorinanypartoftheVenue,includingthestagemusthaveaFlammabilityIndex(basedona formulainAS1530.2)ofnogreaterthan6,consistentwiththeBCANSWSpecificationC1.10.
Eachitemhavealabelaffixedtoitindicating,inlegiblecharacters— (A) nameofmanufacturer; (B) tradenameanddescriptionofmaterialscomposition; (C) retardanttreatment(ifany),nameofapplicatoranddateofapplication; (D) AS1530Part2and/orAS/NZS1530Part3testnumberanditsFlammability,Spread-of-Flame
andSmokeDevelopedIndices;and (E) approvedmethodsofcleaning.
Venue Management reserves the right to refuse use of the material in the building.

1.2.6 Testing and tagging of electrical equipmentAllexternalelectricalequipmentbroughtintothevenue,includingpowerleadsandpowerboards,mustshowtagsthatcomplywiththeAustralianStandardAS/NZS3760.VenueManagementwillexercisetherighttorefusethe use of any electrical equipment or accessory which does not display the appropriate current tagging.
1.2.7 Elevated work platformsThe Sydney Town Hall has available a two EWP units available for hirers use 1. AnypersonoperatingaSTHEWPmustholdanEWPTicket.Boomliftoperatorshavearesponsibility to carry out daily inspections of the vehicle and complete the log book. When in the boomlift a full body harness must be attached to the boomlift with a restrictive lanyard.
Note: Fall arrest lanyards are NOT suitable for use in boomlift.
Any person bringing additional elevated work platforms onsite must supply the make and model to Venue Managementforapproval,ensurethatitispoweredelectricallyandisabletofitintotheDruittStLoading DockGoodsLift(seedimensionsandmaximumweightsintheVenueSpecifications). Parking must be arranged prior to the elevated work platform arriving onsite and keys must be made available to the Facilities Coordinator.
1.2.8 Production activities which need additional approvalCertain activities which are conducted in Sydney Town Hall required approval before their commencement. Venue Management reserves the right to request hirers and contractors to submit appropriate Safe Work Method Statements and supporting Risk Assessments before approval. It is the Hirers responsibility to seek approval for these activities before the event commences. This should be discussed during the Production Meeting.
The activities which need approval are listed below. • Rigging • Hot works • Fire Isolation – use of hazers, smoke machines or dry ice/low fog • Stage effects such as streamers cannons – please note confetti cannons are strictly prohibited • Fabrication works
Certain activities will incur additional fees. Please see Schedule of Additional Services and Charges.

2.1 Staff and Communications
2.1.1 Technician StaffThe Lighting and Audio Technicians will endeavour to satisfy hirer’s requirements at all times. Please supply as much information as possible about your production, schedules and lighting/audio requirements in advance to ensure your event is as successful as possible. The earlier your requirements are provided to us the easier it will be for the technicians to cater for your requirements and clarify any matters with you.
Ingeneral,wemaintainaflexibleattitudetowardsminimumvenuecrewing.Weprefernottostatepolicybuttailor venue requirements around the client. The Technical Production Coordinator will determine the minimum crewing for your particular event depending on circumstances.
However for your budgeting purposes use this guide as a rule of thumb:
• If you hook up to power, you will be required to have a Sydney Town Hall Technical staff member on duty at all times.
• If you utilise venue equipment then a Sydney Town Hall Technical staff member will be required to at least supervise your use of that equipment even if you do not require them to actually do anything.
• If you are using the winch or motor system, then a Sydney Town Hall Technical staff member is required to operate the system.
• If rigging points are required then a Sydney Town Hall Technical staff member is required to provide access for rigging and monitor the works.
• Clients production staff are not permitted in the venue at any time without at least one Sydney Town Hall Technical staff member on duty.
The setup and operation of the Sydney Town Hall’s technical equipment, including the lighting and sound consoles, is always carried out or overseen by Venue Management technicians.

In line with the conditions of the City of Sydney Award, in-house technicians require a half an hour break after every 5 hours of continuous work.
2.1.2 Communication1.3.2.1Externalphone/ISDNlines Phone lines can be provided for your event, you will need to organise these seven days prior to the event day. For ISDN connections please call Telstra’s Media Reservation Unit on 1800 802 656.
1.3.2.2 Internet access High speed Internet access is available in the Centennial Hall via GX2 Technology. GX2 Technology provide a high speed, highly reliable communication and Internet service that will meet all business needs.Theserviceisavailablethroughbothwireless(802.11a/b/gandwired(802.3)channels.

2.2 Theatrical LightingThe Sydney Town Hall supplies one in-house Lighting Technician to operate the equipment as part of the contracted event hours only. Additional charges apply for the bump in, rehearsals and bump out hours and should be discussed in the production meeting. Hirers are welcome to supply their own technicians, lighting consoleandfixtures.Ifahirerwishestosupplytheirownlightingequipmentfortheirevent,theymustalsobringtheir own technician to set up, patch and troubleshoot / operate their equipment whether the venue’s lighting console is used or an additional console is brought on-site.
2.2.1 Standard Lighting ConfigurationIfthestandardlightingrigisreconfiguredanadditionalfeetorefocusandrestorethelightingrigtothestandardconfigurationwillapply.See the Schedule of Additional Services and Charges.
2.2.2 Lighting controlThe Sydney Town Halls lighting console is a Grand MA 2 Full Size Lighting Console. Remote programming can be arranged using MA on PC with the MA command wing.The lighting control position is located on Level One – Eastern Gallery adjacent to the Audio Console.The client may wish to provide their own lighting console which can be patched into the Centennial Hall system via DMX or sCAN Networking.
2.2.3 DimmersCentennialHallisfittedwithahardwiredETCSensor3Dimmer/Powerdistributionsystem.Themodulesavailable are Dimmer, Relay and Thru Power. Please contact the Technical department for the most current patch allocation.
2.2.4 DMX PatchPlease contact the Technical department for the current data patch sheets. Wireless DMX available for DMX runs to areas with no patch available.
2.2.5 Gels (Colour filters)Alimitedstockofcolourfiltersisavailable.Whileeveryeffortwillbemadetocomplywithyourlightingdesign, ifspecialcolourfiltersarerequiredthehirerisresponsibleforsupplyingthefilterstoVenueManagementprior to bump in.

2.2.6 Lighting EquipmentTheSydneyTownHallhasanextensivestockofConventionallightingaswellasadditionalIntelligentlightingthatisavailableforhireatanadditionalcharge.Belowisasummaryoftheequipmentavailable–pleaserefer to the lighting plot for the standard positions.
Please note the equipment not shown in the lighting plan is shared between venues within Sydney Town Hall so may not be available unless requested in advance.

2.3 Audio SystemThe loudspeaker system for Centennial Hall was installed in 2007-2008. The System consists of a Mono d&b Audiotechnik Line Array system with subs, delays and stage monitors. The system had an upgrade in October 2014thatconsistedofsupplementingthein-fillareasandafullsystemre-tune.SeebelowfordetailsThe Sydney Town Hall has multiple interconnected venues and as a result there can be sound transference between spaces. If this occurs sound levels may need to be reduced if directed by Venue Management staff. Venue Management staff will endeavour to minimise any impact on productions but Venue Management reservestherighttolowernoiselevelsortostopamplificationifitisdeemedtooloudordisturbingotheractivities within the building or is considered a noise hazard.

An Audio stage technician may be required for the event based on setup and show requirements. This will be determined during the production meeting.
2.3.1 House Audio ConsoleThe Centennial Hall audio console is a Midas Pro X Audio Console with local and stage racks.
Theconsoleislocatedatthein-housemixinglocationwhichislocatedintheEasternGalleryonthe First Floor of the Centennial Hall. Two d&b E6 monitors are located at the console for monitoring.

2.3.2 Stage MonitorsThe Sydney Town Hall as a standard operates monitors from FOH through the Midas Pro X audio console. The Sydney Town Hall has a dedicated stage monitor console with stage split. Either a Midas Pro X or a Midas Pro1canbesuppliedasamonitorconsole(atandadditionalcharge).
2.3.3 Alternate FOH control systemsHirers are able to provide their own front of house control that can be patched into our in-house system as required.
When hirers bring in their own control, the following additional conditions of use apply:
• Due to the distributed nature of the in House d&b system the hirers outputs will be routed through the house Midas I/O system
• All line testing is to be monitored on a pre-fader listen
• Sound check times are to be approved by the Venue Management and are to be strictly adhered to
2.3.4 Performance relayVisual and Audio performance relay are located in all backstage areas.
2.3.5 Hearing aid induction loopAnindependenthearingaidinductionloopsystemprovidesexcellentcoveragethroughouttheCentennialHall.Thehearingloopisactiveforalleventsusingtheinhousesystem–externalsystemsarerequiredtopatchafeed into the hearing loop system.
2.3.6 PatchingCat 6, DMX, XLR, Optical Fibre and talkback patching facilities are available throughout the Centennial Hall andVestibuleandlinkedtopatchracksintheABCBooth.ForfurtherinformationaboutpatchingwithintheCentennial Hall i.e. plans and locations etc please contact the technical department.

2.4 Winch System and RiggingThe Centennial Hall has an integrated winch system comprising of both wire winches and chain hoists. All winches and hoist are controlled through The ASM control system – This system can run basic cues, pre-sets and operate all motors asynchronously. This system is controlled by the duty venue technician.
Rigging approvals – All rigging is to be approved by Venue Management prior to the load in of the event. Anypointloadsthatexceed500kgoratotalrigweightof2,000kgwillrequireapprovalsfromtheCityof Sydney. 5 working days is required for this process.
2.4.1 Trusses - Wire Winch6xTri-trussspansonwirewinchhoistsarepermanentlyinstalledinsidetheCentennialHall.Thetrusses are numbered 1 to 6, with number 6 truss being closest to the Organ above the tiered choir seating. 2.4.4 ElectroliersThe Centennial Hall electroliers can be raised or lowered to a height to suit your production. If a live move is required during the event a dedicated technician will be required to operate the winch system during rehearsals and the event.
2.4.5 Rigging WorkDocumentation showing details of any rigging are to be completed by a licensed rigger. A risk assessment is to be supplied to and approved by Venue Management at least 7 days prior to the event. The rigger on the day is required to produce their rigging licence and sign off on all work performed before leaving the building.
Notes•AllriggingwithinCentennialhallmustmeetBGVC1standardforallcomponentsforanylivemovementsorBGVD8+foranyitemsthatarestatic.
• All work that requires suspension of any equipment from the fabric of the building or structure therein by means of temporary wires, cords, slings, chains or lifting appliances shall be classed as rigging with the applicable Australian Standards.
• The City of Sydney reserves the right to inspect all rigging services and to prohibit its use if considered tobeunstable,unsafe,unfitforuseornotcomplyingwiththeappropriateAustralianstandard.
• All rigging and motorised lifting operations by the visiting production will be planned and carried out by licenced competent persons. This person must be capable of predicting potential hazards, eliminatingpotentialhazardsandcertifyingthattheriggingisfreefromdefectandfitforpurpose.
• When rigging operations are in progress, hard hats must be worn by all personnel and if possible the area beneath the activity kept clear by the use of signage or barriers as appropriate. It is the production / licensed riggers responsibility to ensure the construction zone is established.

• Safety harnesses must be worn at all times where there is a potential risk of fall.• All personnel working at heights must have their working at heights ticket and a rescue plan.• During rigging operations tools must be secured by a lanyard or other suitable means.• Allliftingequipmentshallbeofsoundmaterialandconstructionandfitforthepurposefor
which it is to be used.• Only chains designed and approved for load carrying operations shall be used.• All lifting accessories will conform to the relevant Australian and Industry standards and be fitfortheirintendeduse.
• All hoisting equipment will be marked with a Safe Working Load and have current available testcertificates.
• Weightloadingsforallflownelementsoftheproductionmustbesuppliedtothevenueprior to the arrival of the production.
• Any persons that are to climb trusses must have current working at height ticket and a rescue plan – lowering the truss to perform a rescue is not an adequate rescue plan.
• Forriggingtobeperformedoutsidethestandardriggingpositions,certificatesfromaStructuralEngineermustbesubmittedtoVenueManagement.Arrangingandpayingforthesecertificates is the responsibility of the Hirer.
Our preferred supplier for all rigging work is Pollards Production. They have worked for Sydney Town Hall for many years and are familiar with the capabilities of the building.
2.4.6 AerialistsThe Sydney Town Hall is happy to accommodate the performances of Aerialists in the Centennial Hall based on the following guidelines:
• The hirer/Event organiser must engage Pollard productions to rig and supervise all Aerialist related activities from setup, rehearsals, performance and pack down.
• Appropriate apparatus must be supplied by the aerialist – any items that are deemed unsuitable by the rigger on the day will not be allowed to be used. Safety of the performers and the attendees to the event is our priority which means if the apparatus is deemed unsuitable the act cannot continue – therearenoexceptionstothisruleandthisisentirelyatthediscretionoftheriggerandtheduty venue technician.
• 14 days prior to the event a detailed description of the apparatus, act and the requirements must be provided to the riggers.
• The act must take place only from suitable rigging points in the venue and the performance space must be clear of patrons and obstructions so this must be factored into the room setup.
• The artists must plan aerial performance sequences with appropriate rigging for the size of the performer(s)andthetasktobecompleted–includingconsiderationoftheneedforcrashmats, safety netting, appropriate emergency and contingency procedures – lighting, set.

• Acts that have a large amount of swinging or movement may require additional trussing to be installed and the truss structure to be guyed off. Depending on the amount of structure required engineeringsignoffmayberequiredfromthevenue.Thepointsareapproximately18mofftheCentennialHallfloorsothiscanmeanalargeamountofmovementintherigging.
• ItisarequirementthatallmotorsusedfortheriggingofpersonnelmustbeBGVC1ratedifthe artististomoveupanddownorBGVD8+forstaticpresentations.
2.5 PowerTemporary power is available throughout the Centennial hall as well as the Vestibule. It is a requirement that all power supplies are isolated/switch off overnight for any equipment other than computer based controllersormediaservers.Thisincludesbutisnotlimitedtomovinglights,LEDfixtures,conventional lighting,projectorsandLEDsurfacesorarrays(screensetc).
All electrical equipment must be suitably tagged and tested before used in the venue. Please note NO TAPE of any type is to be used on any surface other than lighting bars in the Sydney Town Hall.
Allcablingrunacrossfloors,pathsoregressordoorwaysmustbeincabletrayorundercarpet. The venue reserves the right to direct the removal any cabling deemed to be in a hazardous location, improperly run or a trip hazard.
2.5.1 200 Amp power lock
A 200 Amp power lock supply is located back of stage left in Centennial Hall is available for clients to use, with the prior consent of Venue Management. This supply will be isolated overnight – any essential equipment should be run from maintained 3 phase outlets.
2.5.2 Three Phase powerThere are various 32A and 40A 3-phase power supplies located in the Centennial Hall. It is the hirer’s responsibility to provide connection equipment and cabling where required. All electrical equipment and cabling must be suitably tested and tagged before being used in the venue.
2.5.3 240v General purpose outlets and technical power
Therearemany240voltgeneralpurposeoutlets(GPO’sandtechnicalpoweroutlets)locatedinthe Centennial Hall and Vestibule. It is the hirer’s responsibility to provide connection equipment and cabling where required.
