Caliornia has always embodied both the incredible
challenges and deepest hopes o a nation now
aced with making signicant change on a
variety o levels From dealing with the economic crisis
to addressing the climate crisis, we are at a pivotalmoment in creating a new way orward The challenges
we ace have created an unprecedented opportunity to
reshape how Caliornia plans or uture growth, and to
orge a path or the rest o the nation to ollow
The oreclosure crisis and the subsequent global
recession have made it clear that development ueled
by speculation isnt just bad environmental policy it
is bad economic policy When combined with volatile
gas prices, the mounting
evidence o a changing
climate, and government
budgets on the verge o
collapse, it is clear that
Caliornia needs a new
way orward
Caliornia took an
important step down
this new path by passing
Senate Bill 375 in 2008,
creating a window o incredible opportunity to advance
sustainable urban planning and transportation thatrecognizes the dual imperatives o environmental
and economic sustainability Our responses to
this opportunity must be met through eective
and strategic collaborations, as we recognize the
interconnectedness among issues and the reality that
no one organization or entity alone can provide the
solutions we seek
In January 2009, ClimatePlan initiated a collaborative
strategic planning process to determine how Caliornias
smart growth movement can work together to best
take advantage o this historic opportunity to advance
better planning and build a stronger movement
statewide Over the course o our months, ClimatePlanengaged our network o partners and allies rom across
Caliornia and those working at the ederal level to
help us identiy the goals and strategies that we as a
movement should embrace in implementing SB 375,
and what role ClimatePlan should play in achieving
them In addition, we worked to identiy a governance
structure or ClimatePlan that will preserve our ability
to respond quickly in a ast-moving policy environment
while allowing our ever-growing network o partner
organizations to stay
engaged and inormed

potential o SB 375 on the ground, advance additionalpolicy reorms at the state and ederal level, and
build the capacity o the smart growth movement in
regions across Caliornia Over the next 3-6 months
we will bring the plan to lie as we appoint a new
Steering Committee, hire additional sta, and fesh
out workplans or achieving our shared goals We are
grateul or your contributions to this plan both past
and uture and excited to partner with you to make
the vision a reality

shaping Caliornias uture, this strategic
plan proposes a new ramework or how our
community o advocates can work together This plan
will guide ClimatePlans work or the next two yearsand will provide the oundation or our shared decisions
around policy advocacy, political strategy, and internal
governance
Mission, Vision andGuiding PrinciplesAt the heart o this plan are the mission, vision and
guiding principles that guide our work ClimatePlan
is a diverse network o organizations committed to
improving land use planning in Caliornia to protect
our climate, our health, our communities and ourenvironment Our mission is to advance policies and
programs both visionary and pragmatic to address
the relationship between land use policy and climate
change, and leverage the resources and partnerships
necessary to realize more sustainable and equitable
development throughout Caliornia
We envision a healthier and more vital Caliornia
that supports sustainable and equitable communities,
preserves iconic landscapes, and signicantly reduces
greenhouse gas emissions
In our guiding principles, we strive to create a culture
o synergy, eectiveness and inclusiveness in our work

Strategic PrioritiesThe passage o SB 375 creates an exciting new venue
or achieving this vision But SB 375 wont achieve its
ull potential without strong grassroots advocacy at
the regional level and additional reorms to state and
ederal policies and spending programs Thereore,
ClimatePlan and its partners will work both within
and beyond SB 375, ensuring that the new law is
implemented to its ullest while aligning other state and
ederal policies and spending programs that are critical
to achieving our goals
Specifcally, ClimatePlans work over the next
two years will ocus on the ollowing strategic
priorities:
Ensure that the Caliornia Air Resources Board
(CARB) adopts ambitious SB 75 targets and
supportive policies or reducing VMT.
At the state level, the Caliornia Air Resources Board
(CARB) must be persuaded to adopt ambitious
regional targets and supportive policies that will
push the regions to go beyond business-as-usual
planning CARB has an established track record o
orward-thinking, innovative policy development,
but they need support rom a broad range o
stakeholders We will mobilize ClimatePlans diverse
network around a unied and well-inormedplatorm and use it as the basis or outreach and
education to CARB and other key decision makers
Build support in key regions or strong
implementation o SB 75 and related policies.
It is critical that there are active, inormed coalitions
and local leaders working to implement SB 375
and related policies at the regional level MPOs
and their constituent local governments must be

11 to 22 partner organizations and expanding to
include organizations ocused on public health and
social equity In addition, hundreds o inormal
allies many o them planning, transportation and
inll development proessionals became active
participants in ClimatePlan meetings and policy
discussions As ClimatePlan continues to grow, it will beimportant to have a governance and decision-making
structure that is inclusive and accessible while retaining
our ability to make decisions quickly This document
outlines a new governance structure that includes
an expanded, more diverse steering committee with
explicit authority to make most small decisions, and
a process or including the larger coalition in major
decisions We have also identied steps or recruiting
more organizations that represent communities o
color and low-income communities

In response to the need or coordinated action on
AB 32, eleven environmental and planning non-
prots groups came together as ClimatePlan in
early 2007 Their goal was to promote land use and
transportation strategies to help achieve AB 32sgreenhouse gas reduction targets
ClimatePlans ounding members were American
Farmland Trust, Caliornia Center or Regional
Leadership, Caliornia League o Conservation Voters,
Center or Clean Air Policy, Greenbelt Alliance, Local
Government Commission, Natural Resources Deense
Council, Pacic Forest Trust, Planning and Conservation
League, Sierra Club, and the Transportation and Land
Use Coalition (now TransForm) The scal sponsor o
ClimatePlan is TransForm
For the rst year, ClimatePlan relied on sta rom these
partner organizations and a small seed grant rom the
San Francisco Foundation In February 2008, ClimatePlan
hired a ull-time Campaign Director, Autumn Bernstein,
to add structure and capacity to the ast-growing
network
ClimatePlans initial ocus was ensuring that plans
to implement AB 32 included specic policies and a
high target or the reduction o emissions rom the
land use sector To achieve this goal, we implementeda campaign strategy which included policy analysis
and development, outreach to key decisionmakers,
generating media coverage, and expanding the
network o organizations that make up ClimatePlan
When the drat AB 32 Scoping Plan was released in June
2008, it contained very weak language around land
use and a conservative target o just 2 million metric
tons (MMT) o greenhouse gas reductions by 2020
ClimatePlan responded by commissioning a national
Histor nd accoplishentsexpert, Reid Ewing, to do a study that would more
accurately determine the amount o GHGs that can be
reduced rom land use by implementing smart growth
strategies His analysis demonstrated that a target o
11-14 MMT was achievable and advisable, and thisbecame the basis or ClimatePlans policy platorm and
organizing eorts
Dozens o organizations endorsed ClimatePlans
position, and the land use sector received more
comments than any other sector in the Scoping Plan,
including cap and trade Thanks in part to ClimatePlans
organizing eorts, land use became one o the most
high-prole components o the AB 32 Scoping Plan
process
In September 2008 at the height o our campaign
Governor Schwarzenegger signed SB 375, establishing
both a policy ramework and a political mandate
or addressing greenhouse gas emissions rom land
use SB 375 established its own process or setting
greenhouse gas reduction goals or every major region
in the state, and that process is currently underway
CARB has committed to adopting the most ambitious,
achievable targets through the SB 375 process
With SB 375 now in place, smart growth advocates
in Caliornia ace a new challenge: successullyimplementing and expanding upon the ramework
established by SB 375 Whether or not the new
law achieves its goals will depend upon successul,
coordinated, and thoughtul eorts by advocates at the
state, ederal, regional and local levels

Strategic Priorities
The successul implementation o SB 375 will
require heavy liting by progressive stakeholders
at the state, ederal and regional/local levels At
the regional/local level, MPOs and their constituent
local governments must be persuaded to crat strongSCSs and implement them At the state level, CARB
must be persuaded to adopt ambitious regional targets
and supportive policies that will push the regions to
go beyond business-as-usual State and ederal policy
reorms beyond SB 375 are also needed to ensure that
local governments and regions have the incentives and
policy tools to achieve land use and transportation
reorms
ClimatePlan is uniquely positioned to play a role in
advancing change at each o these levels, because
o our ability to mobilize coordinated action within
our network Over the course o the next two years,
we will utilize our position to drive SB 375 rom
concept to reality, while supporting eorts to advance
complimentary policies
Specically, ClimatePlan will ocus on the ollowing
three strategic priorities:
Ensure that the Caliornia Air Resources

SB 375 relies upon eective advocacy and leadership in each o Caliornias major regions, and in the local
governments that compose those regions During the next 24 months there is a unique opportunity to lay
the groundwork or successul implementation o SB 375 in Caliornias regions by educating and mobilizing
community advocates, local elected ocials, inll and aordable housing providers, and other progressive
stakeholders
Some regions have existing advocacy organizations and/or progressive regional and local governments who are
already on the path to more sustainable growth patterns Others do not particularly in the ast-growing San
Joaquin Valley and Southern Caliornia regions Within the San Joaquin Valley and Southern Caliornia, some
subregions are larger contributors o VMT, and some are more ripe or change than others Based on these actors,
we believe it makes sense to ocus on 2-3 subregions in the San Joaquin Valley and 2-3 in Southern Caliornia or
the rst round o SB 375 implementation (approximately 2011-2015) These success stories will, in turn, provide
models and inspiration or other subregions to adopt strong SCSs in the second round (approximately 2015-2020)
ClimatePlans Role:
Work with partner organizations to identiy 2-3
MPOs in the San Joaquin Valley and 2-3 subregional
councils in Southern Caliornia that are good targets
or successul implementation o SB 375
Foster collaborations and build lasting capacity
among progressive stakeholders in targeted MPOs

Strategic Considerations:
Additional state and ederal policy reorms beyond SB 375 are needed to achieve ClimatePlans goals SB 375 does
not change the current scal climate or local governments which strongly avors sprawl Nor does it provide
regional agencies more power to enact programs such as road pricing that will achieve reductions and generate
revenues Particularly in the current economic downturn, it will be essential to give regions and local governments
greater scal incentives and policy tools or achieving GHG reductions There are currently dozens o eortsunderway at the state and ederal levels along these lines Examples include the Transportation or America
campaign, eorts to shape Caliornias new Strategic Growth Council, and legislation to und regional planning via
a vehicle license ee Most o these eorts are spearheaded by existing organizations but they will be stronger and

Who is a ClimatePlan Partner?Previously, organizations became ClimatePlan partners
i they were actively working on AB 32 implementation
and had signed on to ClimatePlans 2008 set o coreprinciples Moving orward, ClimatePlan partners will be
dened as nonprot organizations who sign on to our
mission, vision, and guiding principles (as described on
page 7) and are actively engaged in climate and land
use policy in Caliornia
Structure policy discussions using aset o guiding principles.With a specic set o policy principles shaped with
signicant input rom current partner organizations
(see above), ClimatePlan is able to more eectively
determine the parameters o the policy conversationswe convene and shape The platorm will also help
partners, decision makers and unders understand our
mission, ocus and desired outcomes
Expand, diversiy and empowerClimatePlans Steering Committee.ClimatePlan will create an 8-12 member Steering
Committee in charge o policy, strategy, and resource
allocation Each member o the Steering Committee will
make a ormal commitment o time and responsibility
to their leadership role within the network

in charge o administrative decisions, but has becomea de acto steering committee or ClimatePlan The
management team is comprised o representatives

The Steering Committee will be larger and more
diverse, including representation rom the Bay Area,
Sacramento, Southern Caliornia and the San Joaquin
Valley and rural Caliornia Additionally, organizations
working on a range o issues including (but not limited
to) the environment, social equity, public health, land
conservation, aordable housing and transportation,
should be represented
In accordance with ClimatePlans diversity strategy, the
Steering Committee will refect the ethnic and gender
diversity o Caliornias communities, and will include
members with diverse skills and proessional expertise
that will help advance our goals Once appointed, the
new Steering Committee will serve or two years or the
duration o this strategic plan, through March 2011
ClimatePlan Partners provide input onall major decisions.ClimatePlan partner organizations hold the power to
provide input on big decisions, such as adoption o a
strategic plan and/or policy directions, and appointment
