We have finished the fiscalyear 2006 in South Dakota CAPand have a lot to be proud of.Im taking a mom ent here toreview some of what we did in2006.FLYING HOURS: We flew1504. 5 hours in our aircraft this
year, or an average of 302 hoursper aircraft. This placed us inSECOND place nationwide in
terms of f lying hours per air-craft. Because of this and ourgood safety record, we are
among the first states to receivea second glass cockpit Cessna182 soon. The second aircraftwill be in Sioux Falls for thepilots there to use. To fly thisrecord number of hours, our air-
crews flew a variety of missionsfor CAP, the USAF, the state ofSouth Dakota, and our own per-sonal proficiency. I have listedsome of the primary missionsbelow . Thanks to all aircrew
members who put in countlesshours supporting these missions.MISSIONS
Low Level Routes Surveys:Sioux Falls flew 44 hours
survey ing the A ir NationalGuards low level jet routeslast summer. This m ission
normally requires a sloweraircraft than an F-16 or B-1,so our CAP aircraft work wellfor these missions. They cov-ered over 5150 miles on the
surveys. SARs: CAP flew 10 actualSAR missions this year. Most
of these were based on satel-lite ELT hits from AFRCC.CAP flew 203 hours during
these missions this year. Mostalso had ground teams on theground to find and silence theELTs. SA R training: We had 8SAR/HLS (Homeland Secu-rity) training missions around
the state during the year. Inaddition to the flight andground team training, we alsodid joint training with sheriffdepartments and dog handling
teams. We flew 247 hours oftime during these missions. CD training: We had oneCounter-Drug train ing

mission this year in A ber-deen. A ircrews primarily flew
photo sorties to train on ourSDIS (Satellite Digital Imag-ing Equipment) gear. We alsof lew sheri f f departm ent ,police department and statepo lice personnel on thesemissions to show them our
capabilities.- Fire missions: With the highdanger for fires in SouthDakota this year, we were
asked to be on call 24/7 forflights with the state fire per-sonnel. We flew 47 hours on
these missions last summer,doing fire spotting, fire obser-vation, and transporting firepersonnel to various fires. Wewere also used in GPS map-
ping of the boundaries of afire north of Wall. One otherthing we did associated with
fires is to participate in thestates annual fire trainingexercise in Custer State Park.
During this training, whi lecadets assisted in the basecamp on the ground, our air-crews practiced photo workover fires and assisted intraining for an airborne fire
boss.- SDSU missions: An ongoingmission weve done for about7 years is flying animal track-ing flights for SDSU wildlifestudies. These flights are paid
for from s tat e f unds , toinclude grants from variousfederal and state agencies .The types of animals beingtracked now inc lude lions,
grouse, fox , turkey, and pinemartens. We flew 242 hours
for the state in this missionlast year.- ROTC flights: Another mis-sion we do that is connectedwith SDSU is flying orienta-tion flights for A ir ForceROTC cadets at SDSU. ColGeorge Colombe flies most of
these and logged 10 hours lastyear.- Cadet f l igh ts : Our CAP
cadets also get orientationflights. In the past year weflew 61 cadets and 62 hours
giving orientation flights. In anew aspect of the program,we also gave 31 glider flightsthis y ear during our AE(A erospace Education) week-
end in Philip.- Cadet flight training: Wehave had one cadet receiv e
his private pilot license thisyear, Cadet Travis Rupp fromRapid City. It was completedin 41.4 hours total time. Only
1.4 hours over the FAA mini-mum. He is currently atEmbry Riddle A eronauticalUniversity majoring in Aero-nautical Science in conjunc-tion with his involvement
with NAVY ROTC. He isexpected to have his Instru-ment rating done by the endof this semester. Two othercadets, Peter Schemmel in
Sioux Falls and Cory Mergenin Rapid City have startedtraining. Three more are pre-paring to start, two in Spearfishand one in Rapid City.
EVENTS
- Encampment: The annual
encampment for cadets washeld in Devils L ake, ND,
once again this year. Twenty-six cadets from SD Wingattended this leadershipencampment for a 10 dayperiod. Then Cadet Lt ColSusanna Marking from
Brookings was the CadetCommander for the encamp-ment.
- DDR Fatal Vision Goggles.These goggles were obtainedthrough the National DDR
program . They hav e beenused by several squadrons aswell as a few school systems.A ll squadrons are welcome touse them for 2 weeks per timeat any time during the year.
- Wing Conf: One hundredCAP members converged on
Brookings in A pri l for theannual wing conference. Theone day conference was heldon the SDSU campus and
consisted of meetings, train-ing, awards and a banquet.- Mt Rushmore Marathon:Custer, Spearfish, Pierre, andRapid Ci ty CAP membersjoined forces to provide road
traffic control for the MtRushm ore Marathon in theBlack Hills this year. Withover 700 runners, traffic con-trol is necessary to protect therunners and the public during
the marathon.- Sioux Falls A irshow: CAPmem bers from across the

trol and auto parking at thea irshow in Si oux Fal l s .Besides these activ ities sup-porting the show , membersalso manned a CAP recruitingbooth and gave out infor-mation about CAP at the two
CAP aircraft that were ondisplay.- Vietnam Veterans MemorialDedication: For one of the
biggest parades ever in SouthDakota, CAP members wentto Pierre to assist with crowd
control, helicopter flights andaerial photo work in support-ing the dedication. This threeday event gave plenty ofopportunity of for the citizens
of South Dakota to see ourmembers in action. In addi-tion, CAP had a float in the
parade , which featu ring ascaled down v ersion of aPiper Cub, one of the original
aircraft used by CAP pilots.The float was built by Philipand Pierre squadrons. Ridingon the float were CAP mem-bers who were also Vietnamera veterans.
SPAATZ AWARD: For thefirst tim e in 15 y ears , aSouth Dakota cadet hasachieved the highest honor inthe cadet program. Cadet
Colone l Susanna Markingpassed her Spaatz test onAugust 24 th to become onlythe eighth cadet in SD to earnthis award. She is also the
fi rst female cade t in SD toachieve this. The award con-sists of a very demanding 4part test that most do not passthe first time around. Cadet
Mark ing has been a CA Pmember since May 2000 and
worked hard to achieve thisdistinction. For those of youat wing conference in
Brookings this year, CadetMark ing was the pro jectoffi cer for the conference,probably the first time in SDthat a cadet has run a confer-ence. She has also been the
CAP Year in Reviewfor 2006Continued . . .
SD representative to theNorth Central Region CadetA c t i v i t i e s Coun c i l andrecently became the presidentof that committee. This award
is normally presented to thecadet member by a state gov-ernor, congressman or gen-eral off icer. Her award waspresented to her on October
21st in Pierre by BrigadierGeneral Jerald Engelman, theDeputy Adjutant General inthe North Dakota NationalGuard.

CAP ALERTING SYSTEM
RED (SEVERE) Severe risk of terrorist attack ordisaster operations
Action: Place CAP resources on RED ALERT status. CAP resources will be placed in secure
locations under close control. Selected staff personnel, rapid response teams, and selectedmission aircrews and ground teams will be placed on RED ALERT status and should preparefor expected deployment. People will not report for duty unless directed by the NationalCommander, Region Commander, Wing Commander, or the NOC. If directed to report for duty,mission bases may be occupied with staff and ICS liaison CAP personnel. Communicationsnets, particularly HF-SSB nets, between Wing HQs, Region HQs, and National HQ will beconducted at least once every six hours during Red Level Operations. Selected aircrews andground teams may be directed to report to designated locations to await orders to deploy.Report status as directed.
ORANGE (HIGH) High risk of terrorist attack or
disaster operationsAction: CAP resources will be placed on ORANGE ALERT status. Selected staff personnel,rapid response teams, and selected mission aircrews and ground teams will be placed onTELEPHONE ALERT and should prepare for possible deployment. CAP resources includingCAP emergency operations centers, aircraft and ground vehicles will be inspected to determineoperational status. Communications nets, particularly HF-SSB nets, between Wing HQs,Region HQs, and National HQ will be conducted at least once daily during Orange LevelOperations. Security of resources shall be checked. Report status as directed.
YELLOW (ELEVATED) Significant risk of terroristattacks or disaster operations
Action: Coordinate emergency plans with nearby local authorities. Put contingency plans intoaction if necessary. CAP emergency service personnel and resources including CAPemergency operations centers, aircraft and ground vehicles will be checked to determineoperational status. Communications nets, particularly HF-SSB nets, between Wing HQs,Region HQs, and National HQ will be conducted at least weekly during Yellow LevelOperations. Report status as directed.
BLUE (GUARDED) General risks of terrorist attacks ordisaster operations
Action: Check to ensure communications links with emergency response teams work.Increase training and preparation for the staff, air and ground teams. Review and update
emergency procedures. Coordinate, maintain, and update current Memorandums ofUnderstanding (MOU) with partner agencies. Provide CAP personnel with whateverinformation is necessary.
GREEN (LOW) Low risk of terrorist attacks or disasteroperations
Action: Refine plans for emergencies. Train staff on emergency plans and capabilities. Maintainresource capability. Meet with external organizations to present CAP support capabilities andto develop new MOUs.

vices teams dont know if theywill find an inadvertently acti-

B al listic parachutes are
designed to do one thing: Get alight plane safely on the groundin the event of pilot incapacita-
tion; mid-air collision; structuralor control failure; or engine fail-ure at night over rough terrain orover water. They are intendedfor use when all other options
for a safe landing are exhausted.The leading manufacturer ofballistic parachute systems, Bal-
listic Recovery Systems (BRS),St. Paul, Minn. , claims to havesaved 188 lives since 1981.
When the p ilot pulls anemergency release handle, a55-f oot diameter parachutedeploys with the aid of a solid-fuel rocket motor from a spe-cially designed canister attached
to the airframe. The parachuteallows the plane to descend in aflight- lev el attitude and cush-ions the landing impact. Para-chute deployment is extremelyfast and, under ideal circum -
stances can potentially save theaircraft when deployed as low as300 to 500 feet.

A t the scene of an accident,one cant count on the victims to
be in a position to warn you that
the aircraft is equipped with aballistic parachute, but if theyrelucid, ask them. Even if the pas-
sengers escape injury, the dam-aged aircraft w ith an unf iredrocket intact still poses a threatto emergency responders. So
prepare to recognize some of thecomponents in the wreckage, oreven identify the BRS parachutelogo on the aircraft. Remember,the Cirrus SR22 and SR20s areall parachute equipped: You just
have to recognize the distinctiveprofile.

LaCroix waited to run throughhis Civ il A ir Patrol drills onThursday, he was all smiles andlaughs. But as soon as the drills
began, LaCroixs face turnedstern and serious.
He was all business.
I got involved in Civil A irPatrol because I wanted to learnto fly, said LaCroix, a cadetwho joined in June. Ive donetwo flights in a glider. I didnt
get to fly it, but it was great. Thefirst time, I was like wow.
On Friday, the Civil A ir
Patrol, the official civilian auxil-iary of the U.S. A ir Force, cel-ebrated 65 years in existence.
While the group hasnt been inAberdeen that long, it is activeand seeking new recruits.
In South Dakota, there arenine squadrons. They are inSioux Falls, A berdeen, Rapid
City, Pierre, Phillip, Brookings,Spearfish, Yankton and Custer.
(Civ il A ir Patrol) is a bigsecret, said Capt. Dave Shultis,whose son, Major J.D. Shultis,is also heavily involved in the
program. Its something thatsprobably not as well known as itshould be, based on the benefit ithas on young people.

week before the attack on PearlHarbor, which led to Americasinvolvement in World War II.Now, the nonprofit organization
has about 57, 000 mem bersnationwide, and performs 95percent of the inland search-and-rescue m issions in theUnited States. Its members alsolead efforts in aerospace educa-tion, perform homeland securitytasks, lead disaster relief and
counterdrug missions and men-tor more than 22,000 kids whoparti cipate in the Civ il A ir
Patrols cadet program. About10 officers and cadets partici-pate locally.
In A berdeen , the cade tprogram is a big part of theorganization.
Open to youth: Youth, ages12 to 18, can join at any tim e.Once they reach 18, they have a
few choices: They can sw itchover to a different leadership pro-gram or they might choose tojoin the military. When they turn21, they can become officers inthe Civil A ir Patrol. A nyone is
welcome to join. If an adult joins,he or she will become an officer.

A t the time, I was reallyinterested in the A ir Force, J.D.
Shultis said. I liked aircraft andaerospace.
Dave Shultis said it also pro-
vided his son, and all the cadetswho have come after him, aplace to meet others, get disci-
pline, and for those who want togo into military service, a per-fect place to gain experience.
Its a big benefi t in theirlives, Dave Shultis said. They
learn a lot of skills interactingwith others.
Training: Cadets are ex -
pected to go through physicaltraining exercises, educationalexercises and other studies that
help with search-and-rescuetechniques. Most of the traininghappens at the Thursday meet-ings. In return, they get valuablelessons, meet good friends andget a sense of self-discipline thatmay be missing in their lives,

tions, plastic or fiberglass cov -ers protect the components andhide them from not an armed,hair-trigger dev ice waiting toexplode. Built in safety featuresmake it safe and reliable. A cti-
vation requires a deliberate pullof 30 to 40 pounds to activatethe igniter and launch the rocket
motor. When pulled, the releasehandle will travel approximatelytwo inches before encounteringbuilt-in resistance. A t that point,only about 7/16 of an inch ofadditional cable pull will acti-
vate the igniter and launch therocket motor.
After a significant crash, theairframe might be broken up ordistorted. The mechanical cableconnect ing the emergency
release handle to the rocketmotor igniter might have beenstretched nearly to the ignitionpoint. If this connecting cable isfully stretched, mov ing the
damaged aircraft can prov idethe additional 7/16 of an inch oftravel needed to trigger the igniter.
Yes, there is risk at the sceneof an accident, but it is easilyminimized. Above all else, takewhatever steps necessary to
keep California Wings mostvaluable assetthat would beyousafe.

FY 2006 Cadet Programs Recap

FY 2006 was a banner year for South Dakota Wing Cadet Programs! Wing Cadet Activitieswere established with the goal of providing Cadet Leadership opportunities and focusedactivities covering each of the mission areas designed to establish a repeatable,predictable schedule as well as focus Squadron training efforts.
2006 Wing Cadet Activities consisted of the following events:
Cadet Non-Commissioned Officer (NCO) AcademyNearly forty cadet NCOs gathered at the Sioux Falls National Guard Training Facility toparticipate in this first wing-level Cadet Professional Development School. C/CMSgt AnnZiegler formulated the curriculum and led a team of cadet instructors to strengthen thecore of South Dakotas cadets. Based on the success of the 2006 Academy, the 2007Cadet Leadership Academy will be expanded to both an NCO Academy and an AirmanLeadership School focused on the development of our states youngest cadets
Aerospace Weekend
Philip Composite Squadron hosted South Dakotas first Aerospace Weekend in whichover 40 cadets participated in hands-on activities including Glider Flights, PoweredOrientation Flights, Motor-Glider flights, and the building and launching of ModelRockets. LtCol Gary Hewett was instrumental in establishing a glider program in whichthis activity was its first debut. 29 initial glider orientation flights were flown! Cadets alsoracked up over 58 hours of powered flight consisting of 29 front seat hours and 29 backseat hours. Cadets completed all the hands on training required for their model rocketrybadge by building and launching individual rockets as well as building two additionalrockets in flights of four. A total of 60 successful rocket launches occurred!
Joint Dakota Cadet Leadership Encampment
Over 30 South Dakota Wing Cadets traveled north to North Dakota to attend the 2006Joint Dakota Encampment. South Dakotas own C/Col Susana Marking commanded ahighly successful encampment. Cadets who attended gathered valuable training whichwill contribute to a challenging South Dakota led 2007 Encampment.
Ground Team Training SchoolCadet Programs took the lead in establishing a South Dakota Ground Team TrainingSchool. Forty Cadets and Officers attended this four-day training event. A remarkable job

was done by 1LT Peter Coates in laying the groundwork for future years in establishingthis school. All in attendance received valuable training. This activity will become anannual event and will be jointly run between Wing ES and Cadet Programs. The 2007School has received ES training funds and will include a basic GTM 3 course as well asan advanced GTM course. Course graduates from 2006 will be invited back to attendthe Advanced school and step into instructor roles. Course graduates will earn the rightto wear the Cadet Advisory Council designed SD Ground Team patch.
Cadet Flight ScholarshipThe South Dakota Wing Cadet Advisory Council established the Bud Lundgren MemorialFlight Scholarship which will award 2-3 $800 dollar flight scholarships annually to SouthDakota Cadets. The Council developed application guidelines, criteria, and proceduresdemonstrating the effectiveness and capabilities of the Advisory Council. The 2006scholarship winners are Cadets Ziegler and Anderson from Lookout Mountain.Congratulations to them and we look forward to awarding next years scholarships!
Cadet CompetitionThe Cadet Competition concluding FY2006 was recently held in Pierre. Cadets from 6Squadrons competed in the Color Guard Competition and Drill Team tryouts. Crazy Horse
Squadron nearly swept all events in the Color Guard earning the right to represent SouthDakota in the regional competition. Col Marking hosted the Dakota Calvary Drill Teamtryouts in which the best cadets form the state will form a composite team to compete forthe North Central Region title and a shot at National Cadet Competition.
In summary 2006 was a tremendous year for Cadet Programs and set afoundation of new annual activities in which to build upon. My sincerestthanks to all the Cadets and Officers who contributed to making 2006 such agreat success.

that this relationship had beencodified, and truthfully, has beenthe subject of interpretation andreview ever sincehence manyof the changes.
Sometim es change meansconfusion. The two organizationshave suffered predictably. A for-mal change management pro-cess began early 2005 to addressthese issues, and is ongoing. CAP
Legal officers, including our ownCalifornia Wing legal officer,members of Congress, and USAF
participants are actively involvedin this SOW review process. Itcontinues today.
Some characteristics of theearlier Civil Air Patrol persevere.
It is still an independent organiza-tion, existing as a separate entity,longer than the A ir Force itself.CAP receiv es funding largely
from the USAF in support of ourprimary missions of emergencyservices, aerospace education andcadet programs. CAP serves otherorganiz ations that are nei ther
funded nor a part of the Air Forcenor included in the SOW. Whenexecuting those non-USAF mis-
sions CAP is not allowed to repre-sent itself or its membership asthe auxiliary of the USAF butrather as simply officers of the
Civil Air Patrol.The most v isible result of
todays interpretation of the SOWis the removal of the USAF AUXmarkings on CAP seals and ourcorporate aircraft, some of whichhad only recently been added.That raises a natural question: A rewe the official aux iliary of theU. S . A ir Force or not? The
answer wont be to everyonesliking: Only when actively per-
f o rm ing m i s s i o n s th at a rerequested specifi cally by theUSAF. That distinction is draw-ing a lot of attention.
A new functional sy stem ,
when CAP works under the SOWas the auxiliary of the A ir Force,is the active mission managementtool WMIRS (see Col. Prusakscolumn in this issue). It is such a
powerful communication andcoordination tool, a new standardmission procedure, that it enablesus to perform a far greater rangeof USAF AUX mission serviceson a coordinated local, regional,and nation wide basis. WMIRS-
documented missions are perfectexamples of where CAP puts onits Auxiliary head cover while
performing its USAF AUX role.Our new operation security
(OPSEC) requirements relates tothe USAF-AUX jobs alone. In

receive CAP services (not USAFAuxiliary), for which there areseparate, non -USA F fundingsources . MOUs fi ll out CA Psother corporate service roles andresponsibilities from time to timeand are what distinguishes thename under which w e operateand the wide variety of servicesCAP performs.
So like much of the technol-ogy CAP uses, CAP has changed,
too. One thing has remained con-stant: Change. The CAP story isnot complete. CAP will continueto evolve, and I trust it will do so
for the better. Aspects of CAP canbe likened to phrases like This isnot your fathers Oldsmobile.
A nd, personally , I think that itshouldnt be either.
