Generally, the most prominent theme in the UK’s professional recruitment market throughout 2019 was how Brexit caused uncertainty, with employers reluctant to commit to hiring and job seekers hesitant to make the leap when offers did materialise. The quantity of jobs available and hires completed were both heavily impacted, as reported in the results of all the major PLC recruiters as the year progressed. According to Bank of England research, UK businesses expect more clarity and certainty to return in 2020 and a key question for recruiters is whether demand has become pent up in the system, in which case we could see a spike in hiring and an escalating war for talent in 2020.
As well as Brexit headwinds, another spectre hanging over a major section of the professional workforce in the private sector is the much publicised reform of IR35. This reform aims to transform the enforcement of these 20 year old tax rules that were designed to prevent workers from using Limited Company entities to disguise employment. If the plans are rolled out in April 2020 and not delayed by the new government, it will result in a largely negative transformation of the private sector contracting landscape, with much collateral damage, at least in the short term.
2020 will see the recruitment market further impacted by the use of technology tools and particularly Artificial Intelligence. The development and deployment of these tools continue to accelerate, along with the debate about whether they are good or bad for the industry.
AI is held out to be a game changer in eliminating bias from recruitment, but as well as doubt over how we can trust the machine to get it right, there are ethical and moral dilemmas. And it seems job seekers don’t like it - research in 2019 showed that 86% of job seekers would prefer a human being to review their CV, and 73% feel a highly automated recruitment process worsens their perceptions of an employer. So it will be interesting to see how things play out in the next 12 months and where progress is made.
Technology advances are affecting recruitment in other ways too, as many jobs are changing and the skills sets sought after are adjusting as well. Managing this new breed of employee is something that traditional managers are not always equipped to do, and development around that will be a major theme of organisations’ hiring in the coming year.
Our individual market reports show that the topic of flexibility in the workplace and a greater focus on wellbeing and work life balance are big themes for 2020. Organisations will face real challenges with engagement as more of their employees disappear from the traditional office set up. Employers will also need to be diligent because, in 2019, it became clear that increased levels of flexibility seemed to drive up working hours - an unexpected and generally unwelcome consequence.
Overall many recruitment companies in the UK will be looking forward to 2020 in the hope for a more positive market. There will be challenges but also lots of opportunities!

OVERVIEW OF MARKETING, DIGITAL, COMMUNICATIONS AND SALES SUPPORT RECRUITMENT
Overall, 2019 was another strong year for Marketing, Digital, Communications and Sales Support recruitment at Morgan McKinley across both temporary and permanent markets, with jobs available surpassing the total from 2018.
Whilst we always expect to see demand for fluency in foreign languages, predominantly Italian and German, this was even more prevalent with ongoing market uncertainty. Within Financial Services, there was significant growth in Media Relations - mainly agency side - as companies leaned more on outsourcing PR activities over having an in-house team.
Notably across Financial Services, in particular Banking, there have been hiring freezes due to Brexit uncertainty and unstable market conditions. The first half of 2019 saw more hiring of generalist Channel or Campaign Marketing Managers with a particular product or service specialism, whereas in the second half there was greater demand for Presentation Specialists, RFP Writers and Public Relations Managers. Some of the bigger players, particularly global Asset Managers, hired professionals in the graphic design and creative field as they looked to reduce agency spend and increase control over marketing literature. Proposition Management Specialists were also in high demand as businesses constantly sought to evolve their product offering to existing clients and be more innovative to attract new business.
With an increase in M&A transactions, inevitably there were redundancies in 2019. This was particularly at senior levels where there were often two individuals with similar skill sets but only one role. Those at risk of redundancy had to re-interview for roles or move externally.
In a competitive market, with what appeared to be fewer marketing professionals looking to move jobs, there were a number of three month Fixed Term and Day Rate Contracts covering the gap between signing off a permanent role and actually hiring that person permanently.

Prominent benefits across Marketing, Digital, Communications and Sales Support
The past year saw a sizeable increase in the number of job specifications highlighting the availability of either flexible or remote working. This comes as no surprise considering the millennial generation value flexibility when looking for a job. Moreover, those with family commitments rely on having flexible working hours or being able to work from home during the week.
Paternity Packages have been high on HR teams’ agendas as they review current offerings and look to offer more attractive cover, including up to six months of fully paid leave. Companies have also invested more in helping new parents with childcare support, with the likes of Goldman Sachs even offering an in-house nursery service.
Organisations are increasingly offering wellness programmes to display support for employees, as well as other fringe benefits such as sports/running clubs, mental health first aid courses for managers, free fruit in the office and massages. A number of large global banks have also reviewed their dress codes, implementing a ‘dress for your day’ policy.

PREDICTIONS FOR 2020
The lack of clarity around Brexit still lingers and we expect it to continue creating a level of uncertainty, deterring Marketing, Digital, Communications and Sales Support professionals from moving jobs. That said, when budgets are signed off and hiring freezes are lifted, we anticipate seeing more recruitment activity from banks and FinTech organisations.
There is likely to be a further increase in demand for European Markets knowledge and additional language skills that allow solutions to be tailored for non-English speaking clients. Digital marketing and bid proposal writing are areas that will continue to be prominent. With the aforementioned changes surrounding mergers and restructures, there will likely be a need for consultants or strategists to guide businesses through rebranding, integration of cultures and hiring plans post-restructure.
The impending changes to IR35 in the private sector that are due in April 2020, but could be delayed by the new government, need to be considered carefully by contractors and organisations that hire them. Naturally, each situation is unique, but we expect there to be a greater focus on permanent and Fixed Term Contract recruitment, whilst employers and employees alike get a better understanding of how to navigate the changes. If companies do look to employ more temporary support, and the changes aren’t delayed for a further year, it is likely they will only be offering PAYE or Umbrella solutions.
With the turn of the decade, we expect clients to announce future growth plans, giving us insight into the hiring support they will need and hopefully many an interesting role to bring to the market. 2020 should be an exciting year for Marketing, Digital, Communications and Sales Support recruitment in the UK.

Overall, 2019 was another strong year for Marketing, Digital, Communications and Sales Supportrecruitment at Morgan McKinley across both temporary and permanent markets, with jobs availablesurpassing the total from 2018.
Whilst we always expect to see demand for fluency in foreign languages, predominantly Italian andGerman, this was even more prevalent with ongoing market uncertainty. Within Financial Services, therewas significant growth in Media Relations - mainly agency side - as companies leaned more on outsourcingPR activities over having an in-house team.
Notably across Financial Services, in particular Banking, there have been hiring freezes due to Brexituncertainty and unstable market conditions. The first half of 2019 saw more hiring of generalist Channelor Campaign Marketing Managers with a particular product or service specialism, whereas in thesecond half there was greater demand for Presentation Specialists, RFP Writers and PublicRelations Managers. Some of the bigger players, particularly global Asset Managers, hired professionalsin the graphic design and creative field as they looked to reduce agency spend and increase control overmarketing literature. Proposition Management Specialists were also in high demand as businessesconstantly sought to evolve their product offering to existing clients and be more innovative to attract newbusiness.
With an increase in M&A transactions, inevitably there were redundancies in 2019. This was particularly atsenior levels where there were often two individuals with similar skill sets but only one role. Those at riskof redundancy had to re-interview for roles or move externally.
In a competitive market, with what appeared to be fewer marketing professionals looking to move jobs,there were a number of three month Fixed Term and Day Rate Contracts covering the gap between signingoff a permanent role and actually hiring that person permanently.
