Safety Management of Roads
___________________________________ In EU countries, road infrastructure is a
contributing factor in 1 out of 3 fatal crashes
In many TRACECA
countries, poor road
infrastructure has been
identified as a road safety
issue (OECD/ECMTresearch, 2006)

Safety Management of Roads
___________________________________
EC recognises that safety must be integrated in
all phases of planning, design and operation of
road infrastructure.
EC emphasizes that road safety must be
regarded in its own right and separately from
economic and environmental analyses

Safety Management of Roads
___________________________________ On 19th Nov 2008, the EC issued a Directive
(2008/96/EC) aimed at the introduction of a
comprehensive system ofroad infrastructu re
safety managementfor the trans-European roadnetwork
The Directive focuses on 4 Proceduresto be
applied in the planning and construction of newroads and/or modifications to the existing road
network

Road Safety Audits
___________________________________Definitions and Purpose
A Road Safety Audit (RSA) is the formal examination of
an existing or future road or traffic project by an
independent team of trained specialists.
- The RSA addresses the safe operation of a roadway
to ensure a high level of safety for all road users.
- The RSA team assesses crash potential and safety
performance of a project and prepares a report on
any safety issues.

Road Safety Audits
___________________________________Objectives
To minimize accident risks and their severity
To minimize accident risks on adjacent roads
To recognize the importance of safety for users in
road design
To reduce the long term costs of projects
To improve awareness of safety design practices for
road projects

Road Safety Audits - Basic Concepts
___________________________________
1. Prevention is better than cure
2. Drive, ride, walk in safety (safety for all
road users)

13/33
Potential Benefits from RSAs
___________________________________
Minor projects: saving of one accident casualty
per year
Economic benefits of this saving well in excess ofproject cost
Major projects: potential savings in accident costs
and economic benefits much higher
Potential benefit/cost ratios of 20:1 for RSAs

2006 EC Directive on Road Infrastructure Safety
Management
1. Road Safety Audits
- RSAs for all road infrastructure projects
- Qualified auditors to audit designs of road
infrastructure projects
