Responses shall conform to the Request for Information document requirements. In addition, the entire request for information documentation and addenda are hereby incorporated by reference. INFORMATION FOR RESPONDENTS: REQUIREMENTS AND CONDITIONS 1. Response to RFI – Responses to this RFI are being used by the Columbus Regional Airport Authority (“CRAA”) to gather information about potential Retail Kiosk Concessions Opportunities for businesses, using airport provided merchandizing units located in each Concourse at John Glenn Columbus International Airport. Concourse A and Concourse C merchandizing units are approximately 8’ x 5’ x 8’ (L x W x H) and Concourse B merchandizing unit is approximately 8’ x 10’ x 8’ (L x W x H). All retail kiosks are located after the security checkpoints. 2. CRAA Intent – CRAA at its’ discretion may award a contract based on this RFI. However, CRAA reserves the right, at its sole discretion, to request additional information and to request demonstrations or presentations. CRAA anticipates that the information collected will be used to develop a competitive solicitation for the desired retail kiosk concept. However, CRAA is not bound to using the information in that manner. The Authority anticipates the information collected could be used to develop a Request for Proposal for a Retail Kiosk Concession program in 2020, if the Authority decides to develop a Request for Proposal. 3. Quality of Responses – Well-organized and concise responses are encouraged in order to facilitate CRAA’s assessment. Responses must follow the same order as the RFI document and utilize the same section numbering system presented in Section 3.0 titled Requirements. 4. Additional Information – Operating in an airport environment presents a unique set of challenges which do not exist in a typical non-airport setting. Our airport concessions must be open at least one hour before and until the last departure in the evening from such holdroom areas. Any flight delays in the concourse will require Concessionaire to remain open to the public to provide its service until the delayed flight departs or is cancelled. This Retail Kiosk opportunity may have not have this same requirement instead a focus on being open based upon the hours of passenger demand. John Glenn Columbus International Airport is a non-smoking facility. The attached drawings are approximate in scale, for illustrative purposes only, and provided to show the general location and sizing only. The retail kiosk structure is provided by the authority. The plan-o-gram, merchandise configuration, and update is the sole-responsibility of the tenant. All tenant plans and merchandise require prior approval of the Authority. The Authority reserves the right to negotiate and execute a concession agreement with any entity, regardless of whether or not they responded to this RFI. The Airport will not be obligated to respond to any submitted proposal, and will not be legally bound in any manner by the receipt of a proposal. Under the laws of the State of Ohio, any proposal may be considered a public record after the award of the contract. Any proprietary or otherwise sensitive information contained in or with any proposal is subject to potential disclosure.

1.0 SCOPE AND CLASSIFICATION
The Columbus Regional Airport Authority hereafter referred to as the “Authority” or “CRAA” intends to gather information to assist in the development, management, and the possible selection of operators for free standing merchandizing unit located in each of our three airport Concourses. Concourse A and Concourse C merchandizing units are approximately 8’ x 5’ x 8’ (L x W x H) and Concourse B merchandizing unit is approximately 8’ x 10’ x 8’ (L x W x H). All locations are identified on the attached Appendix A, and are after the security checkpoint. 2.0 BACKGROUND INFORMATION
The Authority desires to start a specialty retail kiosk program targeting small businesses in each of the three concourses at John Glenn Columbus International Airport. The Retail Kiosk locations are identified on the attached Appendix Current retail locations are managed under a long term lease to Paradies Lagardère. The majority of the specialty retail offerings are located pre-security. In 2019, year to date through September, the airport had a total of 3,195,709 enplaned passengers, this is roughly 6.1% growth over prior year to date. Enplaned passengers are defined as passengers on departing flights, double that figure to approximate the total number of passengers that are arriving into the airport. Total enplaned passengers for each concourse for September 2019 YTD is as follows: Concourse A - 1,055,863, Concourse B - 1,373,258 and Concourse C - 766,588. Airlines by concourse are: Concourse A: Southwest Airlines Concourse B: Air Canada, American Airlines, Spirit Airlines, United Airlines Concourse C: Alaska Airlines, Delta Air Lines, Frontier Airlines and Charter flights Detailed reports can be found on our flycolumbus.com website at: http://flycolumbus.com/airline-info/airline-stats/ Please note that past flight activity is not a guarantee of future flight activity. The Authority is not responsible for changes in future traffic patterns, airline relocations, airline decisions to change any, or all of their schedules.

3.0 REQUIREMENTS 3.1 Submission of Response and Copies - One marked original and one electronic
copy of the response to this RFI shall be submitted prior to the due date and time. 3.2 Response Instructions - RFI responses are to be organized and submitted in
accordance with the instructions in this section. 3.3 Transmittal Letter - A Transmittal Letter on the respondent’s letterhead shall be
submitted in this section and include but not limited to the following information:
3.3.1 The names of individuals involved in the preparation of the response and their relationship to the company.
3.3.2 The name, address, and telephone number of the individual to which inquiries
relating to the response should be directed. 3.3.3 Detailed questions, concerns and challenges anticipated with this program that
may hinder a successful outcome or impact the ability to respond to a RFP, should the Authority issue an RFP.
3.4 Quality and feasibility of the proposed Retail Kiosk concession - Information
submitted in the response for this section shall include a narrative description of:
3.4.1 The respondent’s understanding of the needs (specialty retail products, non-food and beverage with the exception of prepackaged non-perishable, non-alcoholic items, no tobacco or nicotine products). Authority has final discretion on approval of merchandise.
3.4.2 Details of the concept, including the name, the concept’ quality, feasibility, and
recognition in the Ohio market; 3.4.3 Details for the design and display elements for merchandise; 3.4.4 Rent to the Airport. Monthly rental rate you would be willing to pay to the
authority; 3.4.5 Merchandise list with pricing. All prices must adhere to the Airport's street-
pricing, which requires product to be priced within ten percent (10%) of the other locations or to similar outlets within Franklin County and contiguous counties’
3.4.6 Any firm with an ACDBE certification or ACDBE eligible firms will be given the
maximum opportunity to participate in the kiosk program.

3.5 Experience and Past Performance - The respondent should submit proof with the response documenting any previous project experience of similar type (if applicable):
3.5.1 Concept Name/Location/Size 3.5.2 Detailed Description of the concept 3.5.3 Date of completion 3.5.4 Three (3) years of gross revenues, if available 3.5.5 Contact person name, email address, phone number, of site owner (if
applicable)
3.6 Evaluation of Proposal - The Authority will evaluate each responsive proposal submitted. Each proposal will be evaluated according to the following process:
3.6.1 The first step in the evaluation process will be to determine whether the
proposal conforms to the Requirements as outlined in sections 3.1-3.5. 3.6.2 Proposals will then be evaluated according to the requirements listed in
sections 3.1-3.5. Respondents may be required to make a presentation to the Authority. This presentation will be to explain the concept, design, and business aspects of their proposal and to respond to questions from the Authority.
3.6.3 The Airport will not be obligated to respond to any submitted proposal, and will
not be legally bound in any manner by the receipt of a proposal. 3.6.3 The Authority reserves the right to reject any or all proposals. 3.6.4 The Authority reserves the right to negotiate and execute a concession
agreement with any entity, regardless of whether or not they responded to this RFI.
3.6.5 The Authority reserves the right to request a "best and final" offer.
