Paper carrier bags

Definition:• “Paper carrier bags” are paper based products used for the

handling/transportation of goods. Paper carrier bag can be offered or sold next to the pay-desk or sold alone as a product on its own.

• Paper carrier bags shall be designed to be open and to be filled either at the point of purchase or afterwards so that consumers understand the validity of the Eco-label for the paper carrier bag, and not for the goods added (more explanation in the annex).

Justification against two main concerns

Eco-labelling of packages• Packaging and packaging waste directive

(94/62/EC) defines in its Annex 1 that a carrier bag is considered as packaging

• Regulation (EC) No 66/2010 of the European parliament and the Council doesn’t exclude packages

Annex 2:• In order to avoid the risk to mix eco-labeled bag

and its non eco-labelled contents, the Eco-label displayed on the bag shall bear the following text in accordance with Regulation 66/2010 annex II:

“EU Eco-labeled paper carrier bag”

Justification against two main concerns

Functionality of the product• Similar functionality can be offered by all carrier bags,

despite their material (paper, plastic, textile etc.) • There’s already criteria for Textile products, carrier bags

being mentioned as examples of the textile products• Criteria is being set for “Converted paper Products”

₋ The aim is similar like with the Textile group, set criteria that is relevant for this material, i.e. to create better and more environmentally friendly paper carrier bags by ensuring that materials and production methods used would also have own criteria and that quality would fit for the purpose
