1. Mandatory Requirements for responsiveness of bid:
Bidders are required to tick the below mentioned mandatory requirements and also attach the required
documents sequentially in the bid. If any of the Mandatory documents is found missing then the Bids opening
and evaluation committee reserve the right to reject the Bid of that Firm/Supplier.
1.1. Financial bids is attached in the form attached as Annexure C below. (Mandatory)
1.2. Bidder must be registered with Sales tax and copy of tax registration certificates is attached. (Mandatory)
1.3. Bidder must be registered with Income tax and copy of tax registration certificates is attached.

1.4. CDR 2% of bid amount as Bid security is attached with the Bid (Mandatory)
1.5. Bidder must not be black listed and the affidavit for being not black listed is attached (Mandatory).
1.6. Bidder meets the delivery period of the goods. (Mandatory)
1.7. Bidder should have the minimum annual sales amounting five (5) times of the bid value. Bidder should
attach the duly approved annual income statement for the latest financial year. (Mandatory).
1.8. Bidder should submit Valid Letter of Authorization from the Principal. (Only if bidder is not the manufacturer)
1.9. Bidder should submit duly approved warranty certificate of minimum one (1) year. (Mandatory).

2. Terms & Conditions:
2.1. Punjab Power Development Company Limited, (hereinafter referred to as “the Purchaser”) invites /
requests Proposals (hereinafter referred to as “the Tenders”) for design, supply and installation of
furniture (hereinafter referred to as “the Goods”) on turnkey basis.
2.2. The execution will be carried out at 3rd Floor Mega Tower, 63-B Main Boulevard Gulberg, Lahore.
2.3. The firm will design, manufacture / assemble, supply, and deploy furniture for entire floor consisting of
Executive Offices, Sitting Areas, Reception, Conference Rooms, other working areas etc. as per the
details given in Annexure-A and also give after sales services for any repair and maintenance support.
In case of failure, their bid security will be forfeited and tender may be given to 2nd lowest bidder subject
to the approval of Competent Authority.
2.4. If you have doubt to the meaning of any portion of the tender documents, you may seek clarification of

Bidders should note that all queries should be communicated via the Primary Contact and in writing only. In
the case of an urgent situation where the Primary Contact cannot be contacted, the bidder may alternatively
direct their enquiries through the Secondary Contact.
2.5. As per the clause 31 of PPRA Rules 2014, PPDCL will use the amount of the bid price as the sole
evaluation criteria for the bids. Please note that each type of furniture item may be evaluated separately
or as a whole, for purchase order, in better interest of PPDCL.
2.6. A bid shall be considered as responsive if bid is accompanied by the mandatory requirements as
prescribed in clause no.1 of the bidding document. If any of the Mandatory documents is found missing
then the Bids opening and evaluation committee reserve the right to reject the Bid of that Firm/Supplier.
The Tender determined as not responsive shall not subsequently be made responsive by the Tenderer
by correction or withdrawal of the material deviation or reservation. However, PPDCL may waive off any
minor non-conformity or inconsistency or informality or irregularity in the Tender.
2.7. Each participating firm/supplier will be bound to submit sample of Furniture offered, if required, for
selecting best offered ones with lowest cost. Each type of furniture item may be evaluated separately or
as a whole, for purchase order, in better interest of PPDCL.
2.8. Warranty offered must be clearly submitted in the form of warranty certificate duly signed. Making quality,
structural material and finishing must be as per sample or specification provided in the tender documents.
2.9. Delivery Period for purchase order must be clearly specified on the bid submitted not exceeding 15 days.
2.10. Delivered Furniture will be inspected by the inspection committee before processing of bills.
2.11. Demand Draft equivalent to 2% of bid value as bid security (refundable CDR) in favor of “Punjab Power
Development Company Limited” should accompany the bid. Bidders with less CDR may be rejected for
evaluation if objected by the bids opening and evaluation committee. CDR of all bidders will be retained
till announcement of evaluation report and CDR of selected supplier will be retained until supplies are
successfully completed & accepted.
2.12. The bids along with 2% of bid security, GST Registered Certificate, Income Tax Certificate, etc, must
be delivered at Punjab Power Development Company Limited,77-Shah Jamal Colony, Lahore on or
before 28.11.2016 till 2:00 PM.
2.13. Tenders will be opened on 28.11.2016 at 02:30 PM in the presence of bidders’ representatives who
choose to attend, at the address above. Late tenders will be rejected and returned unopened to the
bidders.
2.14. Bidders are also required to state, in their proposals, the name, title, fax number and e-mail address of
the bidder’s authorized representative through whom all communications shall be directed until the
process has been completed or terminated.
2.15. The Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with
the preparation or delivery of bids.
2.16. The validity of the offer must not be less than 60 days from the date of opening.
2.17. The rates quoted should be inclusive all type of taxes, duties, freight charges etc, however sales tax if
applicable be shown separately.
2.18. To assist in the examination, evaluation and comparison of bid, PPDCL may, at its discretion, ask the
bidder for a clarification of its bid. All responses to requests for clarification shall be in writing, and no
change in the price or substance of the bid shall be sought, offered or permitted
2.19. The competent authority reserves the right to reject any or all tenders totally or partially on the basis of
assessment criteria or without assigning any reason. The competent authority also reserves the right to
increase or decrease the quantity of Furniture in the purchase orders.
3. Award Criteria and Award of Contract
Prior to expiration of the period of Bid validity, The PPDCL will award the contract to the Bidder whose bid
after being evaluated is considered to be the most responsive with the lowest price offered
.

4. TECHNICAL SPECIFICATIONS SUPPLY AND INSTALATION OF FURNITURE ON TURNKEY BASIS.
4.1. Execution of work will be carried out on 3rd Floor Mega Tower, 63-B Main Boulevard Gulberg, Lahore.
4.2. The firm will design, manufacture / assemble, supply, and deploy furniture for entire floor consisting of
Executive Offices, Sitting Areas, Reception, Conference Rooms, other working areas etc
4.3. Bidders would have to submit detailed plan along with images, specifications, colors available for each
furniture type and lead time for all items.
4.4. The successful bidder will provide warranty and after sales services for the period of one year.
4.5. Detailed Bill of Quantity (BOQ) along with specifications are as below. However all the given
specifications are at minimum and the prospective bidder may bid with higher specifications.
4.6. The Purchaser reserves the right to place order for some or all of the items and in a quantity less, equal
to or more than the one listed in the table below, thus pricing and payment will be done as per the rate
quoted per unit.
4.7. A detailed drawing – sitting floor plan (for sample purposes) is also available with the Purchaser upon
request, for which the primary / secondary contacts may be reached.

Note:
No cutting or overwriting is allowed. Any cutting or overwriting will lead to rejection of the financial
bid
Warranty period will start from the date of issuance of taking-over certificate by the purchaser upon
successful delivery and installation of all furniture items.
All government notified fees, charges (if any) incurred to offer the aforementioned good and services
shall be included in the cost mentioned above. All the furniture items and numbers quoted above are
hypothetical and in no way bind the Purchaser to purchase the said items in a no. less than, equal
to or more than the one as quoted above. However all items shall be procured on the per unit rate
(whether less than, higher than or even equal to the number as stated above).

2. Having examined and being fully familiar with all the provisions of the RFP (including its forms and
attachments and all the above Addenda), receipt of which is hereby duly acknowledged, and having
evaluated, following our own studies undertaken under our responsibility, the nature and scope of
the contractual obligations to be executed, and any other regulation associated to the Project or its
execution, we hereby offer:
a. to undertake the Supply/Services in compliance with all requirements of the bidding
document;
b. at a Proposal Price in Rupees as offered in the Financial Cost Sheet (Annex C) to this
Proposal
3. We hereby agree that this proposal constitutes our firm, irrevocable offer that is binding upon us and
will remain valid for a period of sixty (60) Days from the Deadline for Submission of Proposals (the
“Proposal Validity Period”), except as such period may be extended by us at the request of PPDCL.
4. We have provided and attached hereto a bid security in the form of a Bank Draft No. [________]

5. We certify that (i) the information submitted as part of this Proposal is complete and accurate (ii) the

and conditions and disclaimers of the RFP documents.
6. We understand the criteria and process for evaluation of Proposals and selection of Successful
Bidder established in the bidding document and acknowledge that PPDCL is not obligated to accept
our Proposals and may at any time reject our Proposal at its sole discretion.
7. We commit ourselves, if we are invited by PPDCL to do so, to clarify our Proposal and finalize the
Contract Agreement as specified in the RFP.
