Between 2005 and 2006, there had been no substantiated cases of human trafficking, that is, the persons conveyed into/out of Singapore were not forced into the act. Instead, they were willing parties who were being smuggled into Singapore. Singapore takes a serious view on complaints and allegations of human trafficking cases, and all reported cases are followed up on. All substantiated cases will be investigated thoroughly. SPF has a dedicated unit which investigates into vice‐related offences, which include any possible cases of trafficking of women or commercial sexual exploitation. Officers from the unit are trained in interview techniques and translators are also present during the interviews whenever required. The thorough interview process on all persons suspected of being involved in vice‐related activities allows the officers to extract any potential information on human trafficking activities. In addition, Singapore has tough laws in place to protect a person against trafficking, exploitation, abuse and prostitution. Examples of our legislation include: i. Sections 363‐369 of the Penal Code which criminalize the act kidnapping and abduction. In particular, section 367 criminalizes the kidnapping/abducting of a person in order to subject him to grievous hurt, slavery, etc ii. Section 370 of the Penal Code which criminalizes the buying or disposing of any person as a slave; iii. Section 371of the Penal Code which criminalizes the habitual dealings in slaves; iv. Sections 272 and 273 of the Penal Code which criminalize the selling and buying of minors for the purpose of prostitution; v. Section 373A which criminalizes the importation of women by fraud with intent that such woman may be employed or used for prostitution; vi. Section 140 of the Women's Charter which prohibits a wide range of conduct, including the sale, hire or possession of women for the purpose of prostitution, and the procurement of women, the bringing into, receiving or harboring of such procured women and the detention of women against their will; vii. Section 140 of the Women's Charter prohibits trafficking in women; and vi. Section 140 of the Women's Charter prohibits trafficking in women under falsepretence.

2. Crimes recorded in criminal (police) statistics and persons brought into initial formal contact with the police, by type of crime, 2005‐2006
Singapore has ratified the UN Convention on Transnational Crime (UNTOC) in September 2007. Prior to the ratification, we do not separate the statistics between organized and non‐organized crime. As some of the crimes committed by organized criminal groups may also be committed by individuals in non‐organized fashion, the units/Task Forces in SPF, CNB and ICA that take charge of the investigation of crimes, drug and immigration offences committed by individuals are also responsible for the investigation and enforcement against offences committed by organized criminal syndicates. Hence, the statistics recorded by SPF, CNB and ICA reflect the total crime cases recorded for each offence; it does not differentiate between offences committed by organized groups and individuals. In addition, Singapore has laws and criminal procedures in place to enforce against offences commonly committed by organized crime groups, including but not limited to, money laundering, drug trafficking, illegal money lending, illegal gambling and bookmaking, and triads‐related activities. Examples of our tough legislation include i. Criminal Law (Temporary Provisions) Act; ii. Moneylenders Act; iii. Misuse of Drugs Act iv. Casino Control Act v. Common Gambling Houses Act; vi. Corruption, Drug Trafficking and other Serious Crimes (Confiscation of Benefits) Act; and vii. Societies Act.
