July 25, 2019

Agenda

• Welcome and Introductions• Meeting Purpose• Project Background and Existing Data• Purpose and Need• Project Scope and Process• Key Considerations• Next Steps and Schedule

Meeting Purpose

• “Blank Slate” Public Informational Meeting– General definition of the project– Improve our understanding– Learn about concerns and priorities of the

corridor users– Help define the next phases of design

Project Background

• 1984 US Route 1 Policy– Two through lanes each direction– Medians and left turn lanes at key

intersections• 1989 Kimball-Chase Feasibility Study

– Same as 1984 Policy• 2011 US Route 1 Corridor Plan

– 5 lane cross section with medians, bike shoulders and sidewalks

Project Background

2011 Study Typical Section

Existing Corridor Data

• Average Daily Traffic –– 20,000 vehicles per day (2019) – 25,000 vpd (2009) – 26,000 vpd (2045)

• Posted Speed Limit – 35 mph

Existing Corridor Data

• 5 Signalized Intersections – Ocean Road– Heritage Drive– Walmart Drive– Southgate Plaza– Wilson Road

Existing Corridor Data• Roadway

– 11’+/- lanes– 2’ to 14’ shoulders

• 2,000 +/- LF of sidewalk

• 6 Transit Stops (Taco Bell & Wilson - Shelters)

• 70 +/- Abutting parcels

Project Purpose and Need– Purpose

• Improve safety• Improve traffic flow• Create pedestrian and bicycle facilities• Provide transit opportunities• Improve aesthetics

– Need• Inconsistent/Confusing lane configuration• High crash rate• Difficult turning movements• Minimal bicycle and pedestrian facilities

Project Scope

• US Route 1 Improvements between Ocean and Wilson Roads

• Can be shaped by public input• May be limited due to funding

constraints ($4.9 million for construction in TYP)

Design Process• Data Collection & Evaluation

– Initial Public Input– PAC Involvement– Public Information Meeting (PIM) (7/25/19)– Section 106 Consulting Parties

• Alternatives Analysis and Design– Second round of Public Involvement

• Evaluate impact/effect on resources• Identify and Select Preferred Alternative

– Third round of Public Involvement

Design Process

• Conduct Public Hearing• NEPA Evaluation and Documentation

– Summarize effects of Preferred Alternative• Final Design• Environmental Permitting• Right-of-Way Acquisition

Evaluation Process

• Corridor needs• Constraints

– Stormwater Treatment– Natural and Cultural Resources– Right of Way– Access Management– Maintenance– Utilities

Key Considerations

• Access Management– Many parcels

connected– Mitigate

impacts of center median

Key Considerations • Drainage

– MS4 Community• Stringent

Treatment– Existing

• Sheet flow, minimal curbing

• Minimal treatment– Proposed

• Closed systems• Treatment

options

Key Considerations

• Maintenance Requirements– Stormwater

Treatment– Landscaping– Plowing/Winter

maintenance

Key Considerations • Potential Impacts

– Right-of-Way• 66’ Wide (Additional

easements at select parcels)

– Utilities• Aerial• Underground• Public and Private

– Contaminated Soils/Groundwater

– Air/Noise

Key Considerations

• Potential Impacts– Natural Resources

• Wetlands• Water Quality• Tree Cutting

– Bat Habitat

• Endangered Species

Key Considerations

• Potential Impacts– Cultural Resources

• Historic Features– Buildings– Neighborhoods

• Cemeteries

Chace 1857 Rockingham County Map shows approximately nine houses, two cemeteries and a schoolhouse on Lafayette Road between Ocean and Peverly Hill Roads.

1956 USGS shows more than 20 individual properties on Lafayette Rd/US 1 between Ocean and Peverly Hill roads, two cemeteries, and the beginnings of now larger subdivisions on corners of Ocean Rd and Elwyn Rd.
