• The NPA has a Muslim fighting unit belonging to the Moro Resistance Liberation Army (MRLA) of the Moro Resistance Liberation Organization (MRLO), the precursos of the Moro Revolutionary Organization (MRO).
• Even the Mindanao Commission has a Moro Army Committee (MAC) operating largely in Central Mindanao.
• Through their Moro members, the NPA has built alliances with the MILF, the ASG and the MBG (MNLF).

• Born on 22 April 1972 in Talipao, Sulu, he is known be a versatile religious preacher and highly trained combat leader.

• He also has deep experience in NGO organizing.
• He is expected to reinvigorate the Islamic militancy of the ASG.
• He was involved in the abduction of Father Bossi through the operation of Commander Bravo who was a classmate in the Dar’ul Imam Shaffee.

• Despite the military offensive against the ASG, Igasan has been monitored to be reorganizing and consolidating the group.
• Igasan is utilizing his networks with the Dar’ul Imam Shaffee and with existing networks with Al-Qaida particularly those based in the Middle East.
• Igasan is also recruiting new members from the disgruntled elements of the MILF, particularly those based in ZamboangaSibugay and several towns of Central Mindanao.

The Al Khobar Group
• The NPA has a special Muslim unit called the Al Khobar Group (AKG).
• The AKG has repeatedly claimed responsibility on the bombing of several buses and stations of prominent bus companies.
• There are intelligence reports that the AKG has established links with JI and MILF rouge members because the AKG carried the “bomb signature” of JI and MILF.
• Some law enforcement authorities claim, however, that the AKG is a mere criminal gang.

Even if a formal agreement is eventually signed between the GRP and the MILF, groups like the NurMisuari Break-Away Group (MBG) of the Moro National Liberation Front (MNLF), the Abu Sayyaf Group (ASG), the Rajah Solaiman Islamic Movement (RSIM) and the Muslim members of the New People’s Army (NPA) are challenging the wisdom of the GRP-MILF peace process.

These groups, labeled by the GRP as terrorist organizations, are apparent threats not only to the GRP-MILF peace process but also to Philippine national security and the regional stability of Southeast Asia.

Unless the GRP wins the hearts and minds of these groups through
effective governance, the Philippines is doomed to suffer the vicious cycle of
