day of January Nineteen Hundred and Tenthe City Water Works shall not serve orsupply water to any private consumerunless the owner of the premises to besupplied or his authorized agent shallmake application therefor In writing totho Superintendent of said Water Works-on tho form prescribed by the WaterCommittee of tho City

The application shall be held to bindthe to take the supply for notless than one year beginning on the firstday of January of each year unless ashorter term be expressly agreed uponand shall bind tho applicant so long astho water is supplied to pay the City Itsestablished rates therefor and to complywith Its rules and regulations
