Local authorities have a unique responsibility to the children and young people they look after and care leavers. This responsibility is referred to as being a ‘corporate parent’.
This year, we are embarking on an ambitious programme of change which will transform Children’s Services in Oldham and improve outcomes for all children. Children looked after and care leavers are among the most vulnerable children and young people in the Borough. As corporate parents, the Council and partner agencies have a collective responsibility to do everything we can to reduce the impact of the early life experiences of our children in care and care leavers and make a positive difference in their lives. Together, we must work harder to “level the playing field” for our children in care and care leavers so that they have the same opportunities to thrive as other children and young people growing up in Oldham.
In simple terms, we want Oldham to be a place where children and young people:
