Chapter - 1
General information of the institute
1.1 Establishment of the Institute
State Government established the School of Good Governance and Policy
Analysis in the year 2007. The Public Service Management Department, Government of
Madhya Pradesh vide its order No. F/6-3/2011/61/psmd, dated 13th December 2011 has
constituted the Atal Bihari Vajpayee Lok Prashasan Sansthan and state government had
merged School of Good Governance and Policy Analysis into this new sansthan. 1st
meeting of the Governing Body of the Atal Bihari Vajpayee Lok Prashasan Sansthan was
held on 7th May 2014 in which it has been decided that the name of the Atal Bihari
Vajpayee Lok Prashasan Sansthan is to be changed to "Atal Bihari Vajpayee Institute of
Good Governance and Policy Analysis (AIGGPA)" and accordingly permission has been
accorded by the Registrar, Firms and Societies, Madhya Pradesh vide their order
No.4151/15 dated 18.12.2015.
1.2 Aims and Objectives
The main objectives of the institute are as follows:
1 In the Global-Local context, to act as a 'Think Tank' in the field of good
governance; to analyse the policies of government and to assess their impact
on the target group.
2. To analyse key issues in good governance, identify problems and to suggest
solutions for them, develop action plans and support implementation of these
plans.
3. To create a bank of "Best practices", methodologies and e-governance
programmes and their dissemination.
4. To provide consultancy services towards improving the prevailing
administrative system and required restructuring.
5. To identify those areas for change and reform that will make the most positive
impact in improving administrative performance and achievement.
6. To provide institutional mechanisms to local, national and international
institutions and stake-holders for people-centric administration.
7. To provide technical support and advisory services to local bodies, states,
national and international institutions in the areas of programme structuring
and implementation, action research, change management and administrative
reform.
8. To conduct various courses related with Public Service Management.
9. Capacity Building of Non Government Organisations.

1.5 Working of the institute
The Institute is registered as a Society under the Madhya Pradesh Society
Registrikaran Adhiniyam, 1973. Hon'ble Chief Minister of Madhya Pradesh is Chairman
of the Governing Body of the Institute. The Institute functions through its Director
General, Director, Principal Advisors, Advisors and Deputy Advisors as well as
Administrative and Finance wing. For the Project work of the Institute, the services of
Research Associates, Research Fellows, Subject Experts, Interns and Field Investigators
are obtained as and when required.

Major Activities of Year 2015-16
2.1 Impact Assessment study of Virtual Classroom Project implemented in M.P.
In order to increase the spread of education and to ensure the availability of quality
and uninterrupted education in the
interior region of the state, state
government has started virtual
classroom project in government
school and colleges with the use of
Information technology. Virtual
classroom project has been
launched for students studying in
class 9 to class 12 in one
Government Excellence/ general
Higher Secondary School at
headquarters of each 313
development blocks (89 tribal and 224 general) in the state. The schools have been
selected by the School Education/ Tribal Welfare Department. MAP_IT (Department of
Information Technology), the implementing agency of the project, has entrusted the
responsibility of impact evaluation of the project to the Institute.
For the study, the Institute has prepared checklist and four interview schedules for
students, lecturers/ principals, District e-governance Managers/ Assistant e-Governance
Managers and master trainers/ e-lecturers (specialist teachers)/ tele-teachers. The
Institute has completed the field survey and compilation and analysis of data is in
progress. The study report will be submitted to MAP_IT by March, 2016.
2.2 Third Party Evaluation of the Post Metric Scholarship Scheme
Tribal welfare department has requested the institute to undertake Third Party
evaluation of the Post Metric Scholarship Scheme. The institute is in principal agreed to
conduct the evaluation and sent a detail proposal to the department which was approved
by the department in March 2015.
Evaluation of various components of the scheme and their utility was done on the
basis of the views given by different stakeholders namely - officials of the tribal welfare
department, Director/HODs of the private institutions/Colleges and the direct
beneficiaries. For evaluation, the following district and no. of students were chosen on
the basis of the availability of courses in the private colleges:

As per the secondary data
received from the department in the
year 2013-14, 4307 students from
Schedule Tribe category were enrolled
in various courses under the scheme.
On this basis approximately 10% (432
students) of the total enrolled number
of students were chosen for the
evaluation. Out of the identified
districts, the colleges were chosen on
the basis of the number of students
under each course outlined under the scheme.
The institute has collected the primary data with the help of the field investigators,
analyzed and submitted the report to the department in January, 2015.
2.3 Impact Assessment study of “Mobile Veterinary Units”
On the request of the Veterinary Department, the Institute conducted an Impact
Assessment Study of “Mobile Veterinary Units” operated by the department on
contractual basis in three tribal-dominated districts of the State – Dhar, Anuppur and
Seoni. Under the study, 720 randomly selected beneficiaries of 42 villages of six
development blocks of the three districts were contacted to know their opinion and
expectations from the scheme and data was collected through questionnaires for
assessing the impact of the scheme. Additionally, to assess the actual status of the
mobile veterinary units being operated on contractual basis, the units were inspected
using a check list.
After analysis of the data, the Institute forwarded the study report to the Veterinary
Department in October, 2015.

2.4 Impact Assessment study of nine projects under National Agriculture
Development Programme
The Institute was requested by the Department of Farmer Welfare and Agriculture
Development to conduct impact assessment study of the following nine projects executed
under the National Agriculture Development Programme in year 2013-14.
1. Subsidy on construction of tube wells.
2. Distribution of diesel/ electric pump sets on subsidy.
3. Farm field schools.
4. Seed distribution programme.
5. Establishment of paddy nurseries to encourage SRI system.
6. Agriculture-related assistance to leaseholder farmers of forest villages.
7. Agriculture-related assistance to extremely backward tribal farmers.
8. Strengthening of Agriculture Knowledge Centres.
9. Strengthening of seed farms of Seed Corporation.
The Institute will prepare detailed action plan for impact assessment study of each
project and the study would be completed in the year 2016-17.
2.5 Impact Assessment Study of Mukhyamantri Swarozgar Yojana
The main objective of the Atal Bihari Vajpayee Institute of Good Governance and
Policy Analysis is impact assessment of key government schemes. It was in keeping with
this objective that the chairman of
the governing body of the Institute,
the honorable Chief Minister,
directed to conduct an Impact
Assessment Study of
"Mukhyamantri Swarozgar
Yojana" with a view to improve its
provisions/ implementation. This
study is being conducted by the
internal budget of the Institute.
An assessment of the objectives and provisions/ processes of the scheme is being
attempted through co-ordination with all the seven concerned departments and
discussions with the nodal department i.e. Department of Commerce, Industries and
Employment – and by incorporating the suggestions that have been made. Based on the
number of beneficiaries, the following districts were chosen for the assessment of the
scheme:

According to data made available by the Department, in the year 2014-15 Rs.
38, 922 was disbursed to 20,064 beneficiaries as margin money assistance.
Presently, the data collection is under progress. The study will be completed in the
year 2016-17 and the report will be send to the department.
2.6 Impact Assessment Study of training of Gram Sabha Health Adhoc Committees
Training of members of Gram Sabha Health Adhoc Committees is being
conducted by the NHM. In the first stage, 2,14,118 committee members have been
trained. The Institute was requested for impact assessment study of the "Gram Sabha
Health Adhoc Committees Training Programme" being conducted with the co-ordination
of three departments. The study covers the effectiveness of the training programme,
relevance of the training materials, training methodology and adequacy or otherwise of
the training duration. The following points were taken into consideration to judge the
effectiveness of the training programme:
Regularity of the meetings of the committee and participation of the
members in them.
Attendance of members of different castes and classes and remotely located
families in the meetings.
Whether the committees are drawing up village health plans and working
according to them.
The use of discretionary funds of the Gram Sabha in the interests of the
community.
The level of knowledge of the members regarding the financing, expenses
and functions of the Committee.
Whether the interests of the very poor and sections lacking access are being
kept in mind by the Committee while taking decisions.
The assessment of special works undertaken by the Committee over the
past two years for improvement in the village health.
One district in each division, two development blocks in each district, six Gram
Sabha Health Adhoc Committees in each block and six members of each committee

were selected for the study. The number of respondents and committees covered under

Of the committee members included in the study, 15 percent were chairpersons,
14 percent ASHA workers, 5 percent Aaganwadi workers and 66 percent members.
The study is mainly based on interview schedule, checklist, discussions with
respondents and villagers and observations. The study report was submitted to the
department in October, 2015.
2.7 Socio-economic study of the circumstances and reasons for children going
missing in the state
The Institute has been given the responsibility of conducting a "Socio-economic
Study of the Circumstances and Reasons for Children going Missing in the State".
According to the Crime in India – 2013 report of National Crime Records Bureau (NCRB),
in the year 2013, the cases of 58,224 children (less than 18 years of age) going missing
were registered as crimes in the entire country. An increase of 52.5 percent in crimes
against children in the brief span of one year is an issue of concern for the police and the
administration. If the socio-economic factors behind children going missing are studied
and attempts made to eliminate them, the number of children going missing may come
down.
The preparation of interview schedule for soliciting information from the
respondents and selection of districts on the basis of the number of children gone
missing (as per information provided by the Police) is underway. After completion of field
work, the report will be submitted to the department in the year 2016-17.
2.8 Third party evaluation of work done by Jan Abhiyan Parishad
On the request of the Jan Abhiyan Parishad, a study for third party evaluation of
the work done by the Parishad was initiated in December 2015. The selection of districts
and preparation of interview schedules for different respondents is in progress. The study
will be completed and the report will be submitted to Jan Abhiyan Parishad in the year
2016-17.

2.9 Citizen Feedback Survey
The institute has begun work on Citizen Feedback Survey. The main objective of
the study is to seek information from people's representatives through targeted group
discussion on the following points:
Priorities of the citizens with reference to the policies and programmes of the
government.
Determining service benchmarks and making gap analysis of district and state
plans on the basis of the priorities spelt out.
Apprising the government of the conclusions of the study so that they can be used
for deciding the orientation of the present and future schemes, policies and
programmes of the government and their implementation.
The Institute organised a brainstorming workshop of the representatives of
reputed institutions working in this field to arrive at a decision on the methodology to be
used for conducting the study. In accordance with the decision taken at the workshop,
the study is being conducted through group discussions with people's representatives
ranging from Panch/ Sarpanch to Members of Parliament. Both urban and rural areas
have been included in the study. In rural areas, 200 Sarpanchas, 100 Janpad Panchayat
members and 100 District Panchayat Members of 20 development blocks of 10 districts
have been included in the study. In urban areas, the Mayors of five Municipal
Corporations (Rewa, Bhopal, Indore, Jabalpur and Gwalior) and 100 Ward Members of
10 Urban Bodies, in addition to two MLAs and one MP each from selected districts have
been included in the study. Thus, targeted group discussions are being held with 635
people's representatives of different levels. The study will be completed in the year
2016-17.
2.10 Third phase of survey of Public Service Centres established in Madhya
Pradesh
The "MP Public Services Delivery Guarantee Act, 2010", enacted by the state
government, is a milestone in the direction of strengthening civic rights. Under the
provisions of the Act, 336 Lok Seva Kendras have been established in PPP mode in all
blocks and urban areas of the state. State Agency for Public Services (SAPS) has
entrusted the task of conducting a survey to the institute to determine the quality of
service provided by these kendras. The main objectives of the survey are:
1. The availability of hardware, space, broadband connectivity, facilities and human
resources in the Public Service Centres and behavior of their staff with the
beneficiaries.
2. Information about fee being charged by the Centres for providing different public
services and the process thereof.
3. The level of satisfaction among the people's representatives and the public about
the services being provided by the centres.

4. Operational problems of the Centres and suggestions for resolving them.
The Institute identified the following four institutions through national bidding
process for the survey work:
1. Samarthan, Bhopal,
2. Centre for Research Planning and Action, New Delhi,
3. Gayatri Rural Education Society, Srikakulam, Andhra Pradesh, and
4. Vimarsh, Gurgaon, Haryana.
The institute had started the
survey in November 2013 and to
date three phases of the survey have
been completed. The third phase has
begun from April 2015, under which
197 Lok Seva Kendras were
surveyed. Four separate interview
schedules have been prepared for
beneficiaries, public representatives,
LSK managers and designated
officers. The Institute has collected
information pertaining to different
aspects of the functioning of these
kendras through these interview
schedules. After compilation and analysis of the data, the survey report was submitted to
the State Agency for Public Services (SAPS) in July, 2015.
2.11 Preparation of departmental manual of Animal Husbandry Department
The Animal Husbandry Department had requested the Institute to update its
departmental manual. The Institute prepared a detailed proposal for the purpose, which
was approved by the Department. The draft departmental manual, prepared by the
consultant appointed for the purpose, was submitted to the Department for necessary
suggestions in August, 2015. Additional information has been sought from the
department for incorporating the suggestions received in the draft manual. After receipt of
the said information, the draft manual would be finalised.
2.12 Preparation of departmental manual of Horticulture Department
The Directorate of Horticulture and Farm Forestry, Government of Madhya
Pradesh requested the institute to update the departmental manual of Horticulture
Department. The Institute prepared a detailed proposal for the purpose, which was
approved by the department. The preparation of the draft manual is in progress and will
be submitted to the department in the year 2016-17.

2.13 Preparation of strategy paper and training module for 'Strengthening of
School Governance'
The Government of India has enacted 'The Right of Children to Free and
Compulsory Education Act (RTE), 2009. The experience over the last five years shows
that the School Management Committees (SMCs) have not been able to play an effective
role in the implementation of the Act. The Institute, in collaboration with UNICEF and
Rajya Shiksha Kendra, has prepared a strategy paper on "Strengthening of School
Governance" for strengthening School Management Committees. The Strategy Paper
proposes weekly, monthly and quarterly indicators for monitoring and also delineates
how these indicators have to be used for the monitoring work. The Strategy Paper was
given final shape after discussions at divisional- and state-level workshops.
The Institute has also drawn up 'Training Module' for the training of the members
of the School Management Committees in association with subject matter specialists of
UNICEF. At the request of Commissioner, Rajya Shiksha Kendra, the Institute, in
December 2015, organised a two-day training programme for 510 resource persons (10
from each districts). These resource persons, in turn, would provide training to the
members of the School Management Committees in their respective districts as per
programme drawn up by the Rajya Shiksha Kendra.
2.14 Identification of Redundancies in Acts/ Rules of the Home Department:

and Mr. Akhilesh Argal, Director, AIGGPA (member secretary). A meeting of the Advisory
Committee was convened on 17th December 2015 at the institute for providing guidance

2.16 Internship Programme
In the year 2008 Institute's Internship Programme was introduced to associate the
management students from the Institute's of National repute like IITs/ IIMs with the
Government machinery. Every year, under this programme, students pursuing MBA from
the above mentioned institute's are selected as Interns.

2.17 Publication of monthly newsletter 'Sushasan'
The Institute launched its monthly newsletter 'Sushasan' in June,
2015 for publicizing its activities. Newsletter are sent to all the
ministers, head of departments, divisional commissioners, collectors,
CEOs of District Panchayats of Madhya Pradesh and leading
institutions of the Country.
2.18 Construction of guest house and residential building of the Institute
The Capital Project Administration (CPA) is constructing the guest house and
residential building of the Institute. The work is likely to be completed by March 2017.

2.19 E-office initiative for paper-less functioning of the Institute
The Institute is endeavoring
to make the functioning of its office
paper-less. The e-office software
developed by the National
Informatics Centre (NIC) was used
by the Institute for switching over to
e-office system. In accordance with
the strategy of the NIC, all the
necessary steps for implementing
the e-office project were completed within the decided timeframe.
A three-tier structure comprising of project
steering committee, project implementation committee
and support system was created for implementing the
e-office project and the roles of different employees
were clearly assigned. All the employees of the
Institute have been provided with government e-mail
IDs and digital signatures. A central registration unit
has been established in the Institute. The current files
of all the four centres and both units (administration
and finance) of the Institute have been
digitalized. Domain name
(https//aiggpa/eoffice.mp.gov.in) has been
registered. The MP State Electronics
Development Corporation, MAP_IT and
NIC extended all possible co-operation to
the Institute in implementation of the
project. The e-office software has been
installed at MP State Data Centre. E-office
project was implemented in the Institute
from March 3, 2016.
2.20 Institute library
Around 1000 latest editions of books on topics relevant to the objectives and work
area of the Institute like good governance, policy, public administration, knowledge
management, economics and social sciences are available in the library of the Institute.
Additionally, national and international reports related with the above-mentioned topics
and study reports of interns, who had done their internship in the Institute, are also
available.

The work of automation of the library using
Koha Library Software is in progress. Presently,
the core staff, research associates and interns of
the Institute are entitled to use the library. The
Institute will soon open the membership of the
library for other academic staff, researchers and
government officials.
2.21 Implementation of Total Quality Management: ISO 9001: 2008 in the Institute
To enhance its quality, effectiveness and credibility, the Institute decided to
implement ISO 9001:2008 and Quality Council of India,
Government of India was appointed as consultant for the
purpose. The Quality Council of India, through various
workshops, made the staff of the Institute aware of the ISO
9001:2008 norms and trained them in preparing SOPs and
conducting internal audit. With the help of Quality Council
of India, an action plan was prepared and "Management
Committee" was constituted for implementation of ISO
9001:2008. The Institute drew up Quality Policy, Quality
Manual and Standard Operating Procedures for its various
activities for implementation of ISO. The process of internal
audit has been completed.
The Institute had appointed Intertek, New Delhi as
'External Auditor' for ISO 9001:2008 certification. After completion of state-1 and stage-2
audits by Intertek, New Delhi, the Institute received ISO 9001:2008 certification on May
30, 2015.
2.22 New General Financial and Administrative Rules of the institute
The Public Service Management Department, Government of Madhya Pradesh
vide its order No. F/6-3/2011/61/psmd, dated 13th December 2011 has constituted the
Atal Bihari Vajpayee Lok Prakashan Sansthan. As per clause-4 of the orders, "the
Sansthan will adopt the aims and objectives of the Executive Body and Governing body
of the School of Good Governance and Policy Analysis, which can also be modified/
changed. As such, the Atal Bihari Vajpayee Institute of Good Governance and Policy
Analysis was working on the norms of the General Financial and Administrative Rules of
the School of Good Governance and Policy Analysis. The Institute has made new GFAR,
keeping in view the present difficulties faced by the institute as well as requirements of
the future.

2.23 New organizational setup and details of staff position of the institute
As per clause-2 of the orders of the Government of Madhya Pradesh, Public
Service Management Department, the assets and liabilities of the School of Good
Governance and Policy Analysis has been merged into the Atal Bihari Vajpayee Institute
of Good Governance and Policy Analysis. As per Clause-5 of the orders of PSM
Department, GoMP, the Institute can form different centres for working in different fields.
Sanction for the merger of SGPA into AIGGPA has been accorded by the Registrar,
Firms and Societies vide their order No.4151/15 dated 18.12.2015.
There are no separate sanctioned posts for the Institute and looking to the aims
and objectives of the Institute, the posts sanctioned for SGPA were not sufficient for
smooth functioning of the Institute. Accordingly, the Institute has developed its
organizational set up as well as service rules of the staff. New organizational setup and
details of staff position of the Institute is annexed at annexure-4 and annexure-3
respectively.
2.24 Organised "Unicode training" for the staff of the institute
"Unicode training" was organised on 18-19 May 2015 at Regional IT Capacity
Building Centre, Bhopal with the support of MAP_IT, Department of Science and
Technology, GoMP for the staff of the institute. The Unicode training was attended by all
the staff of the institute.
2.25 Organised "E-Office training" for the staff of the institute
"E-office has been implemented in the institute. Three day "E-office training" was
organised on 15-17 Feb. 2016 for the staff of the institute. Separate additional training
was organised for the staff of administration division, finance division and library on 25-27
Feb. 2016. In addition, E-office training is also being organised for the new staff
members, when they joins the institute.

2.26 Four days training of the officers in "Focused Group Discussion" under
Citizen Concern Survey project
The Citizen Concern Survey is to be conducted through 'Focused Group
Discussion" with urban and rural people's representatives. These discussions are to be
organised by resource persons. Four day
training programme for 10 selected resource
persons was organised by the Institute from
08-11 December 2015 in the Institute.
The training was given by Shri
Mohammed Amzad, national-level accredited
trainer of NIRD. Besides apprising the
trainees to the basic concept and objectives
of targeted group discussions, they were also exposed to actual targeted group
discussions with people's representatives on the field and at the Institute.
2.27 Brainstorming workshop on Citizen Feedback Survey
The Institute has decided to conduct Citizen Feedback Survey. The key objectives
of the survey are:
Knowing the priorities of the citizens with reference to the policies and
programmes of the government.
Determining service benchmarks and making gap analysis of district and state
plans on the basis of the priorities.
A workshop on relevance and objectives of citizen feedback and its methodology
was organised by the Institute on June 16, 2015 under the chairmanship of Institute's
Director General. Besides Institute's Director, representatives of prestigious national
institutions participated in the workshop. They included Smt. Meera Mishra, Country
Coordinator, International Fund for Agricultural Development, New Delhi, Shri
Ravishankar Rao, Executive Director and Sushri Lalita Pulavarti, Senior Manager, Public
Affairs Foundation, Bengaluru, Sushri Shobhini Mukherjee, Executive Director, South
Asia and Abdul Jameel of Poverty Action Lab, New Delhi and Shri Ambreesh Dongre,
Fellow, Centre for Policy Research. The workshop was coordinated by Smt. Richa
Mishra, programme co-coordinator, Good Governance.
After discussions on the relevance and objectives of citizen feedback survey and
the methodology of collecting feedback, it was also decided to have targeted group
discussions with people's representatives of urban and rural areas.

Appointments in the institute
Mr. Padamvir Singh joined the institute as Director General on 09.04.2016. Prior to
joining the institute, Mr. Padamvir Singh retired from Director General, Lal Bahadur
Shastri National Academy of Administration, Mussoorie, Uttarakhand.
Mr. Rahul Choudhari joined the institute as Principal Advisor (Infrastructure and
Economic Development Studies) on 01.02.2016. Mr. Rahul has extensive corporate
sector experience in the fields of strategic planning, marketing and business analytics.
Before joining the institute he made a formal career shift in public administration through
a masters degree from Maxwell Institute, Syracuse University, NY, USA.
Dr. Satish Chandra joined institute as Principal Advisor (Social Sector
Development) on 05.01.2016. Dr Chandra has worked for three decades in different
areas of public management, especially in the Social Sector. He has wide exposure in
the area of Public Policy and Development Administration at the local, provincial and
national levels.
Dr. Indrani Barpujari joined the institute as Advisor (Governance) on 11.01.2016.
Dr. Barpujari prior to joining the institute, was working as fellow in the Energy and
Resources Institute (TERI), New Delhi.
Dr. Anitha Govindaraj joined the institute as Dy. Advisor (Governance) on
28.01.2016. Prior to joining the institute, she was working with SFAC as a State Co-
ordinator for M.P. and with Synergy Technofin Pvt. Ltd., New Delhi as a Project
Consultant.
Mrs. Jalaja Saji joined institute as Dy. Advisor (Infrastructure and economic
development Studies) on 28.01.2016. Mrs. Saji prior to joining the institute, was working
with IIDC Limited, Bhopal as Assistant Manager for their infrastructure advisory division
dealing with PPP-Projects.

Participation of core staff in different programmes
5.1 Shri Padamvir Singh, Director General, delivered lectures on different topics
including good governance, morality and Total Quality Management to probationary
officers of the Indian Administrative Service at Lal Bahadur Shastri National Academy of
Administration, Mussoorie and National Centre for Good Governance, New Delhi.
5.2 Shri Akhilesh Argal, Director, offered his services on a regular basis as resource
person in different training programmes on "Right to Information" organised at RCVP
Noronha Academy of Administration and Management, Bhopal. Shri Argal also served on
the jury for selection of awardees for "Awards for excellence in e-governance initiatives in
MP".
5.3 Shri Saurabh Bansal, Advisor (Knowledge Management) delivered a lecture on
"Madhya Pradesh Public Service Guarantee Act, 2010" at training programme organised
by the RCVP Noronha Academy of Administration and Management, Bhopal. Additionally,
Shri Bansal also offered his services as a member of the scrutiny committee for
nominations received for various categories of "Awards for excellence in e-governance
initiatives in MP".
5.4 Smt. Richa Mishra, Advisor, presented a paper on "Role of SHGs in Poverty
Alleviation and Women's Empowerment with special reference to Tejaswini Rural
Women's Empowerment Programme" in a national seminar on “Gender and Livelihood:
Opportunities and Challenges" organised by the Women's Study Centre of Barkatullah
University, Bhopal. She also contributed in preparation of training modules, training
outline and questionnaires for assessment of training needs of officers/ employees
working in Community Health Centres in a seminar on "Training officers /employees in
providing citizen-centric quality services" by the Academy of Administration, Bhopal. She
also contributed the preparation of the first year module on “Leadership Development” of
“Chief Minister’s Community Leadership Development Course”.
