P r o g r e s s i v e impairments i n p h y s i c a l f u n c t i o n a l a b i l i t i e s c o n t r i b u t e s i g n i f i c a n t l y t o l o s s o f independence and long-term c a r e needs among o l d e r m i n o r i t y p o p u l a t i o n s . I n some m i n o r i t y p o p u l a t i o n s , t h e s e v e r i t y o f such impairments h a s been shown t o be e q u a l t o , o r g r e a t e r t h a n , t h e g e n e r a lp o p u l a t i o n . I n o t h e r p o p u l a t i o n s , even b a s i c d e s c r i p t i v e d a t a a r e l a c k i n g .These d a t a are needed t o i n c r e a s e our unde r s t and ing o f impairments and f u n c t i o n i n g i n v a r i o u s c u l t u r a l g roups and t o de te rmine needs f o r a p p r o p r i a t eh e a l t h care and s e r v i c e s among t h e s e p o p u l a t i o n s .

On t h e above t o p i c s , N I A encourages a t t e n t i o n t o s p e c i a l problems r e l a t e d t o i n t e r a c t i o n s o f c o g n i t i v e impairment ( e . g . , Alzheimer ' s d i s e a s e ) w i t h p h y s i c a ld i s a b i l i t y i n s p e c i f i c m i n o r i t y groups .

111. MECHANISM OF SUPPORT

Suppor t o f t h i s program w i l l be th rough t h e P u b l i c Hea l th S e r v i c e g r a n t - i n - a i d . The R01 g r a n t mechanism w i l l be used . T h i s Request f o r A p p l i c a t i o n s (RFA) is a one-time s o l i c i t a t i o n . Up t o $1 .2 m i l l i o n ( t o t a lc o s t ) f o r f i r s t - y e a r expenses and a d d i t i o n a l approved expenses f o r up t o f i v e y e a r s w i l l b e committed t o fund a p p l i c a t i o n s submi t t ed i n r e sponse t o t h i s RFA . A p p l i c a t i o n s must be m u l t i - d i s c i p l i n a r y i n f o c u s and i n v o l v e b a s i c and c l i n i c a l r e s e a r c h , r e s e a r c h t r a i n i n g , c o n t i n u i n g e d u c a t i o n f o r h e a l t h p r o f e s s i o n a l s , and i n f o r m a t i o n d i s s e m i n a t i o n t o t h e g e n e r a l p u b l i c i n one o r more o f t h e major s c i e n t i f i c areas o f t h e I n s t i t u t e ( h e a r i n g , b a l a n c e , s m e l l , t a s te , v o i c e , speech, and l a n g u a g e ) . Two c e n t e r s may be s u p p o r t e d i n r e s p o n s e t o t h i s Request f o r A p p l i c a t i o n s (RFA).

BACKGROUND

I n 1988, Congress e s t a b l i s h e d t h e N a t i o n a l I n s t i t u t e on Deafness and Other Communication D i s o r d e r s i n P u b l i c Law 100-553, which mandated t h a t t h e I n s t i t u t e p r o v i d e f o r t h e development, modernizat ion, and o p e r a t i o n o f new and e x i s t i n g C e n t e r s f o r s t u d i e s o f d i s o r d e r s o f h e a r i n g and o t h e r communication p r o c e s s e s . The l a w f u r t h e r s p e c i f i e d t h a t each Center s h a l l conduc t : b a s i c and c l i n i c a l r e s e a r c h i n d i s o r d e r s o f h e a r i n g and o t h e r communication p r o c e s s e s , r e s e a r c h t r a i n i n g programs f o r h e a l t h p r o f e s s i o n a l s , i n f o r m a t i o n and c o n t i n u i n g e d u c a t i o n programs f o r h e a l t h p r o f e s s i o n a l s , and programs o f i n f o r m a t i o n d i s s e m i n a t i o n t o t h e g e n e r a l p u b l i c .

I n 1989, o v e r 100 U.S. s c i e n t i s t s , r e p r e s e n t i n g a broad r ange o f s p e c i a l t i e si n t h e communication s c i e n c e s , m e t t o develop a r e s e a r c h p l a n f o r t h e N I D C D . One p a n e l of t h e s e s c i e n t i s t s addres sed t h e N a t i o n a l Mult i -purpose Research and T r a i n i n g C e n t e r s , i d e n t i f y i n g and e l u c i d a t i n g t h e c r i t i c a l f e a t u r e s o f such C e n t e r s .

I n FY 1990, a n RFA was i s s u e d f o r Research and T r a i n i n g C e n t e r s . Three C e n t e r s were awarded. The purpose o f t h i s c u r r e n t RFA i s t o r e q u e s ta d d i t i o n a l a p p l i c a t i o n s f o r RTCs . I n v e s t i g a t o r s shou ld b e aware t h a t N I H r e q u i r e s a p p l i c a n t s t o g i v e added a t t e n t i o n , where f e a s i b l e and a p p r o p r i a t e , t o t h e i n c l u s i o n o f m i n o r i t i e s and women i n s t u d y p o p u l a t i o n s . Gender and m i n o r i t y p o p u l a t i o n d i f f e r e n c e s shou ld be n o t e d and ana lyzed wherever p o s s i b l e . If m i n o r i t i e s and/or women a re n o t i n c l u d e d i n a g iven s t u d y , a c lear r e a s o n f o r t h e i r absence must be p rov ided .Merely i n c l u d i n g a n a r b i t r a r y number o f m i n o r i t y group and women p a r t i c i p a n t si n a g iven s t u d y is i n s u f f i c i e n t t o g u a r a n t e e g e n e r a l i z a t i o n o f r e s u l t s .

MECHANISM, NUMBER OF YEARS, AND BUDGET

T h i s RFA w i l l be funded th rough t h e N a t i o n a l Mult i -purpose Research and T r a i n i n g C e n t e r (P60) mechanism.
