MESSAGE
Another fruitful year had passed for the National
Telecommunications Commissions (NTC) and I would like to
congratulate anew the 486 men and women of the Agency for their
usual exemplary work.
Regulating the country’s broadcast and telecommunications
industry is no easy task. I remain thankful and consider myself
fortunate for having people in the Commission who show much
dedication for their work.
The Commission continues to take an active role in assisting
stakeholders in the country’s migration from analogue to digital
terrestrial television broadcast. In addition, we find ourselves in
the center of global developments in the field of telecommunications. The task of improving
Philippine internet in the global stage remains a great challenge for all of us. However, with the
planned entry of a new major telecommunications player, the opportunities to address this issue
head-on abound.
The fields of broadcast and telecommunication will undoubtedly remain vibrant in the years to
come. I am confident that the Commission, with its ever-dependable workforce, is ready to take
on any challenge that comes its way.
With all the technological advancements happening in the world today, the NTC can be
considered as an Agency of the future. And, from where I stand, the future looks bright with
dedicated people like you.

MESSAGE
We have proven once again that through our collective efforts
and dedication to our craft, we shall not only meet but surpass
our targets for the year 2017.
Our frequent benchmarking activities and continuous operation
to identify and apprehend unauthorized operation of
telecommunication devices and equipment as well as of radio
frequency interferences resulted to better public service,
substantial revenue in fees and penalties and improvement in the
field of telecommunications technology in the country.
The continuous implementation of “Express Serbisyo sa Publico Program” and the Philippine
National Single Window (PNSW) resulted to faster delivery of Public Services.
Again, let us continue to work hard to deliver better service the public deserves.

MESSAGE
It has been a productive year!
Congratulations to all of us for a job very well done. By strictly
enforcing telecommunications and broadcast laws, rules and
regulations and exacting compliance in the payment of spectrum user
fees (SUF), supervision and regulation fees (SRF), permits and license
fees and penalties and surcharges, we have exceeded the revenue
target set by the Department of Budget and Management (DBM) for
year 2017 by almost ₱500.00M. This is the second straight year that
the Commission exceeded its collection target.
As the welfare of the consumers is our primordial concern and priority, we have made significant
progress in consumer protection. The Department of Trade and Industry, Department of
Information and Communications Technology and the Commission have promulgated a Joint
Memorandum Circular prescribing a one (1) year expiration from date of top-up of pre-paid
loads of all ICT providers and public telecommunications entities to afford subscribers more
time to use their loads.
As we strive to be pro-active in the development of information and communications
technology infrastructures and services and in promoting competition in the
telecommunications industry, we are faced with another challenge, the entry of the new major
player in public telecommunications market.
I enjoin the Commission’s workforce to continue to innovate, outperform ourselves and work
hard and help contribute to make the Commission one of the best performing agencies of the
government.
Let us unite in meeting the task for a better and stronger NTC.

OUR MISSION
The National Telecommunications Commission shall proactively and continually create a
responsive regulatory environment for a viable, affordable, reliable and accessible
telecommunications infrastructure and services to help achieve the holistic development of the
society.
OUR VISION
By 2022, the National Telecommunications Commission (NTC) is a world class regulatory
agency able to lead the Telecommunications sector as an engine for progress and national
development.
OUR MANDATE
To regulate the installation, operation and maintenance of radio stations both for
private and public use1
To regulate and supervise the provision of public telecommunications services2
To manage the radio spectrum3
To regulate and supervise radio and television broadcast stations, cable television
(CATV) and pay television4
Regulate, supervise and control all radio communications, telecommunications and
broadcast, including cable television, facilities and services, and promote consumer
welfare and protection.

CORE FUNCTIONS
To be “primarily responsible for the regulation, supervision, and control over all communications,
telecommunications and broadcast, including cable television (CATV) facilities and services” in the country
equipped with both regulatory and quasi-judicial powers.
Rule Making Establish and prescribe rules and regulations, standards, specifications in all cases related to the issuance of Certificate of Public Convenience and administer and enforce the same;
Promulgate rules and regulations, as public safety and interest may require, to encourage a larger and more effective use of communications, radio and television broadcasting facilities;
To maintain effective competition among private entities in the Telecom industry.
Quasi-Judicial Investigate facts and ascertain the existence of facts, hold hearing, weigh evidence, and draw conclusions from them as bases for their official functions;
Conduct formal hearings and technical and financial evaluations on applications for Certificate of Public Convenience and Necessity (CPCN) for the operation of public telecommunications and broadcast services;
Facilities and on petitions for authority to charge rates, increase capitalizations, investments and other related matters.
Radio Spectrum (Frequency Management)
RADIO SPECTRUM PLANNING – development of radio spectrum allocation policies, plans, and regulations relating to the use of radio spectrum.
RADIO FREQUENCY/CHANNEL ASSIGNMENT –frequency assignment process for radio communications systems in accordance with the National Frequency Allocation Plan.
LICENSING –the process of conferring the legal authority to operate radio station under specific conditions.
Radio and Communications Equipment Standards and Certification
Formulate technical regulations and standards for telecommunications equipment
Issuance of Type-Approval/Acceptance certificate, importation permits/clearances for customer premises equipment (CPE) and other telecommunications equipment.
Radio Enforcement (Monitoring, Inspection and Investigation)
Spectrum monitoring - eyes and ears of the spectrum management process ensure that radio spectrum is being used as intended.
Inspection and investigation - inspection and field investigation, scanning of the entire radio frequency spectrum with the use of sophisticated radio monitoring and electronic equipment
Analyze and evaluate the various signals monitored, measures frequencies of radio stations to determine whether or not they are within the tolerance prescribed under the domestic and international laws and regulations.
International Cooperation
Participate in various treaties and international conventions, and as a signatory to various international organizations, such as the International Telecommunications Union (ITU), International Maritime Organization (IMO), World Radio Conference (WRC), ASEAN Telecom Regulators Council (ATRC), and Asia Pacific Telecommunity (APT).
The NTC safeguards national interests in multilateral and bilateral negotiations where radio spectrum is discussed.
National Cooperation Coordinate and consults with radio users composed of the businesses, communications industries, government users and the public.
Consumer Welfare and Protection
Promote consumer welfare by facilitating access to services geared toward the needs of individual and business users;
Protects consumers against abusive market behavior of dominant players through investigation of complaints and exacting compliance with service standards.

B. Hosting of the 23rd ASEAN Telecommunication Regulators’ Council (23rd ATRC)
Meeting, Manila, Philippines, 22-23 August 2017
The NTC hosted the 23rd ATRC Meeting held in Manila, Philippines, on 22-23 August 2017,
which was attended by the delegates from all ASEAN Member States (AMS) and the ASEAN
Secretariat (ASEC). The ATRC meeting discussed the key policies and regulatory updates
among AMS and pressed on with key deliverables for the ASEAN Countries.

C. Participation in the ASEAN and Regional Free Trade Negotiations
NTC is also a member of the Philippine Working Group on Services for the ASEAN Plus
Dialogue Partners Trade in Services (PHWGS). It is also the Philippine Lead for the RCEP
Sub-Working Group on Telecommunications (SWGTEL), organized to negotiate on the
Annex on Telecommunications Services and Market Access Offers for Telecom Service
Sector.
To safeguard national interest, the NTC has also actively participated in various multilateral
and bilateral Free Trade Agreement negotiations under the ASEAN Free Trade Agreements,
ASEAN plus 1 Free Trade Agreements and multilateral Free Trade Agreement such as the
Regional Comprehensive Economic Partnership Agreement (RCEP) Meeting of the
Philippine Working Group on Services for the ASEAN Plus Dialogue Partners Trade in
Services (PHWGS).

III – CENTRAL OFFICE COMPLIANCES AND ACCOMPLISHMENTS
REGULATION BRANCH (RB)
Performance Highlights
The RB has issued a total of 89,192 licenses, permits, registrations and certificates with an
accomplishment of 523% from the target of 16,428. The Branch’s total collection for year 2017 is
₱2,638,242,783.74 which is 92.17% of the total income of the Central Office and contributed
60.77% to the total Revenue Target of the Commission.
The RB participated in the Philippines’ hosting of the ASEAN 2017 by attending various meetings
relative to the communications and security requirements of the event. RB mobilized its
personnel to man the Multi-Agency Command Center (MACC) in various locations along with
other government agencies, joined the Sub-Task Group Emergency Telecom Preparedness And
Response Team (JTGEPR) Team for the 31st ASEAN Summit and ASEAN Leaders Meeting and
participated in the 23rd ASEAN Telecommunications Regulators Council (ATRC) Meetings with
Dialogue Partners.
Consistent with its mandate to conduct studies and recommend policies, rules and regulations
for the provision of public telecommunications networks and services, RB has facilitated the
following activities:
Meetings for EDSA Free Wi-Fi Project in coordination with DICT
Meetings for Metro Manila Free Wi-Fi Project in coordination with DICT
Public consultation regarding Globe Telecom’s Proposed Cell Site Construction with
Valenzuela City LGU
Meeting with Lazada E Services Philippines, Inc. regarding radio regulations
Meeting with the Office of Presidential Adviser on Military Affairs (OPAMA) on the
Proposed AFP Radar Installation

INDUSTRY PLANNING AND MANAGEMENT BRANCH (IPMB) IPMB is responsible for undertaking sectoral planning and ensuring quality, safety, reliability,
security, compatibility and interoperability of telecommunications facilities and services in
conformity with standards and specifications set by international radio and
telecommunications organizations.
IPMB is also responsible for providing services relating to broadcast and telecommunications
industry planning and development, including current trends; and continuing analysis of
economic conditions and trends relating to the sectoral area concerning the Commission.

SPECIAL LICENSING BRANCH (SLB)
The primary function of the SLB (formerly Radio Regulations and Licensing Department) is to
act on all non-decentralized radio service licenses pursuant to local and international radio rules
and regulations, conventions and treaties where the Philippines is one of the signatories. Under
the SLB are the Special Radio Services Division (SRSD) and the Safety Radio Services and STCW
Compliance Division (SSCD).
One of the highlights is that the Commission was able to sustain and uphold compliance to the
International Convention of the Safety of Life at Sea (SOLAS). The SOLAS Convention, which
is under the auspices of the International Maritime Organization (IMO), adopted several
regulations that require the provisions of life-saving equipment and the safety of navigation.
The IMO, which assumed global responsibility for shipping, has concentrated efforts on
developing worldwide-integrated systems to respond to shipping emergencies, among others,

the Global Maritime Distress and Safety System (GMDSS), and the International Shipping and
Port Facility Security (ISPS) Code.
The goals of the GMDSS are to provide more effective and efficient emergency and safety
communications and disseminate maritime safety information (MSI) to all ships in the world’s
oceans regardless of location and atmospheric conditions. The ISPS, on the other hand, provides
guidelines to counter incident of terrorism and other criminal activities in any part of the globe.
1. Special Radio Services Division (SRSD) Performance Highlights
Implemented the manual processing of import permits/release clearances and online
processing of import permits, certificate of exemption and release clearances through the
Philippine National Single Window (NSW). For the same period, the Division also performed
non-decentralized functions such as the issuance of Permit to Purchase new and additional
radio stations for private/government radio networks with nationwide coverage or with
coverage area between two or more regions, Permits to Possess/Storage, Permits to Transport,
Demo Permits with Unallocated Frequency and Short Range Radio Service (SRRS) Special
Permits.

2. Safety Radio Services & STCW Compliance Division (SSCD) Performance Highlights
SSCD has continuously monitored and implemented policies under the 1974 Safety of Life at Sea
(SOLAS) Convention, as amended in 1998 concerning radio communications for the Global
Maritime Distress and Safety System (GMDSS), its compliance of Accounting Authorities to the
provisions of NTC MC 5-6-2004 on billing and settlement of maritime accounts on all Philippine
Registered Ships. As part of its mandate, SSCD has likewise made a monitoring on all Regional
Offices in the implementation of various radio regulations under the Maritime and Aeronautical
Services in the processing of licenses/permits/certificates.

2. Radio Spectrum Planning Division (RSPD) Performance Highlights
RSPD has processed a total of 930 frequency applications consisting of: 106 Notice of Frequency
Supportability (NFS) for 3,146 stations; 629 Frequency Assignment Sheets (FAS) for 30,233
stations and 445 Frequency Assignment Notice (FAN) for 3,619 stations. Likewise, a total of
893,662 frequency coordination’s were made during the period and a total of 86 equipment
granted storage, call signs and frequencies were recalled.

Performance Highlights
CY 2017 was no exemption to the previous yearly accomplishments of the Regional Office as
shown in the Key Performance Indicators presented. For the same year, all targets were met and
the year-end revenue collection represents an increase of 107.62%
On issued permits, licenses and certificates, the Regional Office exceeded targets. In the number
of inspections/investigations conducted and administrative cases filed, this year’s target were
likewise met.

Manila to determine system performance as against generally accepted standards of

2. REGIONAL OFFICE NO. I (City of San Fernando, La Union)
Performance Highlights:
NTC Regional Office No. 1 has launched its website to keep the public abreast with the recent
developments in the telecommunications and broadcast sector that showcase the documentary
requirements of all applications for permits and licenses in the different services offered by the
Commission. The region is the first NTC Regional Office compliant to Administrative Order No.
39 series of 2013, Mandating Government Agencies to migrate to the Government Web Hosting
Service.

3. CORDILLERA ADMINISTRATIVE REGION (CAR) REGIONAL OFFICE (Baguio City)
Performance Highlights:
For the year 2017, NTC-CAR partnered with other Regional organizations such as the Regional
Disaster Risk Reduction Management Council (RDRRMC) as member of the Emergency
Telecommunications Cluster (ETC). As a member of ETC, NTC-CAR technical personnel were
tapped to evaluate the region-wide HF communications network of the RDRRMC including
giving lectures on basic operations of the said equipment.
The region conducted six (6) Mobile Licensing and Consumer Welfare and Protection Activities
in all of the six provinces of CAR that generated a revenue of Php375,509.00 .For the same
period, the region conducted a total of thirty three (33) RLM seminars/lectures

4. REGIONAL OFFICE NO. II (Tuguegarao City, Cagayan)
Performance Highlights:
The Region inspected 6,086 radio stations compared to 3,632 in 2016, an increase by 67.57%.
The inspection target for 2017 of 3,214 was surpassed by 89.36%. With the increase in inspection
resulted in the increase of radio station licenses issued from 9,174 in 2016 to 10,781 in 2017 of an
increase of 17.45%. Thus, the licensing target of 5,898 was achieved by the Region.

5. REGIONAL OFFICE NO. III (City of San Fernando, Pampanga)
Performance Highlights:
In bringing NTC services closer to the people, NTC Region III conducted a number of mobile
licensing in key cities and municipalities, as well as Joint Mobile Registration and Licensing
activities with its continuing partnership with BFAR, MARINA and PCG for our fisher folks.
In partnership with BHN Association of Japan, NTC Region III has jointly undertaken the
implementation of the ICT Project entitled “Study of Deployment of Smart Society in the
Philippines, Remote Real Time E-Learning System and Water Level Monitoring System Using

Wireless Network for Rural Areas in Pampanga”, of which the beneficiary was the municipality
of Candaba, Pampanga, which has become the catch basin of various water ways in Pampanga
and other nearby Provinces. The project has finally been launched this 2017 and turned over to
the Municipality of Candaba, Pampanga.

For the year 2017, Regional office personnel has attended and participated in eighteen (18) local
and foreign trainings and seminars.

As can be gleaned on the Target vs Performance table, the region exceeded targets.
The number of various permits, licenses and certificates exceeded target by more than 101.46%.
Several factors contributed to the attainment of this objective such as, intensified conduct of
inspection, increased frequency of mobile licensing on key cities including the weekly schedule
of RLM/GROC seminars.
This year’s revenue collection stood at ₱173,330,741.98 due to the increase in the number of
licenses, permits, registrations and certificates issued, intensified conduct of inspection, mobile
licensing, which included joint licensing with BFAR, MARINA and PCG. Because of the
intensified conduct of inspection, this office was able to disposed 296 administrative cases
which is 248.24% higher than the target.
6. REGIONAL OFFICE NO. IV (Batangas City, Batangas)
Performance Highlights:
At the end of the year, the Region was able to inspect a total of 34,788 radio stations, PTEs and
other regulated entities with accomplishment rate of 90% against the target of 38,638.
RLM seminars were also conducted simultaneously with the conduct of inspection and mobile
licensing activities. A total of 5,969 participants attended seminars on RLM, SROP-FV and
GROC for both in-house and off-site venues. Likewise, five (5) mobile licensing were conducted,
with two regular activities held in the Provinces of Palawan and Marinduque and three licensing
events held jointly with the coordination with MARINA, BFAR and the Philippine Coast Guard
in Cavite and Batangas Provinces.

By improving its revenue stream and increasing efficiency in the delivery of services, the region
was able to generate a total revenue collection for 2017 amounting to Php269,546,496.43 with
accomplishment rate of 146.58% against a target of Php183,801,301.58.

Performance Highlights:
2017 ended on a positive note for NTC Region V as it realized a revenue of Php83,206,992.12 and
surpassed the target set by the Commission at Php71,513,139.53 or 64% higher than the target.
Aside from this, the other achievements of the region are the summarized as follows:

On Frontline Services and Enforcement activities
24,175 licenses, permits, registrations and certificates were issued and thus exceeded the 2017 target set at 9,537 which is higher by 154%
5,678 radio stations were inspected, validated and investigated which is higher than the target of 3,770 or an increase of 53%
1,343 frequency channel assignments were likewise made which is higher than the 120 targets or an increase of 1,019%
Administrative Cases For this year, a total of 185 Show Cause Orders were issued and filed by the Legal Division. It has likewise surpassed the 90 cases which is the target of administrative cases disposed as for this year, there were 237 cased disposed which is higher by 163% from the given target
One-Day Mobile Licensing With the objective of bringing the frontline services of NTC closer to the public, “One-Day Mobile Licensing” activities were conducted in different places in the Region that generated a revenue of Php1,251,432.75.
Consumer Welfare and Protection The Consumer Welfare and Protection Unit has received and acted on a total of 248 requests for blocking of the lost and/or stolen cell phones, 10 complaints regarding scams and malicious text messages and 24 complaints relating to telecommunications services.

8. REGIONAL OFFICE NO. VI (Iloilo City, Iloilo)
Performance Highlights
During the last quarter of CY 2017, the Negros Island Region was dissolved and the Province of
Negros Occidental reverted to the jurisdiction of this Regional Office. The Region has
accomplished all KPIs’ under the Regulatory and Enforcement Services; to wit:
Licenses, permits, registrations and certificates has increased by 141%
Frequency/Channel assignments made by 3,069%
Radio stations inspected by 111%; and
Administrative Cases disposed by 534%
The 16,925 inspections/investigations conducted represents 6% more than the 2016
accomplishments. As a result, 712 administrative cases were filed for violations of the provisions
of existing radio laws, rules and regulations and other regulatory statures and 641 of this
administrative cases were decided and resolved by the year end.
Consistent with the focus of the Commission to bring government service to the grass roots
level, ten (10) mobile licensing were conducted in the far flung areas of the region, resulting a
collection of Php3,067,160.50 against total expenditures of Php141,433.00. The 1,942
inspections/investigation conducted during mobile licensing, represents 11% from the total
inspections/investigations conducted by the regional office.
Revenue collections which included revenues collected by the NIR totalled Php94,851,822.03.
The NIR posted Php31,859,904.50 representing 34% share, while the regional office collected
Php62,989,917.53 representing 88% share of the revenue.

All of the Regional Personnel including job hires were able to attend seminars/trainings and
other human resource development activities. For CY 2017 there were 116 number of personnel
who undergone seminars/trainings.Personnel who are registered professional were sent to their
respective training programs in order to earn their continuing professional development units.
All personnel were given the chance to be sent to training/seminar outside of the region in order
for them to experience the cultures of other ethnic groups and visit cultural and heritage sites
of the place.

9. REGIONAL OFFICE NO. VII (Cebu City, Mandaue)
Performance Highlights
NTC VII had been very active and has participated in various activities within the region. It
joined the annual Sinulog Celebration as chair of the Radio Communications Committee
deploying 450 communicators in the event. In the early part of the year, the Region also took
part in the planning for the communications requirements of the security personnel during the
staging of the 2016 Miss Universe Swimwear Competition held in Lapu-lapu City, Cebu.
The Region has also been actively involved in the coordination meetings with other Regional
agencies such as the Office of the Civil Defense (OCD), Department of Health (DOH),
Philippine Statistics Authority (PSA), National Economic Development Authority (NEDA). In
keeping step with the changing times, the Region has likewise strengthened its support on
Disaster Risk Reduction Management being the head of the Rapid Emergency
Telecommunications Team (RETT) and in capacity building activities initiated by the Office of
the Civil Defense. Likewise, to capacitate and improve the performance of the Region’s
personnel, seminars and trainings were conducted either in-house or trainings facilitated by
other agencies.

achievement of goals. With that, NTC VII personnel, as part of its personnel enhancement and
capacity building, had attended and participated in sixty two (62) seminars, trainings and
workshops in 2017.

case disposed and the total collections received. The late payment of Smart which was received
early on January 2018 was a major cause why we failed to achieve our targeted collections.

11. REGIONAL OFFICE NO. IX (Zamboanga City, Zamboanga del Sur)
Performance Highlights
The conduct of Mobile Licensing on September 12 –15, 2017 in the municipalities of Buug and
Ipil, Zamboanga Sibugay enabled the regional office to make licensing services available to
stakeholders in distant municipalities. As a result, the number of registered radio stations in the
region increased significantly.
In its need to better manage and improve accomplishment of targets for CY 2017, the Regional
Office conducted a Midyear Assessment and Planning Seminar on August 14, 2017, and a Year-
end Review Strategic Planning for CY 2018 on December 14-15, 2017 all held in Zamboanga City
and attended by all officials and employees
The Regional Director as Head of the Philippine Delegation, BIMP-EAGA ICT Cluster attended
the BIMP-EAGA Strategic Planning Meeting on January 31 - February 3, 2017 In Jakarta,
Indonesia and in preparation for this meeting, the region also attended the Philippine-EAGA
(P-EAGA) SPM Technical Preparatory Meeting on January 16, 2017.

12. REGIONAL OFFICE NO. X (Cagayan de Oro City, Misamis Oriental)
Performance Highlights
The Regional office was able to collect Php 69,608,688.11 in revenue in CY 2017. The amount
collected is 139.18% from the target revenue of Php 50,012,073.03 for the year 2016. A total of
17,158 licenses and permits were issued against the target of 6,762 or a 153.74% increase. The
increase could be attributed to the resurgence of Amateur Radio Services, disaster
communication mitigation and preparedness of LGUs, request for RLM seminars from various
entities and radio groups, registration of unregistered radio transceivers and quarterly mobile
licensing program.
The Regional Office, in coordination with the Office of the Commissioner and other
stakeholders provided Libreng Tawag and Text Services for Internally Displaced People (IDPs)
in the areas affected by Marawi City siege and under Martial Law. A total of 150 IDPs availed a
free call and text services.

Performance Highlights
The Region’s revenue collection for the year is Php 66,468,327.60 inclusive of Spectrum Users
Fee which is Php 38,454,628.37 which represents a 144.42% increase in accomplishment based
on 2017 target set at Php 45,981,153.00. This collection is comparatively higher than the 2016
revenue collection of Php 60,670,645.44. The 2017 expenditures of Php 14,651,790.91 covers
Personal Services of Php 10,857,792.13, MOOE of Php 3,593,470.78 and Capital Outlay of Php
200,528.00.

Performance Highlights
As a result of the Memorandum of Agreement (MOA) entered into by NTC with several
agencies such as PFDA-GSPA, BFAR XII, BI, BOQ, DAI-VQS, BPI-NPQSD, CGS GENSAN, PDEA
XII to facilitate and expedite processing of documents and other requirements relative to the
operation of fishing vessels in the region, NTC RXII had legalized and issued Ship licenses to
almost 2,100 fishing vessels and was able to collect Php4.7 million in administrative fines,
registrations, permits and licenses.

Performance Highlights
Year 2017 has made additional experiences of personnel on group efforts attaining more of what
our targets were. The adoption of the harmonized forms, reports and procedures in the
regulatory enforcement systems and NTC-13 personnel’s seminars and trainings for institutional
strengthening conducted either by the Civil Service Commission or other government and
private agencies helped in the Regions achievement.
The service rendered by our Consumer Welfare and Protection Unit facilitated a total of 288
complaints to include blocking of cell phones and/or SIM cards and other inquiries from
concerned citizens.
